A premier event celebrating the best in independent and world mini cinema. A 3 day-long celebration of Short films, featuring a diverse line-up of Film screenings, panel discussions, Workshops, Masterclasses, and special events.

About the Festival: The 'Waves International Short Film Festival 2.0' (WISFF), previously known as the 'International Short Film Carnival,' is organizing its fourth edition in Goa in 2024. The festival, which was earlier organized for two successive years under the banner of Goa Talkies, aims to create a platform for professionals and film enthusiasts to explore creativity, expressivity, and revolution in short filmmaking.

"Students" are defined as individuals from High Schools, Higher secondary schools, colleges, and film clubs associated with educational institutions.

Limited to Indian States Only.

Students from film training institutes will be classified as professionals.

GUIDELINES FOR PURPLE

The guidelines for the Purple category are the same as those for the General/Open category. The WISFF organizers would like to list the types of disabilities as per the Rights of Persons with Disabilities Act, 2016.

Please find the types of disabilities listed below:

Types of Disabilities

We kindly ask all participants to adhere to the following rules and regulations to ensure a smooth and fair experience for everyone involved. Thank you for your understanding and commitment to these guidelines.

MUSIC VIDEO (ORIGINALS)

Original Content: Music videos must feature original content authored and composed by the applicant/participant. Remakes, covers, or adaptations of other music videos or movie songs will not be accepted.

Language and Subtitles: Music videos can be in any Indian language, but English subtitles are mandatory.

Duration: The duration of the music video should not exceed 8 minutes.

Copyrights: Participants must hold all copyrights and have obtained necessary permissions regarding music, sound, video, and images. The organizers of WISFF will not be liable for any copyright violations.

Music Videos (Originals): In any Indian language (mandatory English subtitles). Duration must be a minimum of 2 minutes and a maximum of 8 minutes.

WAVES – SHORT FILM / DOCUMENTARIES - OPEN SECTION
This section is open to students Goa & Maharashtra only). film enthusiast/film-makers, professionals, from across the globe to submit their entries in the following categories:

Short Films: film can Silent or in any Global language (mandatory English subtitles). Duration must be a minimum of 2 minutes and a maximum of 40 minutes.

Short Documentaries: Any language (Indian or Global) (mandatory English subtitles). Maximum duration is 40 minutes.

All films produced from January 1, 2021, to the present date are eligible for entry. The short film can be in any language; however, all non-English films must include English subtitles.


ANIMATED SHORT FILMS

Animated Short Films: Can be a Silent or in any language (mandatory English subtitles). Short Films must have a Runtime of minimum 2 minutes and a maximum of 40 minutes .

Techniques: Animated films can utilize various techniques, including 2D animation, 3D animation, stop-motion, Claymation, cutout animation, or a combination of these styles.

Originality: Films should demonstrate originality in storytelling, character development, and visual style.

STUDENTS CATEGORY

Short Films (students Category): film can be Silent or in any Global language (mandatory English subtitles) any Genre. Duration must be a minimum of 3 minutes and a maximum of 10 minutes.

Definition: "Students" are defined as individuals from Students of Grade 9th to higher secondary schools, colleges, and film clubs associated with educational institutions. This contest is Restricted to State of Goa & Maharashtra Only
Students from film training institutes will be classified as professionals.

WAVES – SUBMISSIONS

Submission Deadline: The film submission deadline is October 28, 2024.

Submission Format: Films should be submitted via a private downloadable link from YouTube, Vimeo, or similar platforms, or through WeTransfer, Google Drive, or other file transfer platforms. The films should be in 1080p Full HD or higher resolution (MOV/MP4 format).

Promotional Use: WISFF reserves the right to use the film or excerpts from any submitted film for promotional purposes.

Withdrawal Policy: Once submitted, projects/short films cannot be withdrawn from the festival. WISFF retains the authority to reject any project/short film that violates festival rules and regulations.
Participant Agreement: By entering the contest, participants agree to allow the organizers to use their name, image, or other promotional materials for publicity without additional payment or compensation.

Trailer and Poster: Participants must submit a film trailer (maximum 40 seconds) and a high-resolution film poster (12 x 18 inches, vertical only) bundled together and share the link in the submission form.

Screening Rights

WISFF Screening Rights: WISFF retains the rights to screen the short films Submitted during the ‘Waves’ International Short Film Festival - Goa 2024, Some short films may be screened post-festival to create awareness and take the festival to remote areas.
Promotional Use: WISFF reserves the right to Use the Film or utilise excerpts from any submitted film for promotional purposes.

Disqualification and Judging

Judging Criteria: Films may explore creative and artistic themes; however, those targeting government, caste, religion, or other sensitive subjects may face disqualification.

The judges' decisions are final, and any attempt to influence jury members will result in automatic disqualification.


Awards & Awards Ceremony

Representation: Participants must have at least one representative present at the awards function if their film is nominated. If unable to attend, arrangements should be made for a close acquaintance based in Goa to attend on their behalf.

Trophy Charges: Winners will be responsible for courier and customs charges (if applicable) to receive their trophy if they cannot collect it on the event date.

Award Payment: The award cash amount will be credited to the winners' accounts within 40 working days post-event.

Please note that certain awards or prizes may not be awarded if we do not receive an appropriate candidate or participant in the specific category mentioned in the award listing.

Financial Responsibility

Costs: WISFF does not assume any financial responsibility for participant correspondence expenses. Participants are solely responsible for covering all costs associated with production and attending the festival.

Legal and Refund Policy

Jurisdiction: All legal issues if any shall fall under the jurisdiction of Goa Courts only.

Refund Policy: Entry / Submission Fees paid are non-refundable under any circumstances.

Festival Screening and Schedule
Changes: The organizers reserve the right to modify festival dates, screening schedules, and masterclass timings in the event of technical issues.

By entering the WISFF, all participants agree to accept and be bound by the decisions of the festival, indicating their willingness to follow these rules and regulations. Thank you for your participation, and we look forward to your creative contributions!



  Festhome holds accountable fees festivals by holding the payment of the fees of most newer festivals until they have viewed the submissions, held their festivals and other methods.
