1.0 Felina was born in 2015 as an appointment in the city of Linares with independent cinematography from the enthusiasm of a group of young people. As time has passed, the festival has established itself as a relevant space for the dissemination of cinema in the Maule region and the south-central zone of Chile. The festival is today the most important event in the region and is held during the third quarter of each year, attracting the interest of an active and growing public. Felina seeks to be a space for enjoyment and democratic and open social exchange. Its programming is completely free and includes mediation activities that open spaces for cinema in an area where film culture is in full swing. The festival's programming is based on issues such as human development, artists and characters, popular music and current affairs.
The Festival will implement the delivery of an award chosen by the public, which will be decided by popular vote and that will reward works in the categories of international youth short film, national short film and national video clip.
2.0 The 9th LINARENSE NATIONAL AND INTERNATIONAL FELINA FILM FESTIVAL will take place in a hybrid way between October 03 and 07, 2023.
2.1 In its ninth edition, the festival will present the following sections:
National Feature Film (This category is not part of this call)
International short film for young audiences
International short film for adult audiences
National videoclip
3.0 Description of the categories and conditions of participation.
3.1 Non-competitive International Short Film Show for young people.
Professionally made films from Chile and other Latin American countries, fiction, animation or documentary genre, spoken, dubbed or subtitled in Spanish, or without dialogues. The age of the target audience corresponds to the range between 12 and 17 years of age.
-Premiere after December 31, 2021
-Admits First Operas
-duration: between 10 and 20 minutes (Credits Included)
-Filming Countries: Any of Latin America
-Countries of Production: Any of Latin America
-Themes: Characters, Artists and Arts, Health and Sexuality, Ecology and Climate Change, Vocations and Maturity, among others.
-If it is not spoken in Spanish, the film being submitted MUST HAVE subtitleS IN THIS language. Failure to comply with this requirement implies elimination from this call.
-Works that are available on the internet for free will be discarded from this call
-Works that have participated in previous calls will not be considered in this process.
3.2 Non-competitive sample of national short films for adult audiences.
Professionally made films from Chile and other Latin American countries, fiction or documentary genre, spoken, dubbed or subtitled in Spanish, or without dialogues. The age of the target audience is 18 and over.
-Premiere after December 31, 2021
-Admits First Operas
-duration: between 10 and 20 minutes (Credits Included)
-Filming Countries: Any of Latin America.
-Countries of Production: Any of Latin America.
-Themes: Current events, trends, subcultures, biographies, affectivity, family, popular music, rural life and others.

-Works that are available on the internet for free will be discarded from this call
-Works that have participated in previous calls will not be considered in this process.
3.4 Non-Competitive Show of National Video Clip
We are looking for video clips of Chilean or foreign artists with permanent residence in Chile of the rock, pop, folk, electronic, hip hop and urban genres.

-duration: between 02 and 06 minutes
-Filming Countries: Chile
-Countries of Production: Chile
-Works that have participated in previous calls will not be considered in this call.
4.- General application requirements
4.1 Each author may submit up to two works to each section of the festival.
4.2 The registration of works is free of charge.
4.3 Registrations may be made from April 15 to June 15, 2023.
4.4 The registration of films that are available for free on the internet or while this call is being developed and until the end of the festival will not be accepted. (This point does not apply to the call for video clips)
4.5 The registration of films and video clips that participated in previous festival calls will not be accepted.
4.6 Registration is done online and each participant must submit their film through the FESTHOME platform or Google Form, completing all the required information.
4.7 Unfinished works will not be accepted.
4.8 Filmmakers must own the rights to the material submitted at the time of entry, including script, music, audio, photography, video and graphics.
5.- Evaluation
5.1 For all sections, a team made up of programmers, audiovisualists, journalists, artists and representatives of our audiences will carry out an exhaustive review and discussion of titles to shape the official selection of the 2023 version of the festival, its decisions to this respect are unappealable.
5.2 The selected works will be presented virtually and in person between October 4 and 12, 2023 in theaters and auditoriums in the Maule region. The programming will be published through the Festival's social networks, as well as in local and regional media. In the case of the video clips, in addition to their face-to-face exhibition, they will be available virtually for the duration of the festival.
5.3 The selected works will be promoted in a dissemination process that includes the development of graphic pieces, participation in radio, written and digital media, added to press releases that will be distributed to a series of digital, radio and written media in the region of Maule and the rest of the country.
5.4 The people in charge of distributing the selected works will be contacted by email no later than August 15, 2023 indicating the status of their application and the next stages of the process.
5.5 Exhibition copy: the exhibition copy may be sent in high quality MOV HD video container format and low compression H.264 codec. Failure to comply with this condition implies the elimination of this process. Works that are not spoken in Spanish must attach subtitles in SRT format.
5.6 In the event that a film is selected, the producer, director or distribution house must send a trailer or preview of the film in professional video format, as well as 2 stills, the digital poster and other digital promotional materials of the film that the festival request.
5.7 Taking into account the circumstances that are currently being experienced or that could arise from the health crisis caused by the COVID-19 epidemic, the participation of the directors, directors or representatives of the selected films could be carried out virtually.
6.- Final considerations
6.1. Once nominated, the film cannot be withdrawn by the participants if it is selected.
6.2 Each film may be exhibited in person in 2 different functions, and for 10 days on the web, in the case of virtual exhibitions.
6.3 The organization reserves the right to discard a work that, once selected, does not comply with the competition rules.
6.4 Any situation not indicated in these bases will be resolved by the organizing committee of the festival.
6.5 The works that participate in the eighth Linarense National Film Festival must accept the conditions of these bases.
