RULES AND REGULATIONS
GENERAL PROVISIONS

International Short and Animation Film Festival OPEN CINEMA is a competitive festival of short films and animated films. The festival is established by INO "International Centre of Arts "BEREG" (Saint-Petersburg).
DATES

X International Short and Animation Film Festival OPEN CINEMA will be held from August 1 to 8, 2014.

FESTIVAL ORGANISATION

ISAFF OPEN CINEMA is launched by INO "International Centre of Arts "Bereg", which is called further a Direction of ISAFF OPEN CINEMA. ISAFF OPEN CINEMA is carried out with support of the St. Petersburg government. The festival takes place annually on the beach of the Peter and Paul Fortress in Saint Petersburg (as well as on other venues of St. Petersburg).

FESTIVAL OBJECTIVES

To unleash the high creative potential of the original short film, animation and various experiments within visual art.
To introduce an art house trend of the modern culture and original view on cinematography.
To investigate new tendencies within the short, animated and documentary film industry, to reveal new filmmakers’ names and to offer creative ideas.
To support Russian young cinematographers as well as to make a live dialogue with their foreign colleagues from around the world.
To help a new generation build up an appropriate outlook on the art and to extend its aesthetic perception.

FESTIVAL PARTICIPANTS

No less than 30 countries annually take part in the festival. Usually about 100 movies are selected for Main Competition and over 250-300 are screened in non-competition programs.

VISITORS & MEDIA

Every year more than 16 000 thousand people visit OPEN CINEMA. 50 mass media media cover different festival events.
FESTIVAL PROGRAM

1. MAIN COMPETITION includes the following categories:
Best short fiction film
Best short non-fiction/documentary film
Best short animated film
Best short experimental film/video art/music video

2. PARALLEL COMPETITION includes 3 nominations:
THE OTHER LANDS– geographical and metaphysical
A BLACK SHEEP|UN MERLE BLANC |UNE OVEJA NEGRA– weird people
NO ANESTHESIA– uncut cinema and cinema without political correctness

3. PANORAMA 360 /Non-Competition Section/ includes the following sections:
ECHO OF FESTIVALS – programs which are presented by Russian and Foreign partner festivals

4. Special non-competition program "RESIDENT.RU" - movies of young Russian film-makers

5. Retrospective shows and acknowledged directors’ film showcases

RULES FOR SUBMITTING THE FILM:

1. The submission form is to be filled up /form on-line/ by May, 20, 2014. The filled application will be sent to your e-mail.
2. The film is to be produced after January, 2012 and later.
3.Fiction, experimental and animated films must be no longer than 30 minutes; Documentaries must be no longer than 40 minutes
4. Film is to be sent in the DVD (pal). Other formats (DVcam, miniDV, VHS, CD) are not accepted.
5. There has to be only ONE Film on a DVD. Please, don't include DVD-menu, commercials, additional information.
6. Film is accepted by Selection Committee before all necessary information is provided (synopsis, filmmaker biography and contact information)
7. Film is to be provided with English subtitles and a complete dialogue list (for the simultaneous translation)
8. The deadline for sending of the film is May 20, 2014. All filled-in and signed applications (Entry-form) for each submitted film, as well as two DVD - copies of the film with English subtitles must be received by the Festival Management no later than June, 1 2014.
9. All postal expences are payed by the applicant. Copies of the films submitted to the festival will not be returned.
10. All films selected to the official program of ISAFF OPEN CINEMA, will be shown during the festival (screenings for the jury, the press, the festival screenings in other venue). They also can be screened later within special events of ISAFF OPEN CINEMA (non-profit promotional screenings) after the notification of the date, place and full program of the event.)
11. Copyright is wholy owned by directors (authors, producers) of the film, according to the international standards of copyright..

ISAFF OPEN CINEMA Direction is entitled to accept films longer than a fixed total runtime in exceptional cases.

All mentioned conditions and terms are to be observed, otherwise ISAFF OPEN CINEMA Direction is entitled to withdraw a film from the festival program.

EXPERTS’ COUNCIL

Selection Committee , which consits of program directors, selectsthe film that will participate in all festivalsections. Experts’ Council is set up for a final stage of the film selection. The council consists of film directors, producers, actors, film studio’s administrators, journalists, film experts and cultural workers.

INVITATIONS

Film participation in a program of ISAFF OPEN CINEMA implies a presence of 1 (one) representative from the film or 3 (three) representatives from the festival-partner. All other questions connected with guests’ invitation, duration of stay and accreditation to the festival shall be solved by ISAFF OPEN CINEMA Direction.

FINAL PROVISIONS

Participation in the Festival envisages that all clauses of the above Regulations should be fully met. In case of disputes, Russian version of the Regulations will prevail. ISAFF OPEN CINEMA Direction follows recommendations of the FIAPF.

Film must be submitted for participation not later than May 20, 2014.
The last day for sending film itself is June 1, 2014 as well.
