The Palencia International Films Festival is organised by the Association Friends of the film and the Popular University of Palencia.

This edition is number 34, and during all these years, our philosphy has been considering cinema a tool of development and social cohesion.

Our festival colaborates with the Spanish Cinema Academy, and its a qualifyer festival for the GOYA shortfilm Awards.

In addition, the short film awarded the first prize by the jury at the MCIP (the Milagros Alcalde Award) will go directly to the Short List finalist of the FUGAZ Awards, making up the short list of films that will then be evaluated for nomination by the commission that awards these prizes each year.

10.- AWARDS

The following Audience Award is established: Best International Short Film with a cash prize of 1,000 Euros *.

The following Jury Award: Best International Short Film Jury Prize of 1,000 Euros*.

Children's Audience Award: Best Short Film worth 1,000 Euros*.

* From this amount the corresponding withholding of the Tax Agency will be made.

INTERNATIONAL SHORT FILM COMPETITION


TERMS AND CONDITIONS

1.- CONVENES

The Palencia International Film Festival is organized by the Asociación Amigos del Cine and the Universidad Popular de Palencia.

It will be held from February 21 to March 1, 2025 at the Cine Ortega, located at C/ Colón, 2 in Palencia.

2.- PARTICIPATION

Participation is open to all film producers and filmmakers who submit internationally produced films.

3.- REQUIREMENTS

The duration shall not exceed 30 minutes.

Spoken works must be presented in the original version, with subtitles in Spanish and/or english.

Each participant may submit as many works as he/she wishes.

The production date shall not be prior to the year 2023 inclusive, and the short film cannot have been presented in previous editions of the Palencia International Film Festival.

The authors will be responsible for the rights of their works.

4.- REGISTRATION AND PRE-SELECTION

The deadline for submission of works is from the publication of these rules until November 30, 2024.

Each participant will be able to send their material and upload their short films on the Festhome website until November 30, 2024. To enter the short film in the competition, please fill in the attached form with the requested information.

5.- SELECTED WORKS

The communication of the selected works will be made to all participants by email at least three weeks prior to the Festival's start date.

The works selected for screening during the days of the Festival must be sent in DCP format (with Spanish subtitles, or with the list of english subtitles for translation in SRT format), on the date communicated by the organization, through a download link provided by the legal owner or official distributor of the short film.

The selected works will be screened publicly during the days designated by the Festival, according to a calendar prepared in advance, with the understanding that the authors or producers of the works, by the fact of participating, grant authorization for such screenings. The organization may publish printed material about the works to be exhibited. The authors and/or producers of the short films also authorize the use of a fragment of the works for broadcasting in any media (maximum 1 minute).

The selected films will be eligible for the Audience Award, as well as the Jury Award.

There will be a limited number of short films, which due to their educational content may be selected and be eligible for the Children's Audience Award.

The organization will agree on the date and order of exhibition of the films, committing itself not to screen each title more than three times during the Festival.

6.- PROFESSIONAL COLLABORATION AGREEMENT WITH LEIRIA FILM FESTIVAL IN PORTUGAL

Based on the cultural collaboration agreement established between the festivals MUESTRA DE CINE INTERNACIONAL DE PALENCIA (SPAIN) and LEIRIA FILM FESTIVAL (PORTUGAL), it is established that the winner of the 2024 edition of the LFF competition will go directly to the official shortlist of the 34th MCIP International Short Film Competition.

7.- AWARD-WINNING WORKS

The awards will be presented at the closing gala of the Festival to be held on March 1, 2025 at the Cine Ortega in Palencia (Spain).

The organization will cover the cost of travel expenses (from anywhere in Spain to Palencia), accommodation and meals for the winners.

The resulting awarded works grant the Festival the right to screen such works -always for exclusively cultural and non-commercial purposes- throughout the year following the celebration of the Festival in the different extraordinary activities held outside the official week, whose sole purpose is the promotion of the Festival. In any case, in order to carry out these possible screenings, permission on the transfer of rights of the work will be requested again from its owners. Such screenings will always be free of charge for the public.

8.- JURY

The audience present at the screenings and by means of a ballot or an application for mobile devices will award the Audience Award.

The Jury Prize will be awarded by a jury composed for this purpose.

The Children's Audience Award will be given by the children of the Cinema and School Section present at the screenings and by means of a ballot.

9.- ACCEPTANCE OF THE TERMS AND CONDITIONS

The Organization will resolve any doubts that may arise, its decision being final.

Registration implies acceptance of these rules.

10.- awards

12.- POSTPONEMENT OR CHANGE OF online CONTEST FORMAT


The organization reserves the right to postpone the dates or change the competition system through an online platform, as long as health conditions do not allow the Festival to be held in person in a normal way.
