ONLY ACCEPTS FILMS FROM THE FOLLOWING COUNTRIES: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Greece, Kosovo, Macedonia, Montenegro, Romania, Serbia, Slovenia, Turkey.

SEE a Paris is a dedicated attempt of all the twelve South-East European countries to create a special contribution to the cultural unification of Europe as our common home. Dante Alighieri declared Paris to be the “universal spiritual heritage”; Jean Monnet said that if Europe was to be built again, it should definitely start with the culture, and Nicolas Bouvier wrote that “the Balkan is the heart of Europe” in his magnificent book “L’usage du mond”. Therefore, starting this April and following every spring in the future, this heart of Europe shall pulsate in Paris through the films of the SEE cinema.

The Council of the SEE FF in Paris is consisted of 15 members, 12 of which are directors of national film centers or film funds. The Council includes Yves Boisset- President d’honneur, who is a French director and eminent connoisseur of films from the SEE region, Jordan Plevnes- President and founder of the Festival and internationally reputed Macedonian writer, as well as Dragan Milinkovic Fimon- Festival Director, filmologist and festival consultant.

The festival program includes feature films, documentaries, animated and short films from all 12 SEE countries. Every festival edition one of the regional festivals from SEE countries will have presentation during the SEE a Paris.

- For long features: SEE best film, SEE best director, SEE best screenplay, SEE best actor, SEE best actress, SEE best music.

- For short films: SEE best short.

- For documentary movies: SEE best documentary.

- For the animation movies: SEE best animation.

REGULATIONS


1. ORGANIZATION

The Festival “SEE A PARIS” is established by SEE A PARIS, a non-profit organization whose responsibilities include, among others, the selection of the Festival line-up and the films in competition. The Festival will take place in Paris, France, from 12th to 15th April 2015.


2. CONDITIONS FOR SUBMISSION

Eligible countries. The Festival is opened to all films (feature, documentary, fiction and animation) whose directors and/or producers originate from the South-Eastern European countries: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Greece, Kosovo, Macedonia, Montenegro, Romania, Serbia, Slovenia, Turkey

Shooting formats. All shooting formats are accepted

Screening formats. The selected films will be screened on digital files in FULL HD format. If participant insist on other format it’s possible to organize projection on 35mm and Beta SP. In this case a participant covers the costs for shipping and transportation of the film.

Running time. There's no time limit for feature, documentary and animation films.
The duration of the short films must not exceed 15 minutes.

Deadline. The deadline for submission is March 1st, 2015.

Submission fee. There is no submission fee.


3. SUBMISSION PROCESS

We prefer online submission through the web platform: www.festhome.com

You can, however, still apply directly to the Festival. In this case, it is mandatory that applicants send a link to online screener of their film, along with a filled and signed submission form on the mail info@seeaparis.com. For any other form of submission, please contact us by mail.


4. SELECTION PROCESS

The Selection committee is composed of the Festival programmers which are in charge of selecting the films. Every film submitted is watched and considered. Applicants will be informed of the selection of their film by April 2015. The Festival line-up will be announced by April 2015 on the Festival website www.seeaparis.com. All the selected films’ producers or directors will be notified by mail.


5. SCREENING PROCESS

If the submitted preview screener can’t be used as screening copy, a download link for the official screening copy must be sent to the Festival office before April 20th. All films should be subtitled in French (preferably) or English. There is no screening fee for the films selected during the SEE a Paris Film Festival.


6. FESTIVAL AND FILMS PROMOTION

The right holders grant the Festival, without compensation, the right to reproduce excerpts of the films (excerpts limited to 10% of the duration of the film and in any case shall not exceed 3 minutes), stills, synopsis and/or any other texts related to their films for promotional purposes of the Festival, on any support and any media, press and the Internet included. The producers also hereby guarantee that they have the legal authority to grant such rights and have cleared all rights related to the films (including, but not limited, to the music).


7. AWARDS

Every film selected is running for a single competition and several awards.
For long features: SEE best film, SEE best director, SEE best screenplay, SEE best actor, SEE best actress, SEE best music.
For short films: SEE best short.
For documentary movies: SEE best documentary.
For the animation movies: SEE best animation.

The prizes attributed to the winners will be detailed later on. The members of the jury will be announced by April 15th on the festival website.

Award-winner films are encouraged to use this label for promotional purposes: “[Award title] - SEE a Paris 2015”.


7. INTELLECTUAL PROPERTY

The signatory of the present document certifies to have the full ownership of the rights granted above on the submitted film according to our regulations and acknowledges that the Festival is not liable for any claims or expenses asked from any third party regarding rights matter. The Festival shall be granted the rights for subtitling the film in French, if needed. 




8. ARCHIVE AND USE OF SUBMITED FILMS

In order to create a film resource centre, which is to be located in our office and restricted to SEE a Paris members or users of the video archive, submitted films will be kept and may be transferred for a better preservation on a new device (digitalization or copy). SEE a Paris may use the films for its educational and non commercial activities.


9. REGISTRATION CONDITIONS

Registering a film to the competition and participating in the Festival implies the full acceptance of the regulations mentioned here above.
