I. OUR AIMS
Promotion of animation, video art and experimental audiovisual production in Peru and other countries.
Opening of new spaces for the sharing of experiences between Latin American animators and video artists and
their colleagues from other parts of the world. Publicizing of Peruvian and Latin American animation, video art and experimental video production throughout the world, showing recent examples of international animation and experimental video in Peru.
Raising awareness of new art media and languages among the Peruvian public.

1. AWARD FOR THE BEST LATIN AMERICAN ANIMATION:
TOUR TO CUSCO AND MACHU PICCHU
Return flights to Lima from the closest international airport to the winner’s place of residence.

VIDEOBABEL: CALL FOR ENTRIES 2018
1. PARTICIPATION IN THE COMPETITION
The 2019 competition covers animation of different kinds, including all traditional and experimental techniques, such as stop motion and all its versions, 3D, motion graphics, animated cartoons etc., video art and experimental video production from Latin America and all over the world. Works participating in the competition, apart from being nominated for awards, may be included in the festival's special selections.
The festival invites all individuals and groups, regardless of age, religion (or lack thereof), sexual preference, education or profession.
Each author or group may submit more than one video.
2. AWARDS
The Latin American competition includes Peruvian videos.
The competition may be declared void, at the discretion of the jury.
Besides the winner, the jury will also choose the festival's official selection, which will participate in exchange programs and international screenings.
Apart from the official selection, the organizing committee is also authorized to compile special curatorial selections, focused on a common theme, upon request from different partner events, as part of the international exchange program. The authors of the selected videos will be informed of the participation of their works in special selections.
3.PRESENTATION OF VIDEO ENTRIES
EADLINE FOR SUBMISSION: AUGUST 31, 2019.
We only accept single-channel videos.
The competing videos need not be previously unseen. However, they must have been created in the last 3 years.
Maximum length (including credits): 15 minutes.
Languages: Videos with spoken or written text in a language other than Spanish or English must be subtitled in either of those two languages (preferably in both).
Reproduction and distribution rights: By submitting their videos to the festival, the authors automatically agree to the festival’s right to reproduce, distribute and screen said material, which will be subject to the rules of Creative Commons (mode: Attribution-Noncommercial-ShareAlike 2.5: http://creativecommons.org/licenses/by-nc-sa/2.5/)
Authorship: The Festival cannot be held responsible for any conflict arising from disputes regarding the authorship of the videos submitted. The prize will be awarded to the person named on the registration form as the individual responsible for the project, or to another participant of the project unanimously assigned by the production group.
Pseudonyms: The name of the author of the video (or individual responsible) may be replaced by a pseudonym on the entry form, should the contestant so wish.
Videos may be presented with the highest quality and lowest compression possible via internet. The participating video must be available for online preview on festhome.com, or other video server or online festival platform. If you prefer to restrict access to your video, protect it with a password and send us the password together with the link.
Participants must send the completed registration form, including the online link to their video, as an attachment to the following e-mail address: festivalvideobabel@gmail.com. If an artist wishes to submit more than one video, one registration form for each work should be completed. The registration form is available in Microsoft Word format here.
The authors of the selected videos (winners, official selection and special selections) will be asked to send, via internet and within a week of selection, a copy of their work in standard format *.mov or *.mp4 with the highest quality and lowest compression possible, a maximum size of 2 GB, frame height 720 px. Authors will receive detailed instructions regarding the method for sending their work. The sending of work selected via the Internet will be free to the authors.
4. ASSESSMENT CRITERIA
Importance and originality of the video and its conceptual and aesthetic development.
Good knowledge and innovative use of audiovisual language.
Technical quality and skill.
5. JURY
The festival prizes will be awarded by an international jury.
Committee decisions are final and not open to appeal.
6. FINAL CEREMONY
The festival final ceremony, with the announcement of the winners, will be held in the city of Cusco, Peru, in November 2019.
7. SUBSEQUENT PUBLICITY
The winning videos will be publicized and screened to the public free of charge by the festival partner institutions and in different countries, as well as in other video art and film events.
The festival undertakes to promote and credit the authors of the videos during the video screenings.
By submitting their videos to the festival, participants automatically accept the conditions set out in this document. Any situation not covered by these guidelines shall be resolved by the organizers of the festival and their decision will be final.
