"Visions of Destruction" encompasses an artistic representation and exploration of destructive processes, whether tangible or abstract. This perspective is manifested through various creative forms of audiovisual art, where narratives, images, or concepts related to decomposition, decay, collapse, or ruin are explored. These expressions may stem from personal reflections, social critiques, or simply aim to convey the complexities and fragilities inherent in human existence and the environment. "Visions of Destruction" invites the audience to reflect on the transience of things, providing a space to express concerns, warnings, or simply to aesthetically explore destruction.

3rd International Film Festival of the Universidad Mayor de
Saint Andrew
GOALS
GENERAL OBJECTIVE
Article 1. The third version of the International Film Festival of the Universidad Mayor de San Andrés seeks to generate a
space in which filmmakers in training disseminate, exhibit and discuss their cinematographic works.
SPECIFIC OBJECTIVES
Article 2.
Promote the creation of audiovisual products that promote
Bolivian and Latin American cinema.
Promote the creation of ties between different training spaces, related to art and audiovisuals.
Create exhibition and dissemination spaces for the different cinematographic works of filmmakers in training.
Create spaces for dialogue and debate where oral and literary criticism can be constructed from a cinematographic perspective.

CELEBRATION
Article 3. The Third International Film Festival of the Universidad Mayor de San Andrés will be held semi-in-person during the first two weeks of the month of
September 2024, under the following criteria:
3.1. In person for residents of the department of La Paz.
3.2. Virtually for participants from the other departments of Bolivian territory.
3.3. Virtually for participants from different Latin American and Caribbean countries.
SELECTION COMMITTEE
Article 4. The Selection Committee for the different participating works will be appointed by the festival board. This
will be exclusively responsible for choosing the works that will make up the Official Selection.
INSCRIPTION
Article 5. Registration will begin on February 27, 2024, and end on July 7 of the same year at 11:59 p.m. (UTC-4, La Paz-Bolivia).
Article 6. Participants must be students in the process of undergraduate university training, or
academic institutions of higher training, related to art and audiovisuals. All within the territory
Bolivian, as well as the different countries of Latin America and the Caribbean.
REGISTRATION CRITERIA
Article 7. Participating works must meet the following criteria:
7.1. Be directly related to the theme of the festival:

Visions that represent and explore tangible or abstract destructive processes, derived from personal reflections or social criticism, inviting the audience to reflect on
the transience of human existence and the environment. Offering a space to express concerns, warnings or explore
aesthetically the destruction.
7.2. Have been carried out within the context of an undergraduate university training space, or academic training institutions, related to art and
audiovisual.
7.3. Have been carried out during the year 2023 until the date of closing of registration.
7.4. Comply with the preselection conditions.
7.5. Have been registered and sent for participation through the registration form, which is at the end
of this document, or through the official site: https://sites.google.com/view/ficumsa2024
DURATION
7.6. Short films must have a minimum duration of two minutes and a maximum of fifteen minutes, including credits.
FORMAT
7.7. The works must be in H264 or MOV format, with a minimum resolution of Full HD (1080p). Which they must have
a maximum weight of 950 Megabytes.
7.8. Audiovisual works must be in Spanish.
If it is in another of the official languages of the different countries of the Latin American and Caribbean territory
They must be with their respective Spanish subtitles.
7.9. The genre of the works is free to choose, as long as they meet the requirements of the festival.
7.10. The credits must include the cinematographic, audiovisual or artistic training institution to which they belong.

REGISTRATION AND RECEPTION DEADLINE
7.12. The registration deadline is July 7, 2024 at 11:59 p.m. (UTC-4, La Paz-Bolivia).
OF THE PROJECTIONS
Article 8
8.1. The exhibitions of the finalist works will be in the city of La Paz, Bolivia; which will be informed two weeks
after registration closes.
8.2. For participants and attendees from the other departments of the Bolivian territory, as well as from the other
countries of Latin America and the Caribbean, the samples of the finalist works will be held virtually through the site
official:

Mayor of San Andrés.
8.3. For the closing event there will be an awards ceremony for the works that obtain a special mention from the
festival.
JURY
Article 9
9.1. The Evaluating Jury will be appointed through the Organizational Committee of the Third International Film Festival of the
University of San Andres.
9.2. The Evaluating Jury must be made up of prominent personalities in the cinematographic and audiovisual field.
9.3. The ex-quo figure does not appear in the designation of distinctions.
9.4. The Organizational Committee may be present during the evaluations and deliberations of the Evaluation Jury to moderate the selection process of the finalists; however, it will not have
any vote.
9.5. Nominations for special mentions will be designated through the evaluating jury, which must
be argued in a written document.
9.6. The finalist works will be selected by the Evaluating Jury.

OF THE SELECTED WORKS
Article 11.
11.1. The Official Selection list will be released on July 25, 2024, through the festival's official site and our
social networks.
11.2. The list of finalists will be published on August 20, 2024. They must send the requested documentation
through your emails.
11.3. Participants of the finalist works must confirm their in-person and virtual participation under the
following criteria:
In person, for participants from the department of La Paz, Bolivia.
Virtually for participants from the other departments of the Plurinational State of Bolivia.
Virtually for participants from the rest of the Latin American and Caribbean countries.
11.4. The Organization of the Third International Film Festival of the Universidad Mayor de San Andrés, reserves the right
to display, in any media, fragments of
the participating works in order to disseminate and promote the festival.
DISQUALIFICATION
Article 12. The Organizational Committee may withdraw or discard, at any time during the festival, the participating works that
do not meet the requirements of the Third International Festival
of Cinema of the Universidad Mayor de San Andrés or have provided false information at the time of registration.
UNFORESEEN CASES
Article 13. The Organizational Committee of the Third International Film Festival of the Universidad Mayor de San Andrés
may decide on all unforeseen cases and events that may arise during the development of this festival.
RESPONSIBILITIES OF PARTICIPANTS
Article 14
14.1. Participation in the Third International Film Festival of the Universidad Mayor de San Andrés implies acceptance of the regulations and compliance with the pre-selection conditions.
14.2. Participants are credited as the authors of the participating works; thus, also, being holders of the moral and patrimonial rights thereof. Likewise, they ensure that they have the permissions and rights to reproduce texts, works, music and other materials subject to the laws.

14.3. The registration form will have the value of an Affidavit, in which the conditions of this festival are accepted;
