NOIA is a university festival that was born in a Brazilian public university, as an initiative of students who wanted to produce their films and find exhibition spaces. It all started in 2002, and both Culture and Education in Brazil were in a very different moment than they are now. The event has accompanied this transformation: it has succeeded, failed, learned, deepened reflections and continues a trajectory marked by growth and the construction of relevance.
In this 23rd edition of NOIA, we are beginning a new stage that reveals a little of this transformation: in addition to the new visual identity in honor of social minorities, we will strengthen our relationship with national and international universities.
We value the dialogues we have always had, but our history is built on Brazilian soil.
The 23rd edition of the NOIA Festival is held by PROPONO Consultoria Executiva and the Ministry of Culture via the Rouanet Law. It is promoted by Canal FDR, Jornal O Povo, Fundação Demócrito Rocha, Fundação Roberto Marinho and Canal Futura.

REGULATIONS - FILM SUBMISSION
1. ABOUT THE FILMS
Eligible to participate in the 23rd NOIA – University Audiovisual Festival, which will take place in person between November 3rd and 9th, at a location to be defined, and on an electronic platform (YouTube and TikTok), are films that fit the following rules:
1.1. Works produced in Brazil and abroad, whose filmmaker(s), regardless of their nationality, are studying during the film's production period, for selection in the competitive shows, NOIA KIDS, and online shows;
1.2. For submissions of national works, Brazilian films made by students regularly enrolled in any university-level higher education course (undergraduate and postgraduate), or by students from public federal and state Institutes of Technological Education, private or public technical schools, linked to any municipal, state, or federal bodies, are eligible to participate.
1.3. For submissions in the following shows: CEARÁ online SHOW or AUTHORAL online SHOW, students of any level or degree, from elementary to higher education, are eligible to participate.
1.4. For submissions to the #TikTokNoia Show, any person over 18 years old, residing in Brazil or not, is eligible to participate.
1.5. Works that fall into one of the following categories: sci-fi, documentary, animation, experimental, and hybrids with a maximum duration of 20 minutes (plus credits);
1.6. Works completed between January 2023 and May 2025;
1.7. Works shot in any format;
1.8. Works that have not been selected in previous editions of this Festival.
Observations:
*Submissions of unfinished works (work in progress) will not be accepted;
*In cases of films made entirely by only one person, it is necessary that only this person is a university student or student.
• In cases of submissions of national (Brazilian) works, sending the film file with a subtitle file in PT-BR (Brazilian Portuguese) will be mandatory.
• In cases of submissions of international works, sending the film file with a subtitle file in english (EN) will be mandatory.
2. ABOUT THE SUBMISSION
2.1. Submissions for the NOIA Festival are free of charge and take place until June 30, 2025, online.
2.2. Each responsible director may submit a maximum of 2 (two) works, and both works may be selected for the Competitive Shows, NOIA KIDS, or online Shows according to the determination of the Festival curators.
2.3. To complete the submission and participate in the selection, it is necessary to:
2.3.1. Fill out and sign the Declaration of Participation available on the NOIA Festival website (https://www.festivalnoia.com.br/documentos), in which the age rating and content of the short film MUST be determined, according to the Practical Guide to Age Rating of the Ministry of Justice (https://www.gov.br/mj/pt-br/assuntos/seus-direitos/classificacao-1/guia-pratico/classind-guia-pratico-de-audiovisual-4aed-2021-revisado.pdf);
2.3.2. Send the film link in the submission form (with login and password, if applicable) observing the following conditions:
• The short film must be sent with the following specifications: preferably in .mov, .h264, .mkv, and .mp4 format, with its maximum length in Full HD 1920 X 1080, Quad HD (2560 x 1440), UHD (3840 X 2160), or 4K (4096 X 2160) sizes. The films may be converted to DCP by the festival if necessary for traditional cinema exhibition;
• In case of problems downloading by the Festival Organization or in case of any other need, the Festival Direction may request a copy of the film or other supporting documents via e-mail;
• To complete your submission, you must send the following documents to the e-mail noia@propono.com.br or through the Festival website, at the following link:

✓ PDF document proving that the director and the other participant are university students: proof of enrollment, valid student ID, or declaration issued by the course coordination, at a higher education institution or audiovisual school, as per Item 1.2, during the short film's production period.
✓ PDF file of the copy of the identification document (ID card, Driver's License, or other document from your country of origin) of the person responsible for the film: responsible director and one other participant, if applicable;
✓ PDF file of the Declaration of Participation in the NOIA Festival signed by the Responsible Person or Legal Guardian (Annex 1, found at the end of the Regulations);
✓ Only the Legal Responsible for the submission may contact the Festival for possible doubts, communications, complaints, and sending of material, data, and documentation not sent;
✓ PDF file of the Minor's Responsibility Agreement (Annex 2, found at the end of the Regulations) signed by the Legal Guardian, if the person responsible for the film is under 18 years old.
✓ At least 2 photos of the film in JPG or PNG, in high
resolution, for dissemination;
2.3.3. Special attention will be given to films with a poster, synopsis, director's photo and their short biography, as well as a film trailer;
2.3.4. Sending the film poster (or photo with the film's name), film synopsis, director's photo, and their short biography will be mandatory;
2.3.5. It is imperative that for traditional short film submissions, the names of those who sign the following functions are informed: Direction, screenplay, production, editing, sound, cinematography, art direction, costume design, makeup, lead actress, and lead actor;
2.3.6. It is imperative that for animated short film submissions, the names of those who sign the following functions are informed: Direction, screenplay, production, and sound.
2.3.7. Sending promotional materials (other photos, press releases, posters, website, etc.) tacitly authorizes the NOIA Festival Direction not to return them and to use them in promotional actions related to the event.
2.4. Submissions made after the deadline or with incomplete documentation or data will not be accepted.
2.5. The Festival Direction will send an e-mail to the filmmaker confirming their submission to the event. If the filmmaker does not receive confirmation of submission within one week after sending the material, they should contact the Festival Direction via e-mail noia@propono.com.br.
2.6 The submitted short films or animated shorts will become part of the NOIA Festival's archive and may be used in dissemination actions, traveling shows, and other projects derived from the Festival, with exhibition in electronic media, television, internet, or other exhibition platforms.
3. ABOUT THE SELECTION
3.1. The Selection Committee will be composed of professionals directly linked to filmmaking, criticism, or academic production in audiovisuals.
3.2. The selection result will be sent to the e-mail of those responsible for the short films. The result will also be announced on the Festival's website and social media, as well as in local media.
4. ABOUT SUBMITTED AND SELECTED FILMS
4.1. The Festival may take place in person and/or on an online platform, ensuring in both cases the necessary and secure structure for the exhibition of selected shorts.
4.2. If the Festival is in person and the short film or animated short is selected, the exhibition at NOIA – International University Audiovisual Festival will occur in one of the formats requested in item 2.3.2.
4.3. The selected short films or animated shorts will be screened in a program organized by the NOIA Festival Direction, in the in-person Competitive Shows, online Shows, and local, national, and international traveling shows on various platforms.
4.4. All submitters authorize the NOIA Festival Direction, from the moment the submission form is sent, to exhibit the short films, in whole or in part, for the purpose of promoting the NOIA Festival, in physical spaces, on public and private television networks, as well as on television and video platforms on the internet within specific NOIA Festival actions.
4.5. All selected participants authorize the NOIA Festival Direction, from the moment the submission form is sent, to present the short films in free exhibitions organized by the Festival.
4.6. By participating in the in-person shows, the NOIA Festival offers the representative of the selected film, who resides and studies outside the State of Ceará, accommodation, meals, and transfer in Fortaleza, as well as financial aid to be defined according to the fundraising for their transport to the municipality of Fortaleza, which will be paid in cash upon arrival at the NOIA Festival.
SOLE PARAGRAPH: The realization of item 4.6 is conditioned on the minimum effective fundraising for the project; if this does not occur, we will not have resources to cover the expenses of air or land travel, accommodation, and meals for those selected residing outside the city of Fortaleza. And we will conduct the post-screening debate via videoconference, with prior notice to the registrants via e-mail, WhatsApp message, SMS, and/or on the NOIA website.
5. ABOUT THE awards
5.1. The Jury will be composed of professionals directly linked to filmmaking, criticism, or academic production in audiovisuals.
5.2. The Jury will evaluate the works and award the NOIA Trophy and/or Digital and Printable Certificate, during the Closing Ceremony and up to 03 (Three) months after the Festival, for those not present at the closing, in the following SHOWS and CATEGORIES:

5.3. The Jury will have the discretion to grant special awards and/or honorable mentions, provided it is in common agreement with the NOIA Festival Direction. Likewise, it may choose not to award certain category(ies) if it deems no work sufficiently qualified to receive the specific award(s).
5.4. If public or private institutions wish to create a special award to honor the shorts exhibited at the Festival, they may do so by their own criteria, during the trophy award ceremony, only with the prior consent of the NOIA Festival Direction.
5.6. Expenses related to sending the awards are the responsibility of the NOIA Festival Direction.
6. BRAZILIAN PRODUCT CERTIFICATE – CPB (SHORT FILM REGISTRATION WITH ANCINE) OR SIMILAR
6.1 The NOIA Festival annually conducts a Traveling Show
in Brazil and abroad, to promote the Festival and the films participating in the previous year's edition. The Traveling Show takes place in cultural centers, universities, and public and private spaces that promote art and culture, as well as on public and private television programs and internet portals for Festival promotion. Therefore, all films participating in the NOIA Festival need to be registered with ANCINE to obtain the Brazilian Product Certificate – CPB, required by ANCINE (Provisional Measure 2.228-1/2001). Thus, the NOIA Festival requests from the submitters:
6.1.1. Sending of the Brazilian Product Certificate – CPB, issued by ANCINE, independently registered by the film's Direction;
6.1.2. If the film does not have CPB Registration with ANCINE, the NOIA Festival grants a period of up to 60 days, from the Festival's closing date, for the film to be independently registered with ANCINE;
6.1.3. If the Direction of the participating film wishes the NOIA Festival Organization to register their film with ANCINE, in the Director's own name, linking the film to the Festival's production company, at no cost and without bureaucracy for the film's Direction, the person responsible for the film must issue a declaration of intent to register after the Festival's closing;
6.1.4. If the film does not have the CPB and the film's Direction does not want to register the CPB on their own or with the support of the NOIA Festival's production company, it may not participate in the Traveling Show on television networks, according to their programming schedules and corresponding legislation;
6.1.5. The NOIA Festival Direction may, if necessary, register the selected films collectively with ANCINE in the festival format for exemption from CONDECINE – Contribution for the Development of the National Cinematographic Industry, levied on audiovisual works exhibited in Festivals.
7. GENERAL PROVISIONS
7.1. The director responsible for submitting the audiovisual work, whether a short film or animated short film, by sending the submission form, declares to be responsible for the image rights and copyright and related rights arising from the production and exhibition of the short film, as well as declares the assignment of copyright and related rights to the NOIA Festival Organization, for its exhibition in the Festival, its marketing actions, distribution, and its Traveling Shows;
7.2. The director responsible for submitting the audiovisual work, by sending the submission form, declares to be the holder of the rights for the exhibition of the audiovisual work submitted to the NOIA Festival, as well as being entirely responsible for complying with legal obligations regarding Copyright Law (Law No. 9.610/98);
7.3. The director responsible for submitting the audiovisual work, by sending the submission form, declares that the information provided in the submission form is true, assuming all and any responsibility for future claims related to copyright and civil rights, which may be filed by third parties against the NOIA Festival and ANCINE;
7.4 All members of the selected short films authorize, through a Declaration of Participation signed by the person responsible for the film, the use of their photographic and/or cinematographic images generated during the NOIA - INTERNATIONAL UNIVERSITY AUDIOVISUAL FESTIVAL event, at a location and date to be defined in the city of Fortaleza/CE, to compose an archive, such as photos, videos, documents, and other means of communication, exhibition in events, exhibitions, and publications in printed and electronic media. The purpose is to publicize the image or brand of the event, its organizer, and sponsoring companies, as well as reproduction in any graphic piece or media vehicle existing or to be invented in the future, for an indefinite period, for purposes of dissemination, enjoyment, or education, observing the moral rights of the author(s) and their identification, as provided by Law, whether these are intended for publicizing the NOIA Festival to the general public and/or only for internal use by the institutions involved, provided there is no distortion of its purpose.
7.5. The NOIA Festival will have the right to publish the selected shorts on its YouTube and TikTok Channel for:
7.5.1. them to be available to the public for voting on the YouTube platform, to determine the winners of the Best Engagement Award, except for the #TikTokNOIA Show, which will participate in the same way, but on the TikTok platform;
7.5.2. the history and legacy of the NOIA Festival, permanently, after the Festival's closing.
7.6. The authorization mentioned in item 7.4 is granted free of charge, covering the use of the aforementioned image throughout the national territory and abroad, in all its modalities, as well as authorizing the use described above without anything to be claimed as rights related to their image or any other;
7.7. Works that do not meet the requirements of these Regulations or do not fill in all the technical information of the short, artistic team data, and technical team data of the shorts, will be disqualified;
7.8. Sending the Declaration of Participation in the NOIA Festival (Annex 1) duly completed and signed binds the director responsible for the short film to the unrestricted acceptance of all clauses of these Regulations;
7.9. Cases not provided for herein will be resolved by the NOIA Festival Direction, with jurisdiction in the district of Fortaleza/CE;

DECLARATION OF PARTICIPATION IN THE 23rd NOIA - INTERNATIONAL UNIVERSITY AUDIOVISUAL FESTIVAL / TERM OF AUTHORIZATION OF USE OF IMAGE AND ASSIGNMENT OF COPYRIGHT
• WE AUTHORIZE THE ORGANIZERS OF THE NOIA FESTIVAL, FREE OF CHARGE, TO DISPLAY THE IMAGE OF THE DIRECTOR AND OTHER MEMBERS, WHOSE NAMES APPEAR IN THE INFORMED TECHNICAL SHEET, WITH OR WITHOUT AUDIO, IN ANY AND ALL PUBLICITY OR JOURNALISTIC DISCLOSURE OF THE FESTIVAL (PHYSICAL OR VIRTUAL), IN THIS OR FUTURE EDITIONS.
• WE AUTHORIZE THE EXHIBITION OF THE SUBMITTED SHORT FILM IN ACTIVITIES RELATED TO THE NOIA FESTIVAL FOR PROMOTIONAL PURPOSES, BY ANY EXHIBITION PLATFORM - VIRTUAL, TELEVISION OR IN-PERSON, IN THIS AND IN LATER EDITIONS, IN PUBLIC AND PRIVATE PLACES. THE AUTHORIZATION IS FOR AN INDEFINITE PERIOD AND THE FREE ASSIGNMENT OF ECONOMIC COPYRIGHTS IS FOR 70 YEARS, BINDING THE SUCCESSORS OF THE PARTIES TO ANY TITLE AND TIME.
