Gyeonggi Province and the Gyeonggi Content Agency are pleased to announce the renaming of the Korea AI International Film Festival to the Korea AI Content Awards,
and are now accepting submissions for the Film Section. We welcome creative works that meaningfully utilize generative AI technology.

1. Organization
The 2025 Korea AI Content Awards is hosted by Gyeonggi Province and organized by the Gyeonggi Content Agency.
2. Purpose
Under the theme "Where the Future’s Imagination is Written," the awards aim to support content creation using generative AI and explore new creative directions and opportunities for collaboration.
3. Summary of Event
3.1. Date/Time: September 26 (Fri) – 27 (Sat), 2025 (2 days)
3.2. Location: Exhibition Hall 3, Suwon Convention Center
3.3. Key Details: Opening ceremony, screenings, exhibitions, conference, and workshops.
4. Qualifications
4.1. Eligibilities
- All creators of at least 18 years of age (no restrictions on nationality and gender)
- Notwithstanding the above, only the award-winning works may be invited to official events held in Korea; accordingly, contestants shall be free of the grounds for disqualification of entry into and stay in Korea.
4.2. Type of participations
- Participants may apply as individuals or as teams.
- For team submissions, the team must hold all legal rights to the submitted work.
- The team representative will hold all rights related to the award, including certificates and prize money. The distribution of rights and prize money among team members must be agreed upon internally. The organizer will not intervene in any internal disputes and assumes no liability.
5. Fields of Participation
Narrative - Narrative-based films or videos created using generative AI
Documentary - Documentaries produced using generative AI
Arts&Culture - Art, music, or dance-related videos created using generative AI
6. Submission
6.1. Submission period
July 1 to August 17, 2025 (until 23:59 KST)
6.2. Requirements for the works using generative AI
Submitted works must make significant use of generative AI technology.
- Generative AI must be applied to the entire work, or to at least two of the following areas: image generation, sound/music generation, dialogue or narration generation, and editing or visual effects.
- AI technology in use and the portion and field being used shall be described at the application form when submitted.
6.3. Basic Requirements
- Running time must be under 30 minutes.
- Premiere status is not required, but may be considered favorably during the selection process.
- Works must have been completed between July 1, 2024 and August 17, 2025.
- Each participant may submit one work per category.
6.4. Methods of Submission
Participants must submit their work through the designated platforms (Festhome or Google Forms). Any omissions or errors in the submitted documents are the sole responsibility of the applicant.
6.5. How to Submit Images
- A screener must be submitted via an online streaming link (e.g., Vimeo or YouTube).
- Private uploads with password protection are recommended. If a password is set, it must be provided along with the submission.
- Submitted links must remain active and accessible until September 27, 2025.
- Videos must be at least Full HD resolution (16:9 aspect ratio recommended).
- The screening version must be identical to the final submitted version. No edits are allowed after the submission deadline.
- If the work contains narration or dialogue, English subtitles must be included.
6.6. Procurement of Copyrights and Licenses
- Participants must ensure that all copyrights, portrait rights, and other intellectual property rights related to the video, images, audio, and text used in their submission are fully cleared prior to screening.
- Participants are recommended to register their copyrights with the Korea Copyright Commission to protect their works, and may submit relevant supporting documents at the time of registration.
- Participants must obtain licenses for any generative AI tools used in the production of the submitted works.
- The Awards will not individually verify the above and will not be held liable for any legal issues arising from copyright or license infringement.
- In cases where any disputes arise from the works submitted, participant shall cooperate with the submission of relevant documents and materials, including agreements on procurement of rights.
- In cases of suspected copyright infringement, the Awards will provide the participant an opportunity to respond, and the participant must submit relevant supporting documents within 7 days.
- Participants shall bear full legal liability and be responsible for all costs related to any claims or disputes arising from infringement of copyrights, portrait rights, or other intellectual property rights.
- In case of any legal issues, including claims for damages arising from infringement of copyrights, portrait rights, or other intellectual property rights, the participant shall bear full legal responsibility and handle the matter at their own cost.
- In case infringement is confirmed, the work will be excluded from screening and awards. If an award has already been granted, it will be revoked and the prize money must be returned.
- In case a third party files a claim for damages against the Awards due to copyright infringement, the participant will be fully liable for all related losses, including legal costs.
7. Selection of Works and Award Ceremony
7.1. Criteria for Examination
In consideration of quality, creativity and utilization level of AI technology of the works, the review committee shall select approximately 20 works for screening (works for final round), and shall eventually choose 11 winners for the final round.
7.2. Review Schedule and Announcement
Review and examination shall commence from the time when submission of works is completed, and individual notice shall be given only for the selected works. The review process and points distribution table shall remain confidential in principle.
7.3. Awards and Prize Money
- A total of 11 award-winning works will be selected from the final round entries. A total of KRW 41,000,000 (approx. USD 30,000) in prize money will be awarded.
- Screening fees will be paid separately to all works selected for the final screening. However, for the winning works, the screening fees are included in the prize money.
- In cases of co-submission, a representative of the works shall have the rights to the award (including certificate of merit and prize money);

7.4. Withdrawal from Submission and Cancellation of Selection
- The works selected shall not be subject to withdrawal of submission;
- When any information is found and verified as different from the actual facts from the details submitted during the application for exhibition, the selection of the work concerned may be revoked based on the determination made by the review committee;
- In case a participant or person related to the selected work violates any laws or seriously undermines public trust or where the selected works contain expressions of political propaganda, obscenity, firearm or weapon, violence, blasphemy, defamation of reputation, slander, abuse, hate or security-threatening elements, such as trojan horse or virus, such selection may be recanted depending on the discussion and decision made by the review committee. And if deemed necessary, qualifications for awards may be nullified and the prize money previously paid may be recovered;
- A participant may raise objections to the results of the review or the cancellation of a selection, and objections concerned shall be received via e-mail or by the procedures designated by the hosting organization within 7 days from the announcement date of selections;
- The details of objections raised and received shall be processed through reexamination procedures by the executive office and review committee of the Awards, and the results shall be individually notified within 14 days from the date of receipts: Provided that any cancellation of selections based on the material grounds, including violation of statutes, submission of false facts and obvious infringement of copyrights shall immediately enter into force regardless of objections raised, and shall be as prescribed by the final decision rendered by the Awards;
8. Regulations and Guidelines on Selected Works
8.1. Submission of Selected Works
When a work is selected, the documents and materials specified below shall be submitted through the procedures determined by the Award until the deadline specified by the Awards:
- File and link of works for screening (specifications for screening shall be separately informed upon selections);
- Basic information of works for screening;
- Manuscript (English version required, Korean version optional);
- Synopsis and biography of director (English version required, Korean version optional);
- Profile photo of director, still cuts of the work, posters, etc.;
8.2. Verification Procedure of AI Technology
- The Awards shall inspect the application of AI technology during the process of selection of works, and shall be entitled to additionally request evidentiary documents and materials concerning the use of AI technology if deemed necessary (evidentiary materials: Prompt, video files recording the production process, screenshots, log records of software used, etc.);
- The Awards shall be entitled to request the prompts and relevant evidentiary materials used during the course of production for the purpose of verifying any violation of copyrights by the works;
- In cases where violations are discovered or unverifiable during the technical verification procedures, the works may be excluded from the subjects to selections or selections may be cancelled. The Award shall not be associated with or held liable for any disputes arising from the above;
8.3. Documents to Be Submitted for Selected Works
A participant whose work is selected must submit a copy of their ID(copy of passport in cases of foreign nationals) and bankbook within 7 days from the notification date of selections, and selections may be revoked upon violation of the above.
8.4. Scope of Utilization of Materials, i.e. Selected Works
- Detailed matters related to screening may be subject to change depending on the conditions of the event venues. Any such changes will be individually notified to participants.
- All materials submitted by participants may be used for promotional purposes related to the Awards (e.g., publications, websites, social media, outdoor advertisements, and various media). This includes catalogues and promotional materials, which may incorporate edited versions of the submitted works.
- Selected works shall be viewed for free within the event in principle, and shall be screened via online at the official website of the event and social media network accounts of the Awards (YouTube);
- Selected works may be promoted or screened at viewing events organized by Gyeonggi-do and the Gyeonggi Content Agency and various media for non-profit purposes, and prior approval shall be secured from the copyright holders in advance;
- Selected works may also be screened at the events collaborated by the organizing institutions of the Awards;
- The Awards may only use works submitted by copyright holders. If any specific attribution is required (for the work, images, or text), participants must clearly indicate this at the time of submission.
- The Awards shall maintain the identify of the Awards to be held in the future, and shall internally archive and retain the digital copies of selected works in order to preserve and maintain the records of events held;
- Any failure to consent to the guideline on data utilization by the Awards may result in exclusion from selections or cancellation of recognitions for awards;
- Each data and material shall not be returned following the deadline for submission of works in principle;
8.5. Specification of Screening Edition
The works of final selections shall be re-submitted under the specifications for screening edition.
- Basic 4K specification shall be the standards and at least FHD or higher (minimum frame rate of 24fps);
- Images encoded in two different versions, e.g. clean version and English-subtitle version, shall be separately submitted (separate submission of clean version and subtitle files in xml, srt and smi shall be allowed);
- For further details, information given by the personnel in charge following the selections shall be observed;
8.6. Screening Schedule
Date, time and location of screening of selected works shall be determined by the Awards.
8.7. Subtitle
All selected works shall be featured with English subtitles. If the details and technical completeness of subtitles are found inadequate, restrictions may apply to the screening of the works concerned.
8.8. Korean Subtitle
For works with dialogue not in Korean, Korean subtitles will be produced by the Awards for screening purposes. The organizer retains the right to use these subtitles, and they will not be shared separately with participants.
8.9. Invitation of Selected Works
Selected works will be officially invited to the event, and participants must be eligible to enter and stay in Korea during the event period.
9. Other Regulations
9.1. General Regulations
- When an exhibitor, such as domestic distributors, agencies and producers of submitted works, directly accesses the form for online submission and completes the process concerned, the Awards shall deem that the exhibitor concerned has understood and consented the regulations on all submitted works stated above;
- All regulations above shall enter into force immediately when an exhibitor submits (registers) the work to (with) the platforms (Festhome or Google Forms) designated by the organizing institution;
- For all matters not prescribed in this regulation, the Awards shall have the authorities to make decisions in accordance with internal determinations and operation policies;
- Participants agree that the organizer may collect and use their personal information (e.g., name, contact details, email, affiliation) for purposes related to the Awards, including verifying submissions, providing guidance on review procedures and results, and sharing information on future events. PPersonal information of general participants will be destroyed within one year after the conclusion of the Awards. Information of selected participants may be retained for up to three years for performance reporting and future project guidance. Personal data will not be shared with third parties, but may be entrusted to service providers if necessary for event operations.
- All of submitted works not selected, related materials and attached files (works, synopsis, etc.) shall be destroyed within 3 months from the announcement date of selections: Provided that the minimal personal information for administrative processing and record management may be separately retained based on the periods and purposes described above;
9.2. Indemnity
When it becomes difficult to fulfill some portion of the provisions in this regulation due to force majeure, including natural disasters, infectious disease outbreaks, or social crises, the relevant details may be adjusted through mutual agreement between the hosting organization and the participants. In such cases, the hosting organization shall promptly notify the participants and make reasonable efforts to prepare appropriate alternatives to minimize any disadvantages.
9.3. Dispute Resolution
- When disputes arise between participants and the hosting organization in relation to the Awards, both parties shall make efforts to reach an amicable settlement through mutual agreement.
- If such efforts fail, the governing law shall be the laws of the Republic of Korea, and any disputes shall be subject to the exclusive jurisdiction of the courts located in Gyeonggi Province, where the organizer’s principal office is located.
