Cortometrical Film Fest is an International Short Film Festival made by young filmmakers, wants for cinematographic culture, short films in particular, juvenil artistic creation and new audiovisual trends to come together.
Cortometrical Film Fest takes a stand for artistic creation and becomes a cinematographic window to the world, where we meet the different realities that surround us.
Cortometrical Film Fest is organized by the Councilorship of Youth and “Thesseo Estudio Creativo”.

JUNIOR (from 12 to 17 y/o)
1st Award Best Short Film – 500 €
2nd Award Second Best Short Film – 300 €
Audience Award – 200 €
SENIOR (from 18 to 30 y/o)
1st Award Best Short Film – 1.000 €
2nd Award Second Best Short Film – 500 €
Audience Award – 500 €
Economical awards will be subject to the applicable tax withholding at the moment of the payment; the form and amount of which shall be determined by the provisions and circumstances provided by the current legislations in revenue.
CORTOMETRICAL SHORT FILM FEST CONTEST 2021
Cortometrical Short Film Fest is organized and announced by the Councilorship of Youth of Alcañiz Local Government to revitalize young population. “CORTOMETRICAL 2021” will be held from the 28th of June to the 4th of July according to the following rules:
1.- AIM OF THE ANNOUNCEMENT.
The aim hereby announces the Cortometrical Film Fest in its 2nd International Short Film Festival made by Alcañiz youngsters. This expects for cinematographic culture, short film format in particular, juvenil artistic creation and new audiovisual trends to come together. Cortometrical Film Fest takes a stand for artistic creation and becomes a cinematographic window to the world, where we meet the different realities that surround us. There will be a section named Alcañiz Filma, a short film category directed towards Alcañiz and Comarca del Bajo Aragón youth population. It shall be granted following competitive calls for proposals under the Subsidy General Municipal Regulations and the applicable law in terms of grants.
2.- BUDGETARY IMPLEMENTATION.
Short films awards will be settled in cash from heading 337.48937 of the budgetary implementation. The sum of the awards must not exceed the amount of 4000 €. This sum has made conditional on the approval of the 2021 Municipal budget, where this public spending has been taken into account for the Councilorship of Youth budget line.
3.- PARTICIPANTS.
3.1 Participants must complet the online registration form of the Cortometrical Film Fest section of their preference solely and exclusively through Festhome platform webpage. Follow the instructions to complet the registration form. Your data will remain private and only the selection team of the Festival will be allowed to access to them.
3.2 Every film produced from the 1st of January 2019 and on is allowed to participate. Every film must be signed up through the online platform FESTHOME before the 20th of April 2021. Directors must have been born between the 1st of January 1991 and the 1st of January 2009.
3.3 a) Underage people (less than 18 y/o) participating under the Official Section of their own category at the Cortometrical Film Fest, whether as directors, actresses or actors, must send to the Organization an authorization filled out and signed by their legal guardian, along with the short film. Withouth the corresponding authorization, the short film won’t be allowed to participate on the Festival.
b) The filmmakers participating are responsible for the fact that there are no rights to third parties for the use of musical pieces in the films presented, nor claim for image rights of the people who appear in them.
c) The people participating in this Short Film Fest expressly consent to the personal data provided to be processed for the purposes described in this document and to publish them in accordance with the natural purposes of this relationship, such as identification of the author, list of participants, winners and similar data processing. Any participant can exercise the rights of access, rectification, cancellation and opposition, by writting to the head of communication of the CORTOMETRICAL Film Fest, at films@cortometrical.com.
4.- TECHNICAL CONDITIONS AND REQUIREMENTS
4.1 CORTOMETRICAL Film Fest section participants must meet the following criteria
a) Films cannot have been presented within the province of Teruel before the Festival is held.
b) Only a maximun of two films can be presented by each director.
c) Films must be in original version with subtitles according to the following:
· Spanish spoken films will attach English subtitles.
· English spoken films will attach Spanish subtitles.
· Films in a third language (such as French, Italian, Portuguese, etc...) will attach English and Spanish subtitles.
d) Short films will be 30 minutes length tops (credits included).
e) Short film screenings will be in digital format (such as ProRes, MPG4, H264 codec)
f) Every shooting system for filming the shorts is allowed. Every film genre is also allowed: Fiction, Animation or Documentary.
4.- CATEGORIES:
The festival is divided into two sections:
4.1.-CORTOMETRICAL FILM FEST. Two categories: Junior and Senior.
4.2.- ALCAÑIZ FILMA. Two categories: Junior and Senior.
5.- GENERAL CRITERIA.-
5.1- A Selection Committee will be appointed by the Festival Organization. The films chosen by the Selection Committee will be part of the Official Section of the Festival.
5.2- The Cortometrical Film Fest is outlined to be both ONLINE (through Festhome platform viewing) and OFFLINE (in an Alcañiz town hall room, suitable for film screenings and equipped with every technical resource needed).
5.3- Once registered and selected, short films won’t be able to be withdrawn of the contest.
5.4- Filmmakers allow the Festival Organization to use trailers, posters and film frames of their works for the advertising campaign of the Festival.
5.5- Filmmakers will allow the Festival Organization to screen the awarded short films of this second edition in future editions, as well as in any activities organized during the Festival, previous notice to the corresponding producers or distributors.
5.6- The selected short films might be screened with any of the Festival sections (either Parallel Section or to the contest section). The Festival will let all of them know in which section their short films will be screened in any case.
5.7- The authorization for screening the films during the Festival by the filmmakers or the owners of the film rights it is implied after signing to participate. No further contractual obligations for Alcañiz local government nor Thesseo Estudio Creativo part are implied towards the material or intelectual authors to the works, nor any other collective management society.
5.8- In the case of underage filmmakers (under 18 years old), their legal guardians ackowledge to have the propietary rights of the film and so to be the copyright owners.
6.- HOW TO REGISTER AND SEND THE MATERIAL
6.1 Participants must complet the online registration form of the Cortometrical Film Fest section of their preference solely and exclusively through Festhome platform webpage. Follow the instructions to complet the registration form. Your data will remain private and only the selection team of the Festival will be allowed to access to them.
6.2 Once the Official Section is posted in our webpage (www.cortometricalfilmfest.com), the selected films to participate in Cortometrical Film Fest must send the following materials:
1. Digital format. High definition digital format so it can be screened in a large screen. This file MUST NOT contain embedded subtitles. Only clean copies with separate subtitles files in a .srt text format will be accepted.
a) Any of the following video* formats are allowed:
a) Format: Mov. Code Apple Prores
b) Format: Mov/Mp4, Codec: H.264
c) Resolution: 4K, 2K, 1080 p
d) Standard Frame Rate: 24, 25 fps
*In case you cannot meet some of the previous specifications, please get in contact with the Festival Organization.
2. Film trailer in Mov or Mp4 file (h.264) Full HD (1080)
3. Sinchronized subtitles file in English and Spanish (.srt text format) not embedded in the film.
4. Pictures (at least 3): high resolution poster picture, film frame picture and a picture of the filmmaker/ director
The Festival Organization will inform the filmmakers in case they have been selected and then will be asked for the needed material.
7.- COMPETITION SYSTEM AND JURY
7.1- The Festival direction will be formed by the Alcañiz local government Youth Services Department Councilwoman Delegate, by the Youth Services Department advisor and by a head company member of THESSEO STUDIO Co.
The Art Direction devolves upon THESSEO STUDIO.
7.2- The Selection Committee will be appointed by the Festival Direction. They will be selected among cinematographic experts linked to the Festival, as well as the Official Jury members.
7.3- Selection Committee and Juries verdicts won’t be subject to appeal.
7.4- Selection Committee and Juries role will be:
a) Preview of the films received.
b) Selection of the short films to compete in each awarded section of the Festival.
8.- JURY ASSESSMENT CRITERIA-
From every short film selected to compete, the Jury will value from 0 to 10 points every important aspect related to the works in each category such as:
8.1.- Short film original idea: FROM 0 TO 10 POINTS
8.2.- Script: FROM 0 TO 10 POINTS
8.3.- Short film directing: FROM 0 TO 10 POINTS
8.4.- Short film production: FROM 0 TO 10 POINTS
8.5.- Short film acting: FROM 0 TO 10 POINTS
8.6.- Short film style: FROM 0 TO 10 POINTS
8.7.- Short film editing: FROM 0 TO 10 POINTS
8.8.- Short film photography: FROM 0 TO 10 POINTS
8.9.- Artistic production quality: FROM 0 TO 10 POINTS
The short film with the highest score (obtained as a result of the scoring addition of every other criterion) will be the winner.
9.- AWARDS.-

11.- LEGAL REQUIREMENTS

12.- ORGANIZATION AND HANDLING OF THE PROCEDURE. COMPETENT BODY FOR RESOLUTION
The competent body to settle the awards will be the Youth Services Department.
Having regard to the Jury decision, Councilorship of Youth will put Alcañiz Local Government Mayor forward as to granting the awards. The Mayor will settle within 15 days since the summary is published.
The resolution will be notified within 10 days since the resolution is approved in compliance with the provisions of the articles 42 and 43 of the 39/2015 Law of the 1st of October of the standard administrative procedure of public administrations.
The approval of the rules will lead to the authorization of the expenses and the resolution will lead to the provision and the payment liability.
The competent body for the resolution of granting the procedure and the award contest will be the Mayor prior to an internal audit for financial controls.
13.- COMPETENT BODY FOR RESOLUTION

14.- RESOLUTION APPEALING
In accordance with the provisions of 29/1998 Law, of the 13th of July, ruling Contentious- Administrative Jurisdiction, the author/s will be able to appeal for reconsideration against the agreement granting the awards which will conclude the administrative proceedings. This appeal for reconsideration must be presented within a month before the Mayor. Author/s will be able to present an administrative appeal before the Court of Teruel within two months as well. This administrative appeal can be done a day after the resolution is appeal for reconsideration. If an appeal for reconsideration is presented, an administrative appeal cannot be bring until the first one is resolved or rejected by administrative silence.
All of it without prejudice of exercising any other pertinent appeal.
15.- RULES OF ACCEPTANCE
Participating in this contest means the acceptance of the rules. The Local Government reserves the right to declare the award null and void as well as the right to void the Festival if none of the works meet the contest criteria.
Under the REGULATION (EU) 2016/679 OF THE EUROPEAN PARLIAMENT AND COUNCIL of 27th of April 2016 on the protection of individuals with regard to the processing of personal data and on the free movement of such data and repealing Council Directives 95/46/CE (General Data Protection Regulation) (Text with EEA relevance) we inform the participants that their personal data will be kept under the Culture councilorship files, Alcañiz Local Government ownership. The solely purpose of it is to manage this contest. Alcañiz local government also announce to the finalists and awarded filmmakers that their personal data shall be posted at the municipal web, magazines and municipal flyers. If someone is against it, please expressly say so. Without limiting the foregoing, authors can use their rights of access, rectification, suppression and disagreement at any time by addressing to Local Government of Alcañiz, Plaza de España, 1. 44600 Alcañiz (Teruel)
