International Film Festival Lebu, mainly oriented to short, is independent, is organized by Agrup. Cult. Fest. De Cine Caverna Benavides. The competencies are: International and regional documentary short film, fiction, animation and documentary Original Peoples. There is an industry section composed of "AF, asesorías" and distribution.

The Regional and International Fiction Short Film and Animation Winners are eligible for the Oscars.

CINELEBU is the only film festival in Chile qualifier of short films for the Oscar® Awards in the categories,
International Animation, Regional and International Fiction.

* The winners in the CINELEBU short film competitions of: International Fiction, Regional Fiction and International Animation will be eligible for consideration, in the Animation and Live Action competitions of the Academy of Cinematographic Arts and Sciences (AMPAS), without the theoretical course standard, as long as the short film fullfills with the rules of the academy.

1. - DATE OF COMPETITION
It will take place in the city of Lebu, capital of the Province of Arauco, and in the cities of Cañete and Concepción in the Bío Bío Region, Chile, from February 9
TH to February 14th, 2019. With Sub venues in Spain, Cuba, Argentinaand Guatemala, replica in Santiago at Mapocho Station Cultural Center, GAM and Violeta Parra Museum. Since 2018, CINELEBU is the only film festival in Chile qualifier of short films for the Oscar® Awards in the categories, International Animation, Regional and International Fiction.

2.- OBJECTIVES
CINELEBU, aims to offer Chilean and foreign audiovisual producers a window of dissemination, marketing and
distribution of fiction, documentary and animation short films, promoting audiovisual production of technical and
artistic quality, helping and generating spaces to make contacts, business, supports and exchanges, for current
and future works. Promoting, also, training, education and audiences.

3.- CATEGORIES IN COMPETITION

3.1.- International Fiction Short Film Category/ International Documentary Category / International Animation Category Official selection of works made and / or completed in the formats and conditions indicated in point 4. All those works with their post-production process completed between November 10, 2017, and November 10, 2018 will be able to participate.

3.2. - Regional Fiction Short Film Category / Regional Documentary Short Film Category Official selection for works and directors from Chile or abroad that highlight topics of regional interest and / or
locations and / or characters, and develop fiction or documentary genre according to category to apply, they must include in their history, different locations to the Metropolitan Region (Santiago de Chile). Made and / or completed in the formats and conditions indicated in point 4. All those works can participate with their postproduction process completed from November 10, 2017, until November 10, 2018

3.3.- NATIVE PEOPLE Documentary Short Film Category
The objective is to value and be a means of dissemination for audiovisual productions with the theme of the native peoples of the world that promote respect.

3.4.- National Video Clip Category
Official Selection, the national music video clips will participate: pop, rock, jazz, grunge, blues, country, heavy metal, Indie, punk, soul. The piece must be an original work and not an extract or extension of another work. The director must have the rights of the music used within the piece, otherwise CINELEBU reserves the right to reject it. The piece may be an original work of the PARTICIPANT, or it may be a piece commissioned by a company, and must have the express written authorization of the owner of the rights. You can not infringe any right of privacy and / or intellectual property (including any musical theme, unless you have a license to use or is in the public domain). Any breach of any of the above points will be disqualified. Clip videos will be received from 2017 onwards.

* ANY SHORT FILM THAT DOES NOT FULFILL THE DEADLINES INDICATED IN THE PREVIOUS POINTS WILL BE
EXCLUDED FROM THE SELECTION PROCESS.

4.- GENERAL CONDITIONS OF PARTICIPATION
MANDATORY (the omission of one of these indications will leave him/her out of competition)
THIS APPLIES FOR ALL CATEGORIES IN COMPETITION.

4.1. - The deadline for you to provide us with information about your short film and the selection link is 11/15/2018 and the deadline for you to provide us with your projection file is 12/20/2018, and you must send it to seleccion@cinelebu.cl

4.2.- For selection and screening process, we work with platforms where you can load a version of your movie
screening in the format specified for each of the platforms chosen:

4.3.- You can also send us an email with the requested information of your short film and the direct link to the
screening file hosted on the platform of your choice (for example: googledrive, vimeo) a
competencia@cinelebu.cl, If you choose this way, the name of the file and subject must be the name of the short film and category, in the mail you must attach the requested application form that can be downloaded on the page web www.cinelebu.cl. In both cases you must send: photograph of the work in 350 dpi or more.

* The application form is mandatory with synopsis in English and Spanish.

4.4. We only accept these 2 formats as a projection file:

4.4.1. Formato y codec: Quicktime or Mp4 (MPEG4-AVC / H.264)
4.4.2. Frame size FullHD: 1920x1080 (square pixels)
4.4.3. Appearance: 16/9, If your movie has any other aspect ratio, send the adjusted projection file.
4.4.4. Format 16/9 with letter or pillar boxes
4.4.5. Image transfer rate of at least 30000 Kbps CBR
4.4.6. PCM Audio format or AAC Stereo 48Khz (without surround formats and if it is in AAC format, with a
minimum transfer rate of 256Kbps CBR).

4.4.7. If subtitles are necessary, they must be in Spanish and printed on the image, in the active area of the projected picture.

4.5. Format and codec: Quicktime (prores422HQ or prores422)
4.5.1. FullHD frame size: 1920x1080 (square pixels)
4.5.2. Aspect: 16/9, if your film has any other aspect ratio, send the projection file set to 16/9 format with letter or pillar boxes
4.5.3. PCM Audio format 24Bits Stereo 48 Khz (without surround formats)
4.5.4. If subtitles are necessary, they must be in Spanish and burned / printed in image, in the active area of the projected picture.

4.6 As additional information, we organize our projection Reel in one file per day of competition, in Quicktime format, Prores422HQ, 1920x1080 @ 24FPS, 48Khz stereo, 24Bits with all the projection material, so if you can send us your film at this speed of box and format, we will appreciate it, since in that way there is no need to re-encode the material.

4.8 Maximum length: 30 minutes including credits.

4.9 The works coming from the Metropolitan Region of Chile, will only be able to compete in the categories:
fiction, documentary or International Animation short film, NOT IN THE REGIONAL SHORT FILM CATEGORY

5.- GENERAL BACKGROUND

5.1 The filmmakers and / or Producers of the works in Competition selected and who receive a prize, will commit themselves to include in their advertising and press material the phrase "Official Selection International Film Festival of Lebu" or “Official Selection CINELEBU” as text or include the official Selection laurels, delivered by the festival.

5.2 The material sent will not be returned and will become part of the CINELEBU file, for use in cultural activities and dissemination activities (non-profit). If for any reason that escapes from the organization the festival is not held, the material will not be used in any activity of the contest itself.

5.3 By the mere fact of applying to these bases, the selected works automatically accept to authorize extracts of image to carry out the promotion of the Official Festival Selection through the media.

5.4 The festival is not responsible for the quality or content of the prizes such as scholarships, magister, transfer, DCP, etc. These are delivered to the festival as auspices, therefore it will be the responsibility of the winner to contact the sponsors to validate their prize, the festival commits to send the winners' report, name and contacts to the winner and sponsors respectively for processing.

5.5 The festival is not responsible for possible infringements on copyright, in which they may incur the work received, being these always the responsibility of its producer and / or director.

5.6 The filmmakers classified in the Official Selection and winners, accept that their works according to
competition, are exhibited in the different Sub Venues, replicas and samples that the festival has in Chile and
abroad. All exhibitions will be free.

6.- JURY

6.1 It will be formed by personalities from the audiovisual media, the arts, industry and national and foreign culture.

6.2 There will be three official juries for each of the competing categories.

6.3 The decision of the official jury and pre-selection is unappealable.

7. - REGISTRATION OF THE WORKS IN COMPETITION

7.1 The registration of a work implies full acceptance of these rules.

7.2 The received works that do not comply with the general conditions of participation and the pre-selection requirements will not be registered. The organization of the contest reserves the right to make the decisions that it deems pertinent for those cases not foreseen in these rules.

8.- TRANSFER OF COPIES
The shipping costs of the works, both for the pre-selection and for the official competition, will be the
responsibility of the inscriber.
