FICEM is an artistic project and international film dissemination carried out from an Afrodiasporic reading in San Basilio de Palenque in Colombia, a corner of Africa in America and declared cultural and intangible heritage of humanity by UNESCO.
The festival takes its name from the first Afro-Colombian film actor Evaristo Márquez, a participant in films such as La Quemada (1969) alongside Marlon Brando and directed by Gillo Pontecorvo among others.
FICEM continues with the conviction of continuing to be one of the most suitable strategies for the conservation of heritage, history, but above all the construction of a more conscious mentality with the capacity for analysis and reflection, both in the youth and adult populations of the Afro communities and the world in general, through cinema and socio-cultural initiatives.

BEST FILM COMPETITION - KONGRESU OF THE BEST FILM
Category of documentary, comedy, drama, musical, non-fiction, animation, action and fiction feature films with a minimum duration of 60 to 120 minutes maximum of all nationalities whose contents and/or aesthetics address Afro-descendant and ethnic themes.
In this category, we will receive all films regardless of the year of production, as long as they meet all the requirements of this category.
Why do we receive films from other years?
Because we want to give you the opportunity to show your films to those who were affected by the pandemic!

SHORT FILM COMPETITION: KOMBILESA
Section of short documentaries, animation, drama, comedy, essays and fiction.
Kombilesa, an initiative that seeks to promote the creation of short films that reflect the cultural and cinematographic richness of the Caribbean Coast, the Colombian Pacific and San Basilio de Palenque! It should not exceed 30 minutes where we want to include Afro-descendant culture.
Categories:

Animation: short films that use animation techniques to tell stories and explore topics relevant to the region.

ONE LOOK COMPETITION – DOCUMENTARY
This category seeks to encourage the creation of documentaries that reflect cultural and cinematographic richness with a free theme with a minimum duration of 40 minutes up to 60 minutes maximum.
Category: Documentaries
Requirements:
Nationality: any nationality.
Crew and process: The crew and the production process should be important parts of the documentary itself.
Narrative: Production and behind-the-scenes talent must significantly participate in the narrative that is constructed in front of the camera.
Duration: maximum 60 minutes.
Free topic: Documentaries can address any topic that seems relevant and interesting, as long as they meet the established requirements.

NEW CREATORS -STUDENTS- ZOOM CHANNEL
This category is designed for new creators, especially students or new filmmakers who want to demonstrate their creativity and skills in producing a short film with a minimum duration of 20 minutes up to 30 minutes. This category is designed to evaluate the following key aspects that make up a film but with a music video
Aspects to evaluate

All Official Sections, as well as the Work in Progress (WIP) convened on this platform, will receive projects until 11:59 p.m.: 59 minutes: 59 seconds: Colombian time, (GMT-5, Sunday thirty-seven (30) August 2024.
It is necessary to inform the projects participating in this call that their application does not imply acceptance or *benefits until they are selected by the Festival Curator Committee.

OFFICIAL SECTIONS.
All sections and their respective sections will be curated by a Committee made up of filmmakers and film experts of Colombian and foreign nationality.
The Curating Committee will be free to invite any film to participate in sections other than those to which they have applied if it considers it pertinent.
In the same way, said Curating Committee will have the freedom to place the participant's work in the category that most closely resembles the content of their proposal, so no piece is exempt from changes in category, regardless of its initial preference nomination.
BASES AND LEGALITIES
A call is an Adhesion Contract and whoever registers a film in any of the sections proposed by FICEM 6 on this platform, subscribes to that contract in the terms published here.
It is taken for granted that the contract is law for the parties, in accordance with article 1602 and S.S. of the Colombian Civil Code, so when you register your film you are bound by the conditions established in this call and those provided by the regulations governing cinematographic activity Law 397 of 1997, Law 814 of 2003, Decree 763 of 2009, Decree 1080 of 2015, and Resolution 1021 of 2016.
GENERAL CONDITIONS
All sections without exception must be subject to the following general rules:
1. Comply with the condition of being feature-length or short fiction films, essays, documentaries, animations or experimental films, exercises or audiovisual pieces in accordance with the requirements of the call.
2. Submit to whether or not the Curator Committee considers them to be feature films, short films, fiction, documentaries, comedy, drama, musical, non-fiction, animation, action
3. rehearsal, animation or experimental, exercises or audiovisual pieces in accordance with what is required in the particular call, according to considerations that are relevant and abide by the decision of the Committee.
4. Submit to all the decisions that the Curator Committee adopts, whether to include feature films or short films, fiction, essays, documentaries, animation or experimental, exercises or audiovisual pieces in the section that the committee wishes to place them or not to include them in no section of edition 6 of the FICEM, this, taking into account the power of the Curating Committee to redefine the category in which it must participate.
5. The sections will not be competitive and being part of a section will give all productions opportunities for press, public exposure, contact with industry, producers, sales agents, exhibitors, distributors, academia, film buffs and filmmakers in general. Some sections listed under the heading “exceptions” at the end of these general conditions may include special incentives for one or more of your productions.
6. The productions that are registered for selection by the Curating Committee cannot have had previous exhibitions in Colombia under any form of public communication. Thus, it is a requirement that the film, in order to be considered and chosen by the curating committee, retain its premiere status in Colombia.
7. All productions, exercises or audiovisual pieces must have a projection copy in one of the following formats: DCP, Apple ProRes 4444, Bluray or H264 Full HD or higher.
8. Only productions, exercises or audiovisual pieces produced and/or released worldwide in the years 2023 and 2024 will be considered.
9. The cultural nationality of the productions, exercises or audiovisual pieces will be decided by the Curating Committee in accordance with the criteria it considers relevant.
10. The decisions to include, exclude, reclassify, program a film in several sections or not include it in any section made by the Curator Committee will be final.
11. The Curating Committee is made up of a group of film buffs and experts who share criteria with the artistic direction of the organization and are in charge of visualizing and deliberating on which productions, exercises or audiovisual pieces will or will not be part of the sections.
12. Language and subtitling: Productions spoken in Spanish must have subtitles in English; those spoken in English must have Spanish subtitles; and those spoken in languages other than Spanish or English, must have subtitles in Spanish and English.
13.l. All productions, exercises or audiovisual pieces must register through Festhome (www.festhome.com). The programming area of the Evaristo Márquez International Film Festival FICEM edition 6, will be in charge of *viewing, selecting and inviting the films, exercises or audiovisual pieces that have been registered on the Festhome platformto be part of the different sections as decided the Curating Committee.
14. If the call is closed, the Curator Committee considers that the titles registered through the Festhome platform do not meet its expectations, it may invite with complete freedom and at its discretion, productions, exercises or audiovisual pieces to be part of the festival sections and special programs, even if they have not been entered through the Festhome platform.
15. In exceptional cases, given the relevance or relevance of the films, the Curator Committee may include, if it so deems, titles made before 2023 and 2024, in the sections it considers.
16. The productions selected for the different sections of FICEM 6 will be informed of the Festival's policies and conditions related to the coverage and validity of the policies that cover possible damages and/or losses of the material to be transported.
