MÁLAGA 4K FEST ()

1. OBJECTIVES
MEDINA MEDIA EVENTS, S.L. - hereinafter THE ORGANIZATION - with the collaboration of FESTIVAL DE MÁLAGA, aims to encourage film production internationally in 4K-UHD (Ultra High Definition), as well as its dissemination and promotion.
In order to achieve these objectives, THE ORGANIZATION will hold MÁLAGA 4K FEST on November 20th, 2020, with the collaboration of FESTIVAL DE MÁLAGA.

HISPASAT AWARD TO THE BEST SHORT FILM. Endowed with three thousand euros (3000.00 €), to the best short film.

ULTRA HIGH DEFINITION FORUM AWARD. Endowed with two thousand one hundred and sixty euros (2160.00 €), for the best use of as many UHD technologies* as possible in a single film, to better preserve artistic intent, so that the story couldn't have been told so well or the emotions portrayed as powerfully without them.

(*4K resolution or greater, WCG at least rec 2020, HDR - any variant of High Dynamic Range (Highly valued), HFR - High Frame Rate - Ideally 100/120 FPS other wise at least 50/60, NGA - Next Gen Audio of any flavour, e.g. Dolby Atmos (Highly valued).

AWARD TO THE BEST DIRECTOR. Endowed with two thousand euros (2000.00 €), to the best direction.

AWARD TO THE BEST SOUND. Endowed with a thousand euros (1000.00 €), to the short film with the best sound.

AWARD TO THE BEST PHOTOGRAPHY. Endowed with a thousand euros (1000.00 €), to the short film with the best photography.

AWARD TO THE BEST SHORT FILM FROM A FILM SCHOOL. Endowed with a thousand euros (1000.00 €).

ATRESERIES AWARD TO THE BEST SHORT FILM FOR TV. Endowed with a thousand euros (1000.00 €), plus broadcast and promotion of the short in Atreseries, including an interview with its director, to the best short film adaptable for television.

2. PARTICIPATION REQUIREMENTS


Failure to comply with these requirements will result in disqualification:

1. Only works originally recorded and post-produced in 4K-UHD format will be admitted. Entries must specify the camera model and the lens or lenses used to record the short film. The presentation of the postproduction company's certificate stating that 4K/UHD has been postproduced will be positively valued.


2. The audio of the productions must be 5.1. The use of objec immersive audio such as with Dolby Atmos would be valued.


3. The image and sound must be recorded at least 24 fps. Works produced and postproduced at 50 fps will be valued positively.


4. Short films of any nationality and genre, made after January 1st, 2018, may be entered with a maximum duration of 30 minutes.


5. Each participant will be able to present 1 work.


6. In the case of having a session in Pro Tools, the participants must indicate this when submitting the short film.


7. The submitted works must be original works of their authors and/or they must have the free disposition of any ideas, images or any other element that they incorporate, being holders of all the intellectual property rights of the participating short film.


8. The participants must have a full legal capacity to take part in this call and ensure that their participation does not infringe any rule of any kind.


9. Participants who submit their work to the MÁLAGA 4K FEST call will be legally responsible for its content. The works may not have illicit contents or that attempt against any right of third parties. THE ORGANIZATION, FESTIVAL DE MÁLAGA and MÁLAGA 4K FEST decline all legal responsibility for the content of the works.


3. REGISTRATION


To participate in MÁLAGA 4K FEST it is compulsory to register and complete the registration form, exclusively through FESTHOME (www.festhome.com), before April 15th, 2020.

- File weight not exceeding 2 GB - H264 encoding

- Minimum resolution: 1080 p

- Bitrate: 5,000 kbps

- Video in .mov, .mp4 or .mkv format

In order to register correctly, you must first create a profile on Festhome, register the film on that platform and finally register it in the MÁLAGA 4K FEST. Just because the film is uploaded to the Festhome platform does not mean that it is registered in the MÁLAGA 4K FEST. In order to do this, it is necessary to comply with all of the above requirements.


4. SELECTION PROCESS AND FINALISTS


A selection committee will choose a maximum of twenty-one (21) finalist short films, three (3) for each of the seven (7) winning categories, defined below.

The decision of the selection committee will be notified by e-mail to the interested parties on June 1st, 2020, and they undertake not to make this information public until it is formally announced by THE ORGANIZATION.

The list of finalists will be published on the official website of MÁLAGA 4K FEST (www.malaga4kfest.com).

Finalists must submit a new copy in 4K format with the following specifications by June 20, 2020:

Format: DCP (IOP)

Audio: 5.1

Resolution:

Flat (1:85) 3996 X 2160

Scope (2:39) 4096 X 1716

FPS: 24 fps o 25 fps

Burned Spanish subtitles in the copy

THE ORGANIZATION will request a second copy in mp4 format of those finalist prize works that require more specific technical checks, such as the ULTRA HIGH DEFINITION category.

Copies can be sent via a download link (preferably via the IBM ASPERA platform in an uncompressed file) to the following addresses: vcaffarena@festivaldemalaga.com and contact@malaga4kfest.com, or sent by post to the following address: Polo de Contenidos Digitales, Avenida Sor Teresa Prat 15, 29003 Málaga.

The unit in which the DCP comes (external hard disk or pen drive) must be formatted in NTFS or Ext2,3 or 4. Never in Exfat.

All finalists whose V.O. is not in Spanish must send a version subtitled in this language. In addition, English subtitles must be available.

In case the selected ones do not have their work in DCP format, they can use free programs such as DCP O MATIC or OPEN DCP. In case of difficulties, the selected ones can contact directly with the organization to transfer and solve any problem in the e-mail:


5. FINALIST SHORT FILMS REQUIREMENTS


Once a work has been selected by the MÁLAGA FESTIVAL, it cannot be withdrawn.

The inscription of a work in the MÁLAGA 4K FEST supposes the full acceptance and fulfillment of the present Bases of Participation and its annexes.

The producers of the finalist short films will assume any taxes that may derive from their participation in this call and for the eventual obtaining of any of the prizes foreseen.

The participants will be solely responsible for any infringement of any third party rights, leaving THE ORGANIZATION, the MÁLAGA FESTIVAL, the MÁLAGA 4K FEST and the other collaborators.


6. PROGRAMMING AND EXHIBITION RIGHTS


In the event that their work is a finalist, the participants transfer to THE ORGANIZATION, free of charge, on a non-exclusive basis and within the geographical scope of the coverage of the satellites of the Hispasat Group's fleet (www.hispasat.com), the public communication rights on the satellite channel "HISPASAT 4K", for a period of one (1) year from the award ceremony (November 2020). THE ORGANIZATION will carry out the public communication of the finalists by means of a collaboration that implies the contribution of the necessary technical means to upload the content to the promotional channel "HISPASAT 4K" free of charge. In addition, during the same period, the collaborators of MÁLAGA 4K FEST will enjoy these same public communication rights free of charge, non-exclusive and for the same geographical area as the coverage of the satellites of the Hispasat Group fleet, for the sole purpose and with the sole purpose of carrying out promotions of 4K technology contents in specific events such as fairs, workshops or "demos". This does not include the broadcasting rights of the short films for the collaborating television channels, except in the case of the winning short films whose prize so specifies. Once this period has elapsed, THE ORGANIZATION and the collaborators of the festival will continue to enjoy the same rights mentioned above, unless the author/authors of the corresponding short film communicate this to the contrary. The rest of the intellectual property rights will continue to correspond to their authors or owners of the work.

Participants allow THE ORGANIZATION and its collaborators to exhibit a fragment of their work or trailer on social networks and media, with the aim of promoting their work and their participation in the MÁLAGA 4K FEST.


7. PRIZE WINNERS


Among the finalist short films, a qualified Jury, chosen by THE ORGANIZATION in collaboration with the MÁLAGA FESTIVAL, will determine the seven (7) winners, which will be announced and screened during the contest that will take place on November 20, 2020 in Malaga.

The jury's decision will be notified to the winners by e-mail on September 15, 2020. By accepting these rules, the winners undertake not to reveal this verdict until the awards ceremony. The final list will be published on the official website of the Festival (www.malaga4kfest.com) after the awards ceremony.

Likewise, the selected participants must provide the ORGANIZATION, before September 15, 2020, 2 frames, photograph of the director (minimum resolution of 300 dpi), filmography of the director, technical file, synopsis and, if available, a press dossier and a teaser of the short film to the following email address: 7. 8. PRIZES

9. JURY


THE ORGANIZATION, in collaboration with the MÁLAGA FESTIVAL, will appoint the Jury of the MÁLAGA 4K FEST, whose decisions will be unappealable and must not be justified.

Persons with interests in the production, distribution or any other type of exploitation or participation with the selected short films may not form part of the Jury.


10. OBLIGATIONS OF THE AWARDED SHORT FILMS


The production and/or distribution companies of the winning short films will maintain confidentiality, not revealing the confidentiality of the winning short films until the ORGANIZATION officially does so, and the ORGANIZATION may withdraw short films that do not respect this period.

Production companies must send to MÁLAGA 4K FEST two copies (in Bluray format) of the award-winning audiovisuals that include the written reference of the prize received and as a prerequisite for the payment of the prizes contemplated in these Rules.

Producers and/or distributors of award-winning feature films, short films and documentaries must include a written reference to the award of the award at the beginning of each and every one of the copies they distribute for exhibition in theatres, other film competitions, Blu-ray, television or VOD platforms (video on demand), as well as in all printed informational and promotional material (press-books, posters, etc.). This reference will consist of a text with the prize awarded, accompanied by the corporate image (logo and name) of the MÁLAGA 4K FEST, which will be provided, along with its rules of use, by the ORGANIZATION of the same.

PAYMENT OF PRIZES

In all categories, the economic endowment of the prizes will be paid to the production company, once a certificate has been provided demonstrating its exhibition in commercial theatres or accrediting the exhibition of the film in another competition or audiovisual event held within the year 2020, always after its projection in the MÁLAGA 4K FEST, as well as, where appropriate, on television or platforms. In this document it will be stated that at the beginning of it appears the corporate image (logo and name) of this Festival and express reference to the prize obtained.


11. ADDITIONAL PROVISIONS

The personal data obtained will only be used for the purposes derived from the development of the Festival and may be revealed to the media and published on the Festival website. In any case, they will be treated in accordance with the personal data protection regulations in force. Neither THE ORGANIZATION, nor FESTIVAL DE MÁLAGA, nor MÁLAGA 4K FEST will be responsible for any damage, loss, cost, damage, claims, etc. that participants may incur or may suffer as a result of the presentation of their works.

These bases of participation may be supplemented or modified, prior to the start date of MÁLAGA 4K FEST and prior communication to interested parties, with as many other annexes as THE ORGANIZATION deems appropriate.

The interpretation of the same will be the exclusive competence of the Management of MÁLAGA 4K FEST.
