EXPOTOONS FESTIVAL 2015 REGULATIONS


1. Objectives

Expotoons seeks to promote Animation as a growth channel for the Audiovisual Industry, enabling the interchange of artistic trends, knowledge and experiences amongst participating countries.


2. Competition Categories

The Festival comprises the following competitive categories

a) Feature Films: films over 60 minutes of length.

b) Short Films: films under 20 minutes of length, not part of a series.

c) Mini Films: films under 1 minute of length.

d) TV Series: trailer and 1 chapter required.

e) Graduation Short Films: graduation films from Cinema Schools.

f) Advertising Films: only those which have effectively been on TV.

g) Transmedia y New Technologies: End products and / or demonstration for the jury to assess.

All films will be admitted regardless their animation technique.


3. How to participate

Only works completed after January 1st 2013 and never previously entered for selection at Expotoons can be taken into consideration. Participation is open to shooting and digital films.

Entrants declare to be the author or rights owner of films in competition. Entrants will be held legally responsible before other companies or people participating in the production of the film. Also, these will be held responsible for every aspect related to the participation of the film in the festival.

All films can be presented in their original language. Non Spanish spoken films should have Spanish subtitles. Expotoons will require subtitle or dialogue list if necessary.

All films submitted must comply with the conditions cited in this document. The festival’s organizing committee is empowered to accept, as an exception, any film completed before the indicated date if this represents special significance to the Festival.

Films made in Argentina uploaded in Vimeo will be free of charge.

Entrance of films is binding.


4. Registration and Documentation

Film registration begins on May 22nd, 2015, only at www.festhome.com and should be completed before July 17th 2015.


5. Selection Process

The Selection Committee, comprised by industry members also involved in the organization of the Festival, will be responsible for choosing amongst all works presented those which will participate in the Official Competition. The decision of the Selection Committee will be considered final.
Expotoons Organization Committee will define the times and dates of exhibition of the films during the Festival. Festival’s entrants grant the Festival’s Organizing Committee the right to show the films during later exhibitions, in required time and location as well as to show their films on any communication media for festival publicity purposes. Entrants grant the Organizing Committee the right to use film images as well as their own personal image, for press releases and publicity purposes including the Festival’s Catalogue.
Films entered can be exhibited for their promotion without paying screening rights on behalf of Expotoons promotional purposes only.

Exhibitions rights run on behalf of the Festival and screening rights are not to be paid.


6. Jury

The Festival’s Management will select the members of the Official Jury, which will fulfill the following requirements:

a) The Official Jury will be comprised of professionals of the audiovisual, cultural and artistic fields.

b) It will be comprised of at least five renowned industry referents.

c) Those jurors with any interests in producing and/or exploiting the productions in competition will not be allowed to vote in the respective category.

d) The Jury’s decisions will be secret and will be taken by simple majority.

The Festival’s Management will be present at the Jury’s deliberations but will not take part in the voting process.

e) Members of the jury are committed not to make their opinions public before the Official Awards are granted.

Any possible unexpected conflict (regarding organization or development) not included in the regulations, will be dealt by the Festival’s Management.


7. Awards

The Jury will grant the following awards, reserving the right not to award a category. A diploma and a statuette will be given in all cases to:

• BEST SHORT FILM
• BEST ADVERTISING FILM
• BEST TV SERIES
• BEST GRADUATION SHORT FILM
• BEST MINI FILM
• BEST ARGENTINIAN ANIMATION FILM (ONE PER CATEGORY)
• BEST LATIN AMERICAN ANIMATION FILM IN EACH OF THE CATEGORIES
• EXPOTOONS SPECIAL AWARDS

The Jury’s decisions are not open to appeal. The awards must be collected by the producers of the films or representatives.

Participation in the Festival implies that award winners grant the Festival the material possession of the awarded piece, as well as the rights to use it for cultural purposes. This does not imply transferring property rights.

All entries will become part of the animation video-library base of the Festival. Expotoons will be responsible for its maintenance and specific promotional use.

The producers of awarded pieces are committed to mention this award in any commercial and press report, respecting the exact wording of the decision of the Jury and using the Festival logo. They must also share with the Festival the mentioned promotional material.


8. Acceptance of terms

Participating in Expotoons 2015 implies the acceptance of all the aforementioned rules and regulations.

The Organization Committee can modify these terms without previous notice in order to improve and further complete them, and must publish and notify such changes on the official website www.expotoons.com

Any issue not duly specified in these regulations will be analyzed by the Organization Committee.

9. Data Protection

All information submitted, including photographs, will be used for publications or

Internet broadcasts related to Expotoons Festival.
