The nineth La Serena International Film Festival, FECILS, is a competitive audiovisual contest, which will take place from November 05 to 09, 2024, in the Coquimbo region. It seeks to support the production and dissemination of regional, national and Latin American audiovisual activity, and thus contribute to decentralization, promoting the meeting and training of regional filmmakers and producers. With these actions, FECILS seeks to establish itself as a cultural event that, in addition to generating film exhibition spaces in the Coquimbo region, applies its emphasis on generating new audiences. FECILS 2024 has an audiovisual extension program that will reach the different spaces of the communes of the region.

COMPETITION AND AWARDS

- The Jury of the different official categories of FECILS 2024, will award the following prizes:

• Best International Fiction and/or Documentary Feature Film and Special Mention from the jury.

• Best National Feature Film and Special Mention from the jury.

• Best Regional Documentary and Special Mention from the jury.

• Best Regional Fiction Short Film and Special Mention from the jury.

1 I CATEGORIES IN COMPETITION

1.1- International Feature Film Competition for international works (with the exception of Chile) produced as of January 2023, spoken in Spanish or subtitled and that have a duration of more than 60 minutes.

1.2- National Feature Film Competition, for Chilean works of fiction and documentaries, spoken in Spanish produced as of January 2023 and that have a duration of more than 60 minutes.

1.4-Regional Documentary Competition for Chilean works spoken in Spanish, produced as of January 2023, without duration restriction.

1.4- Regional Fiction Short Film Competition for Chilean works, spoken in Spanish, produced and carried out in regions from January 2023 that have a maximum duration of 30 minutes.

2 I PARTICIPATION REQUIREMENTS

2.1- All audiovisual works of Chilean and Latin American origin, which have been produced after January 2023, may participate.

2.2- The works received for pre-selection will be viewed by the festival's programming team and prominent figures from the national audiovisual industry, who will select the films for the competition, in their different categories.

2.3- By sending the application form for the pre-selection, the present rules of the 9th La Serena International Film Festival 2023 will be understood as accepted. Registration for the pre-selection is free.

3 I DATE OF REGISTRATION AND SENDING OF THE MATERIAL

3.1.- For the pre-selection stage we will have 2 options:

a) You can apply by completing the application form with the required data (including a link to view Vimeo or YouTube), at www.fecils.cl.

b) Completing the form available on the FESTHOME platform through the link: www.festhome.com/f/1252

3.2.- The deadline for receiving the films and the application form expires on August 15, 2024.

3.3.- The organization of the contest reserves the right to make the decisions it deems pertinent for those cases not provided for in these bases.

4 I SELECTED WORKS PROCESS

4.1.- The list of productions selected for the competition will be published on the festival's official site www.fecils.cl in September 2024.

4.3.- The applicants for the selected works must send the following:

• Audiovisual work in video file with Pro res 422 codec, .mov extension at native resolution of the selected work. No other codecs or extensions will be received.

• Official trailer of the movie.(h264).
• 3 promotional photos of the film. (300 dpi).
• Posters and/or promotional material for the film. (300 dpi).
• Director's photograph.

4.4.- The film trailer and promotional photos may be published on the official website of the festival www.fecils.cl and its social networks, only for promotional purposes of the festival.

4.5.- The filmmakers and producers classified in the Official Selection, accept that their works are exhibited in the exhibition spaces established by the festival or in subsequent activities that are carried out within the framework of the festival, whether national or international agreements of the same, this with prior notice to the producer. All exhibits will be free. In particular, by the mere fact of submitting their application form, the applicant declares that they have power and effectively authorize the public exhibition of the work during the festival period, which will be from November 5 to 9, 2024 in the Coquimbo region, from according to Chilean Law No. 17,336 on Intellectual Property.

4.6.- The material sent will not be returned and will form part of the historical archive of FECILS, a non-profit entity.

5 I JURY AND AWARD

5.1.- It will be made up of personalities from the audiovisual medium, the arts, industry and culture at an international, national and regional level.

5.2.- Persons directly related to the works in competition and the organization of FECILS will be disqualified from forming part of the jury.

5.3.- The decision of the official jury is final.

6 I COMPETITION AND awards

6.1- The Jury of the different official categories of FECILS 2024, will award the following prizes:

• Best International Fiction and/or Documentary Feature Film and Special Mention from the jury.
• Best National Feature Film and Special Mention from the jury.
• Best Regional Documentary and Special Mention from the jury.
• Best Regional Fiction Short Film and Special Mention from the jury.
