FECIR aims to offer Chilean and foreign filmmakers a space for dissemination, exhibition and exchange of ideas, promoting audiovisual artistic creation and its relationship with the public. It also gives the commune of Rengo, the VI Region and Country, a space for reflection and recreation around filmmaking.

THE JURY AWARDS THE FOLLOWING PRIZES:
RENGO comes from the Mapudungún word "Renkü", whose meaning translates as "Invincible, brave among the brave".

AWARDS
The 19th Rengo International Film Festival 2023 will award the following prizes:

-INTERNATIONAL FEATURE FILMS COMPETITION AWARD
*Renkü statuette for Best International Fiction Feature Film 2023, plus $500,000 (Five hundred thousand pesos)

-INTERNATIONAL FICTION SHORT FILMS COMPETITION AWARD
*Renkü Statuette for Best International Fiction Short Film 2023, plus $300,000 (Three hundred thousand pesos)

-INTERNATIONAL CHILDREN'S ANIMATION COMPETITION AWARD
* Renkü Statuette Audience Award Best International Children's Animation Work 2023, plus $200,000 (Two hundred thousand pesos)

-INTERNATIONAL VIDEO DANCE COMPETITION AWARD
*Renkü statuette for the Best International Video Dance Work 2023, plus $200,000 (Two hundred thousand pesos)

-NATIONAL DOCUMENTARY COMPETITION AWARD
*Renkü statuette for the Best National Documentary 2023, plus $500,000 (Five hundred thousand pesos)

-NATIONAL FILM COMPETITION AWARD DIRECTED BY WOMEN
*Renkü Statuette for Best Short Film Directed by Women 2023, plus $200,000 (Two hundred thousand pesos)

-REGIONAL PRODUCTION COMPETITION AWARD
*Renkü statuette for the Best Regional Production Short Film 2023, plus $200,000 (Two hundred thousand pesos)

-REGIONAL COMPETITION AWARD FOR SCHOOL MICRO-SHORTS
*Renkü statuette for the Best Regional School Short Film 2023, plus $100,000 (one hundred thousand pesos) and FECIR 2023 Set (T-shirt, Poster, Glass, Others)

*Other prizes awarded by sponsoring institutions of the contest could eventually be incorporated.

**THE WINNERS in the different categories agree to include the legend “Winner 19th Rengo International Film Festival 2023” or the Laurel/palmares that indicates the prize obtained, in the advertising material, in press releases and in the credits of the winning film.

PARTICIPATION REGULATIONS FOR THE DIFFERENT CATEGORIES 2023


1.- DATE AND PLACE OF THE CONTEST:
The traditional film event, which turns eighteen this year, it will be between November 20 and 25, 2023, in the city of Rengo, as well as in Requinoa, Rancagua, Pichidegua and Chépica. VI Region of Libertador General Bernardo O'Higgins, Chile. With activities in face-to-face mode and virtual mode.

2.- OBJECTIVES:
It offers to the filmmakers of Chile and foreigners a space for dissemination, display and exchange of experiences and ideas, promoting audiovisual artistic quality. Provide to the community of Rengo, the region and the country, an area of assessment, reflection and scattering around the cinema.

3.- ORGANIZERS: The nineteenth version of the Rengo International Film Festival 2023 is organized by FECIR Producciones, with the support of the Illustrious Municipality of Rengo and other collaborating entities.

4.- OFFICIAL CATEGORIES OF THE FECIR 2023 CONTEST:

**The registered films must be spoken or dubbed in Spanish or subtitled in Spanish.

** Those works that have inclusive adaptations for their exhibitions, such as audio description, sign language, among others, are considered most relevant.

4.1.- INTERNATIONAL FEATURE FILMS

International fiction feature film competition for filmmakers who have finished works with a maximum duration of 150 minutes, credits included. The films may have been produced in any country in the world, as well as in any format or shooting medium. Works produced from 2022 to date are accepted. Those works that are premieres in Chile will be privileged.

The official selection of this category will be a maximum of 10 works.

4.2.- INTERNATIONAL FICTION SHORT FILMS COMPETITION

International fiction short film competition focused on experienced filmmakers, young filmmakers, film students, film school graduates, independent filmmakers and audiovisual professionals who have works with a maximum duration of 30 minutes with credits included. The films may have been produced in any country in the world, as well as in any format or shooting medium. Works produced from 2022 to date are accepted. Those works that are premieres in Chile will be privileged.

The official selection of this category will be a maximum of 10 works.

4.3.- INTERNATIONAL CHILDREN'S ANIMATION COMPETITION
International competition for animation films genre made with any animation technique such as stop motion, traditional 2d, digital cut out, digital 3d, mixed, etc. with a theme only for children, aimed at boys and girls. Focused on professionals in the audiovisual area, young directors, film school graduates or independent filmmakers who have works with a maximum duration of 30 minutes, credits included. The films may have been produced in any country in the world, as well as in any format or shooting medium. Works produced from 2022 to date are accepted. Those works that are premieres in Chile will be privileged.

The official selection of this category will be a maximum of 10 works.

**In this category it is mandatory that the films are spoken in Spanish or dubbed into Spanish, in the case of having any dialogue in a language other than Spanish.

4.4.- INTERNATIONAL VIDEO DANCE COMPETITION
International short film competition of the videodance genre. Focused on young directors, film students, film school graduates, independent filmmakers and/or professionals in the audiovisual area linked to dance, who have videodance works with a maximum duration of 30 minutes. The films may have been produced in any country in the world, as well as in any format or shooting medium. Works produced from 2022 to date are accepted. Those works that are premieres in Chile will be privileged.

The official selection of this category will be a maximum of 10 works.

4.5.- NATIONAL DOCUMENTARY COMPETITION

National documentary competition for all those cinematographic works that develop the documentary genre in its broad sense and forms. The films may also be made in any format or medium and have a maximum duration of 120 minutes. (Short, Medium or Feature Films). Works produced from 2022 to date are accepted. Those works that are premieres in Chile will be privileged.

The official selection of this category will be a maximum of 10 works.

4.6.- NATIONAL FILM COMPETITION DIRECTED BY WOMEN:

National competition for fiction short films directed only by women. Focused on experienced filmmakers, young filmmakers, film students, film school graduates, independent filmmakers and audiovisual professionals who have works with a maximum duration of 30 minutes with credits included. Works produced from 2022 to date are accepted. Those works that are premieres in Chile will be privileged. The official selection of this category will be a maximum of 10 works.

*Works with a gender approach will be privileged.

*Works from the O'Higgins region and from regions other than the Metropolitan Region (RM) will be preferred.

4.7.- REGIONAL PRODUCTION COMPETITION:
National competition for fiction short films of a maximum duration of 30 minutes made in different regions of the Metropolitan Region. Works produced from 2022 to date are accepted. Those works that are premiered in Chile will be privileged.

The official selection of this category will be a maximum of 10 works.

**Only filmmakers residing in one of the regions of Chile other than the Metropolitan Region may participate.

*A minimum of 3 works belonging to the Libertador Bernardo O'Higgins Region will be privileged.

4.8.- REGIONAL COMPETITION OF SCHOOL MICRO-SHORTS:

Regional competition of "School Short Films" made by students with a maximum duration of 8 minutes. All elementary and high school students from the VI Region of Libertador Bernardo O'Higgins will be able to participate. The short films referred here as "Microshorts" can be made in any recording format, such as with cell phones, digital cameras or others. The works can be fiction, documentary, experimental, animation or others.

Enrolled students must be sponsored (supported and advised) by a teacher from one of the colleges or high schools in the region. The stories of the works must be framed within one of the three themes:

1.- Environment
2.- Politics and society
3.- Education and culture.

5.- GENERAL CONDITIONS OF PARTICIPATION:

5.1. - Those interested in participating in the different categories of regional, national and international competition of this nineteenth version of FECIR, must fill out the registration form available on the festhome.

5.2. – The works must be sent to the address and within the deadlines established in point 8.1 and 8.2 of these rules.

5.3. - The works in competition may have been carried out from January 2022 to date. Works that have previously participated in the pre-selection or selection stages of this contest will not be accepted.

5.4. - To make the competition effective in each regional category, a minimum of 8 registered and selected works is required.

5.5. - COPIES FOR SELECTION
For the application stage of the works for the different competitions, the filmmakers can send their films in:

A) Access the site http://www.festhome.com register, upload your films and send them to 19º FECIR 2023.

*The works that are selected for the Official Competition 2023, must send their films in high definition format through a download link for the screening during the contest.

6.- JURY:
For the categories iNTERNATIONAL FEATURE FILMS, international fiction short film, international videodance, national documentary, cinema directed by women, micro-shorts and regional production. It will be made up of personalities from the audiovisual media, the arts and regional, national and/or international culture. People directly related to the works in competition will be disqualified from being part of the jury.

For the International Children's Animation, the jury will be made up of the general public through electronic or face-to-face voting.
*THE JURY'S DECISION WILL BE FINAL.

7. Inscription of the films

7.1. - The received works that do not comply with the general conditions of participation and the pre-selection requirements, will not be registered.
7.2. - They will not be able to participate in this competition, films in which there is participation of any member of the Rengo International Film Festival organization in the roles of Director, distributor and/or Producer of a film.

7.3. - For cases not prinscriptionovided for in these Rules, the interpretation of the case will be in the hands of the Organizing Committee of the 19th Rengo International Film Festival 2023.

7.4. - The registration of a work supposes the acceptance of these regulations, which includes the non-commercial exhibition of those selected in activities during and after the contest. Remaining the films in the FECIR Cinematheque as part of the registry of participants.

7.5. - Exhibition rights are not paid in the competitions of this film contest, since each film will be eligible for a cash prize and/or also for goods or services from our collaborators.

*All films in the competition will be shown online only at www.fecir.cl and in the fisical exhibition space during the days of the contest.

7.6.- When registering a film, accepting the bases and finally being selected in one of the competition categories of the FECIR 2023 contest, the applicant will be notified by the channels provided when filling out the registration form at festhome.com and from that moment, it is agreed that the film can no longer be withdrawn from the competition, by accepting the bases, the screening rights of the film are authorized only for purposes relevant to the development of the 2023 version in the month November 2023. After the contest is over, this agreement will become obsolete, generating new agreements with those who win the contest in each category or for those who are part of special samples during 2023-2024.

8.- SENDING THE MATERIAL AND REGISTRATION DATE:

8.1 The material with the work(s), with all the information required for its pre-selection, It must be sent no later than Saturday, September 30, 2023 at 11:59 p.m.

*Exclusively for the Regional category of School Micro Shorts, the call runs until October 16

8.2.- The list with the selection of films that will become part of the official competition, will be published on social networks and on the official page of the contest http://www.fecir.cl and informed via telephone and/or e-mail. mail to the selected participants during the second fortnight of October.

8.3.- The organization of the Rengo International Film Festival is exempt from any legal responsibility in relation to the use of unauthorized content in the films, as well as licenses, copyrights, exhibition rights and/or any necessary rights related to its exhibition as music, photographs, texts, people, etc. Such issues are the full and exclusive responsibility of the filmmaker submitting the work.
