The 14th version of the Festival has as its central theme ¨Community Cinema as a generator of Social Change and Progress¨, the jury prioritizes content that has this focus, however the reception of audiovisual pieces is not closed exclusively to said theme, for Therefore, other types of content will be widely accepted.
¨Community cinema is not only an art form, but also a powerful tool to promote fundamental values of a progressive society, such as gender equality, social justice and citizen participation. It facilitates debate, plurality and solidarity, and offers a means of expression for the different groups and identities that make up the social, cultural and identity fabric of Colombia, at local, regional and national levels. ¨
It is for this reason that the Comuna 13 Film and Video Festival, The Other History in its 2024 version has decided to generate spaces for dialogue and exchange of knowledge around community cinema, encouraging the participation of the most prominent groups in the country in this modality in order to share experiences, methodologies and knowledge with the academic sector of our city (Audiovisual creation network, technical media, peace schools among others)
The winners will receive a statuette at the closing ceremony of the festival. They will also be able to participate in the Víctor Nieto Anafe awards and other national exhibitions.
1.1 The 14th Comuna 13 Film and Video Festival The Other History will be held in the city of Medellín - Colombia, in person its exhibition settings will be mainly in commune 13.
1.2 The 14th version of the Festival has as its central theme, Community Cinema as a generator of Change and Progress, however the reception of audiovisual pieces is not directed exclusively to said theme, therefore other types of content will be widely accepted.
1.3 Audiovisual pieces made in Colombia and other places in the world will be received starting in 2022, in long and short formats, which may have participated in other festivals.
Participation is open to all community or independent filmmakers and producers, social organizations, community television stations, university and non-formal education students, national and foreign production companies, with a restriction of a maximum of three (3) pieces per participant.
1.5 The Participant authorizes the festival so that, without any type of compensation, payment or indemnity, he/she may carry out the public dissemination of his/her name, voice and image in any medium, including: television media, graphics, internet and any other means of dissemination or communication created. or to be created, at its discretion, without limitation of time or territory.
1.6 The participant expressly authorizes the festival to compile and edit the works for promotional and institutional purposes of the Festival, without time or territory limits, and by any means: audiovisual, graphics, public roads, among others.
1.7 The participant agrees to hold the Full Producciones Corporation, organizer of the Comuna 13 La Otra Historia Film and Video Festival, harmless from any type of claim, demand or litigation in which the violation of copyright, image rights, or related rights is invoked. , fundamental rights or any other kind in relation to the work and/or each and every one of the elements that compose it in its broadest terms.

1.8 The Festival categories are:
- Documentary (long and short)
- Fiction (long and short)
- Experimental video clip.
- University video with communities (long and short)
This category refers to audiovisual pieces in which communities assume themselves as active producers, or students or university institutions carry out processes of exchange and collective creation.
- Children's content. In this category, short films in different formats will be received, animation, documentary and fiction that are aimed at children between 8 and 14 years old. In this session the jurors will be the children who participate in the Festivalito la Otra Historia. Its exhibition is part of the samples arranged by the festival.
- The 2024 version will admit a special category dedicated to community cinema, both projects resulting from workshops and schools and community cinema collectives (national and international.)
1.9 The works will be accepted in AVI, MOV, MPEG 4 formats.
1.1.1 The allowed exhibition formats are: Digital, DVD.
1.1.2 Reception of works
1.1.3 Fill out and send the registration form and the exhibition authorization letter with a digital signature or the scanned document. This will be available on the website, www.fullproducciones.org and can also be requested by email at festivalcomunitariocomuna13@gmail.com between April 13 and August 30, 2024.
1.1.4 The pieces to be applied for must be sent through platforms such as Wetransfer, Dropbox, and Festhome, as long as the quality of the audiovisual piece is maintained.
1.1.5. Selection
1.1.6 A committee made up of the festival organization and experts in the audiovisual area will be in charge of carrying out the first selection filter of the pieces nominated in the different categories.
1.1.7 The jury responsible for the curatorship will be made up of three professionals from the audiovisual and cinematographic sector, who are in charge of selecting three (3) works by category, who will subsequently become part of the official selection of the festival.
1.1.8 The jury will finally decide the winner for each category, and has the possibility of naming an honorable mention if it considers it so.
1.1.9 No later than September 10, 2022, the festival organization will inform the participants of the films that have been chosen by the jury to make up the official selection by category.
1.2.1 Award
1.2.2 The winning participants in each of the festival categories will be stimulated through non-financial prizes, such as agreements to carry out exchanges to other national community festivals and/or prize giving that will be managed with the sponsors of the event.
1.2.3 The winners will receive a statuette at the closing ceremony of the festival.
Signing the participation form and the exhibition letter presupposes acceptance of the conditions of these regulations.
