The Pulcinella Film Festival is an international film festival dedicated to the comedy that takes place in Acerra (Naples, Italy), birthplace to the famous character of italian comedy, from Monday 21 to Sunday 27, May 2018: a opportunity for meeting and knowledge, research and entertainment.
The Pulcinella Film Festival, international festival of comedy, aims to become a prestigious cultural event full of previews, special events, presentations of great works, moments of confrontation between the public, concerts, photographic and artistic exhibitions, workshops, live performances, parties and tastings of local culinary traditions aimed at the development, protection and dissemination of life film culture and art.
The event is characterized by two constant elements: creativity and participation. In fact, the Festival starts from the idea of creating and playing an open-air art and cinema laboratory, where creativity becomes a tool for dialogue between the citizens and the artists, in a process capable of self-sustaining and self-sustaining time. , through the participatory form. It will be the participation of citizens, associations, institutions, businesses and traders.

The Pulcinella Film Festival, international festival of comedy, is made of 7 sections:
1) International Comedy. Competitive section divided into two categories (feature films and short films) of international movies presented in absolute/international/national/regional preview or invited by the Artistic Direction or produced after 2016.
2) Italian Comedy. Competitive selection divided into two categories (feature films and short films) of Italian movies without any restrictions about preview or invitation or production year.
3) Neapolitan Comedy. Competitive selection divided into two categories (feature films and short films) of Italian movies realised for 60% at least in the Campania Region or directed by a director born or resident Campania Region.
4) School Comedy. Competitive selection of Italian short movies produced by Italian and international schools (cinema schools or general schools).
5) Classic Comedy. Non-competitive section of movies that made the history of Italian and international comedy.
6) Experimental Comedy. Non-competitive section of videoclips, spots, experimental films, virtual reality films.
7) Out of competition. Non-competitive section of comedy movies that do not participate in the competitive and non-competitive sections of the Pulcinella Film Festival 2018.

a) Tutte le sezioni. Tutte le opere di lungometraggio e cortometraggio delle selezioni competitive e non competitive del Pulcinella Film Festival 2018 concorrono all’attribuzione del “Premio Home Video” conferito da una speciale giuria di Cinema Edizioni che consiste in una pubblicazione editoriale e home video distribuita nell’intero territorio nazionale italiano dell’opera vincitrice, secondo un apposito accordo commerciale contrattato tra le parti. (Il Premio Home Video è previsto solo per le opere che non hanno già accordi home video ed editoriali siglati e se esplicitamente autorizzato in una apposita scheda inviata a tutti i finalisti). Valore commerciale del premio euro 2.000,00.
b) Tutte le sezioni. Tutte le opere di cortometraggio delle selezioni competitive e non competitive del Pulcinella Film Festival 2018 concorrono all’attribuzione del “Premio Distribuzione” conferito da una speciale giuria di Paradise Pictures che consiste in un servizio di distribuzione festivaliera internazionale per un anno, secondo un apposito accordo commerciale contrattato tra le parti. (Il Premio Distribuzione è previsto solo per le opere che non hanno già una distribuzione festivaliera internazionale e se esplicitamente autorizzato in una apposita scheda inviata a tutti i finalisti). Valore commerciale del premio euro 1.500,00.
c) Commedia Internazionale.
La “Giuria di Qualità”, composta da esponenti della cultura cinematografica nazionale ed internazionale, giornalisti e critici, valuta le opere in concorso alle categorie lungometraggi e cortometraggi e conferisce il “Gran Premio Pulcinella alla commedia internazionale”. La “Giuria Cinema”, composta da studenti delle scuole di cinema del territorio, valuta le opere in concorso alle categorie lungometraggi e cortometraggi e conferiscono i premi:

- migliore attore
- migliore regia
- migliore produttore
- migliore montaggio
- migliore sceneggiatura
- migliore colonna sonora
- migliore scenografia
- migliori costumi
d) Commedia italiana. La “Giuria Scuola”, composta da docenti e studenti del territorio, valuta le opere in concorso alle categorie lungometraggi e cortometraggi e conferisce il “Premio Pulcinella alla commedia italiana” ed i premi:

- migliore regia
- migliore produttore
- migliore montaggio
- migliore sceneggiatura
- migliore colonna sonora
- migliore scenografia
- migliori costumi
e) Commedia napoletana. La “Giuria Popolare”, composta da cittadini, membri di istituzioni e associazioni del territorio, valuta le opere in concorso alle categorie lungometraggi e cortometraggi e conferisce il “Premio Pulcinella alla commedia campana” ed i premi:

- migliore produttore

- migliore colonna sonora

- migliori costumi
f) A scuola di commedia. La “Giuria Online”, composta dagli utenti della pagina Facebook del Pulcinella Film Festival valuta le opere in concorso e conferisce il “Premio Pulcinella alla commedia scolastica”.
Altri eventuali premi in denaro, servizi o riconoscimenti saranno comunicati sul sito ufficiale del festival prima dell’inizio delle operazioni di voto delle giurie.

1. INTRODUCTION

2. ORGANIZATION
The Pulcinella Film Festival, international festival of comedy, is managed by the association “Pulcinella”, with the collaboration of Regione Campania Film Commission, Social World Film Festival, Paradise Pictures, Pulcinella Edizione and the most important film event and training center in the world.

3. PLACE AND TIME
The third edition of the Pulcinella Film Festival, international festival of comedy, will take place in Acerra (Naples, Italy) from 21st to 27th May 2018.

4. PULCINELLA
Legend tells that the City of Acerra has given birth to one of the most famous symbols of Naples in the world: Pulcinella, a character of italian comedy.
Pulcinella expresses the soul of the city and stands as a symbol of a people and an entire country.
Pulcinella embodies the simplest man, the man who always manages to solve problems with a smile.
Pulcinella is a symbol, a symbol of Italy and italian comedy in the world.

5. SECTIONS
The Pulcinella Film Festival, international festival of comedy, is made of 7 sections:

6. CATALOG
Every year the Pulcinella Film Festival, international festival of comedy, publishes the catalog of the movies in competition and out of competition, in paper and online versions, in Italian and English language.
The catalog is distributed to the participants, directors, producers, distributors and actors, and put up for sale with national distribution.

7. REQUISITES
The Selections of the Pulcinella Film Festival, international festival of comedy, is open to all the feature films, short films or documentaries.
The works should have been realised in Italian or English or in any other language, but in this case necessarily with English subtitles.
The same director can present up to five different works to the Pulcinella Film Festival 2018.
The same film production or distribution has no limits for the number of movies presented to the Pulcinella Film Festival 2018.

8. SELECTION AND PARTICIPATION
After examining all the works presented within and in compliance with the terms established into these Regulations, the Artistic Direction will select in its sole discretion the finalists of each section, which are going to be projected during the events of Pulcinella Film Festival 2018.
Each work selected will be included, with a specific notification, into the programme of the festival, without further acceptance, and it will not be able to retire it. in case the production (or the holder of the rights to the work) requires the retirement from the festival, an indemnity of € 1000.00 must be paid to the organisation of the festival by way of compensation.
The director or producer/distributor and the protagonists of the selected movie will be invited for a debate with the jurors, spectators and journalists present at the end of each screening.
The order, calendar and opening hours will be decided by the Artistic Direction.
Due to the historical and architectural peculiarity of the locations hosting the festival, it is not possible to project the selected movies in DCP. For this reason, HD files, Blu-ray Discs or DVDs will be required by the authors or the distributions of the selected movies, which must be free of any overwritten or dithered. If the screening copies are not received, files downloaded by Vimeo or other platforms will be used.
Any special cases will be evaluated at the sole discretion of the Artistic Direction.

9. DELIVERY DATES
The electronic form of subscription must be filled out on online platforms with the following dates:
- Early Deadline 5th March 2018
- Standard Deadline 20th March 2018
- Late Deadline 5th April 2018
- Extended Deadline 25 th April 2018
The list of the finalists will be published on the official website right after the 5th May 2018.

10. JURIES AND AWARDS
All the prizes are awarded by the juries in their sole discretion.
a) All the selections. All the movies (feature films and short films) belonging to both competitive and non-competitive have the possibility to win the “Prize Home Video” conferred by a special jury of Cinema Edizioni. The prize consists in a editorial and home video publication on the Italian national territory for the winning work, according to a special commercial agreement contracted between the parties. (The Prize Home Video is provided only for the movies that do not already have home video and editorial agreements signed and if explicitly authorised with a specific form sent to all the finalists). Commercial value of the prize € 2,000.00.
b) All the selections. All the movies (short films) belonging to both competitive and non-competitive have the possibility to win the “Prize Distribution” conferred by a special jury of Paradise Pictures. The prize consists in an internationa film festival distribution fro one yesr for the winning work, according to a special commercial agreement contracted between the parties. (The Prize Home Video is provided only for the movies that do not already have home video and editorial agreements signed and if explicitly authorised with a specific form sent to all the finalists). Commercial value of the prize € 1,500.00.
c) International Comedy. The School Jury is made of exponents of national and international cinema world; this jury gives the “Special Pulcinella Award for international comedy”. The Cinema Jury is made of students of Italian film schools; this jury gives the following prizes:

- best director
- best producer
- best editor
- best screenplay
- best soundtrack
- best scenography
- best costumes
d) Italian Comedy. The Jury of Quality is made of students and teachers of the territory; this jury gives the “Pulcinella Award for Italian comedy” the following prizes:

- best director
- best producer
- best editor
- best screenplay
- best soundtrack
- best scenography
- best costumes
e) Neapolitan Comedy. The Popular Jury is made of citizens and member of associations; this jury gives the “Pulcinella Award for Neapolitan comedy” the following prizes:
- best actress
- best actor
- best director
- best producer
- best editor
- best screenplay
- best soundtrack
- best scenography
- best costumes
f) School Comedy. The Online Jury is made by users of the Pulcinella Film Festival,s Facebook page; this jury gives the “Pulcinella Award for School comedy”.
Any other cash prizes, services or awards will be announced on the official website of the festival before the start of the jury voting process.

11. HOSPITALITY
Only the director or the producer/distributor of the work and the candidates to one of the official awards of the Pulcinella Film Festival 2018 will be hosted (one double room for each movie) in one of the hotels in Acerra or Naples, Italy.
The dates will depend on the day and time of the screening.
No other kind of hospitality will be provided to other selections of the Pulcinella Film Festival.
Restricted cases will be considered in the sole discretion of the Artistic Direction of Social World Film Festival.

12. RIGHTS
By participating to Pulcinella Film Festival, the participant grants a non-exclusive and free of charge licence to the Association Pulcinella of screening the work to the public integrally during Pulcinella Film Festival and during all the other events related to the festival both in Italy and abroad, organised by the Association Pulcinella or in collaboration with the Association, without receiving any compensation. By participating to Pulcinella Film Festival, the participant grants to Association Pulcinella the right to add subtitles to the work or to use parts or extracts from the work to promote Pulcinella Film Festival, events related to it and other events organised by or in collaboration with Pulcinella Film Festival, both in Italy and abroad, without receiving any compensation.
Moreover, by participating to Pulcinella Film Festival, the participant grants non-exclusive licence to Association Pulcinella the rights to publish promotional material related to the work (including plot, cast list, photos, trailers) on its website and on other websites, magazines, DVDs realised in collaboration with Pulcinella, without receiving any compensation.
The Association Pulcinella will evaluate the work (if explicitly authorised with a specific form sent to all the finalists) to be included into the selection for the Prize Distribution, Prize Home Video and fordifferent formats (digital terrestrial television, satellite, web tv, websites, social networks, etc.) and/or in DVD without receiving any compensation for the holders of the rights (except from the money prize of the Prize Distribution and Prize Home Video).
The author will always be mentioned. Since the 1st January 2021, the participant will have the possibility to request explicitly in writing to the Organisation of the Festival to be removed from the festival schedule.

13. DECLARATIONS
The participant to the Pulcinella Film Festival declares and guarantees as follows:
1) to hold the legitimate, full and exclusive title of the work and not to have performed any acts which may have limited the exercise or the unfettered enjoyment of this right;
2) to have obtained full consent from all holders of privacy rights, including copyrights and related rights, image rights and all licences and releases necessary to the work and background music;
3) that the entire work is not defamatory against a person or any other entity and that it does not contain obscene and/or violent material;
4) to waive any compensation due as copyright and /or any other rights related to the rights around the work and related promotional materials and that nothing is due from the Association Social World Film Festival as regards projection and diffusion of the work, in compliance with what declared by the participant;
5) not to have performed any act which could limit the enjoyment of the licensed rights under the agreement of these regulations by Association Pulcinella;
6) to commit, in the event of a win of one of the official prizes of Pulcinella Film Festival, to mention the acknowledgement on the front pages of press publications, headline and credits, etc. and in promotional communication in all its forms.
The participant commits to hold harmless and indemnify the Association Pulcinella at any moment, from any possible harassment and/or disturbance by third parties pretending or presuming to hold any rights on the work, as well as from any responsibility, charge, expense (including legal fees) and detrimental consequence deriving at any moment from the total or partial non-truthfulness of the aforementioned declarations and guarantees.

14. PRIVACY
We inform that personal data will be treated in compliance with Legislative Decree n°196/2003.
The proprietor of the treatment of personal data is the President of the Association “Pulcinella” (presidente@pulcinellafilmfestival.com).

15. RESPONSIBILITIES
At the time of the registration, participants declare to exonerate the organisation (Association Pulcinella), all the organizers and collaborators from any direct and indirect, objective and subjective responsibilities, for what may happen to themselves or to the cast of the work, to properties of themselves and of their cast and to properties of third parties relating to the event Pulcinella Film Festival.

16. DISCLAIMER
At the time of the registration, participants declare they are aware of the fact that during Pulcinella Film Festival photographic and journalistic services, radio commercials and TV clips, video recordings, then authorizing the execution of these services, which may also include their person/image or the person/image of their cast, without requesting any compensation.

17. PUBLICITY
The Organisation will publish these regulations on the official and to promote it by whatever means considered as necessary.

18. DISPUTES
Any disputes arising between participants and organizers must be devolved to the unappealable decision of an arbitration panel made of three amicable compositors, who will judge ex bono et aequo without any formal procedure, without prejudice of the parties’ rights within 60 days since appointment. Their determination will have effects of an agreement directly reached by the parties. The arbiters are appointed by each of the Parties and the third by the first two or, in the absence of an agreement, by the Court of Nola (Naples, Italy), which will also appoint the arbiter for one of the parties, should they not provide for this.

19. NORME GENERALI
These regulations are written in Italian. In case of difficulties of interpretation of any translation of said regulations, the Italian version applies.
The Organisation while guaranteeing the greatest care and custody of the works, will not be liable for any thefts, loss or any damages to artworks or people that could occur before, during or after the festival.
Any costs incurred for selection and / or participation in the Pulcinella Film Festival are not refundable.
Due to force majeure, technical or logistical problems or other circumstances beyond the organisation’s control, the Organisation can modify these regulations at any time, including time and dates, providing information on the official website.
