CINELEBU WORK IN PROGRESS (WIP)
BIOBÍO CONECTA – INDUSTRY AND MARKET AREA
PRESENTATION AND PARTNERSHIPS
BIOBÍO CONECTA (BBC) is the Industry and Market section of the Lebu International Film Festival, co-organized with Bio Ingeniería Audiovisual Ltda., in partnership with Universidad de las Américas, Universidad San Sebastián, Santo Tomás, Universidad del Desarrollo, Universidad del Biobío, DUOC, CEDUC, and Universidad Católica de la Santísima Concepción. It will take place from May 26 to 30, 2026, in Concepción. In the event of any date changes due to force majeure, the organization will immediately inform participants.
BIOBÍO CONECTA is supported by the Ministry of Cultures, the Arts and Heritage and CORFO.
OBJECTIVES
Through this call, we also aim to foster the country’s cultural development by supporting creative industries and linking investment in culture with other productive activities, which, as part of its action lines, include the following:
Promoting the development of national and international short films.
Promoting the Creative Industries through short films and associating them with tourism promotion in order to enhance employment and regional development.
ELIGIBILITY REQUIREMENTS
Audiovisual works submitted to CINELEBU Work in Progress must meet the following conditions:
The audiovisual works must hold the nationality of their country of origin. In the case of an international co-production, a contract or memo deal must be provided indicating the percentage of participation of each country.
WIP CINELEBU applies only to short films and they must have at least a first cut.
Fiction and animation short films may participate, with a maximum running time of 15 minutes, including credits, and with open theme.
There is no limit to the number of projects that may be submitted by the same production company or person.
PARTICIPATION
Those interested in participating may submit their short films free of charge on the Festhome website until April 20, 2026.
Being presented at the WIP does not prevent the project from being submitted to other CINELEBU programs.
REQUIRED DOCUMENTATION
Complete the application form for the WIP CINELEBU call on the website www.cinelebu.cl, including acceptance of the terms and conditions of this call.
Include in the form access to the rough cut or first final cut of the film, or to a working copy (not longer than 15 minutes) in Spanish version. Only links to password-protected videos on online platforms will be accepted. Materials that are publicly accessible on the Internet, without password protection or platform identification, will not be considered.
Add high-quality photographs (+300 DPI) of the team members who will participate online in WIP CINELEBU, as well as a still or poster from the film (for the industry catalog).
WIP CINELEBU will recognize the signatory of the application as the sole point of contact for all matters related to the project’s participation and as the sole person responsible with regard to other companies or persons involved in it.
AWARDS
Two awards will be given:
CHEMISTRY AWARD
This award will be granted by the Mexican post-production company CHEMISTRY, which will become co-producer of the short film.
The award consists of image post-production and deliverables services for a maximum value of USD 30,000 (in Mexican pesos at the exchange rate applicable on the date of award).
CONDITIONS FOR THE DELIVERY OF THE SERVICES GRANTED BY “CHEMISTRY”
The services will be received by the producer of the project selected by THE JURY.
The services are non-transferable.
The services are not redeemable for cash.
The services are granted only for the winning short film of the WIP 2026 edition.
The services must be used within the 12 months following the announcement of THE WINNER OF THE SERVICES. The delivery date of the finished short film will be coordinated with the company Chemistry and the CINELEBU management.
In order to receive the services mentioned above, the producer of the selected project must comply with the following condition:
a) Sign a co-production agreement with CHEMISTRY, establishing the technical and financial terms of CHEMISTRY’s participation as co-producer of the project. These terms, as well as the legal documentation required for the execution of said agreement, will be provided by the Production and Commercial Management.
FESTHOME AWARD
This award will be granted by the prestigious Spanish short and feature film distribution company FESTHOME. The award consists of distribution support for the short film for one year at festivals that are part of the platform. The approximate value of the award ranges between USD 1,000 and USD 3,000.
CONDITIONS FOR THE DELIVERY OF THE SERVICES GRANTED BY “FESTHOME”
The services will be received by the producer of the project selected by THE JURY.
The services are non-transferable.
The services are not redeemable for cash.
The services must be used within the eighteen months following the announcement of THE WINNER OF THE SERVICES. The delivery date of the finished short film will be coordinated with the company Festhome and the CINELEBU management.
* In relation to these awards, the filmmaker reserves the right to accept or reject conditions that are not stated in these rules. The organization will bear no responsibility for the awards or the agreements; it acts only as a mediator and will provide all relevant information to both parties regarding both awards.
JURY
The jury will include one representative from the post-production company Chemistry, one representative from FESTHOME, and one representative from CINELEBU.
CREDITS
The short films winning this program must include the WIP CINELEBU / BIOBÍO CONECTA logo in the opening and closing credits, and, depending on which prize is awarded, the logo of CHEMISTRY and/or FESTHOME as applicable.
The winners of the awards must also specify at the beginning of the film:
“Cortometraje premiado en / film awarded at WIP CINELEBU”, accompanied by that message’s logo, together with the logos of the companies sponsoring the corresponding award.
IN CASE OF SELECTION
Selected filmmakers are required to attend the WIP CINELEBU pitches. This is an essential requirement in order to be part of the selection. Up to 3 members of the project may participate.
Participants authorize the publication of the information provided in the catalog and on the official festival website, as well as in other promotional materials.
Selected filmmakers must send the latest version (rough cut) of their film to be delivered to the jury in digital H264 format. Submitted short films must have a minimum running time of 5 minutes and a maximum of 15 minutes, in Spanish or with Spanish subtitles if necessary.
The result of the WIP CINELEBU awards will be final and will be announced on May 29 during the closing of BIOBÍO CONECTA.
The participant must confirm their participation by means of a simple sworn statement, committing to comply with the delivery of the requested materials and the presence of the director during the week of May 26 to 30.
The finished short film must have its pre-premiere or premiere at CINELEBU 2027.
For this edition, the organization will cover accommodation and meals for one person per selected group, in a shared room.
In addition, a 1-minute cut or teaser will be required for promotional materials on the website and social media.
The organization may grant accreditation to those persons the groups deem appropriate.
The screening copy must have English subtitles.
The participant must mandatory have a screening copy on a USB drive or portable hard drive.
ACCEPTANCE OF THE RULES AND REGULATIONS
Any doubts that may arise regarding the interpretation of these rules, as well as any conflicts resulting from their application, will be resolved by the organization of the Lebu International Film Festival. Likewise, the organization of the Lebu International Film Festival reserves the right to establish specific exceptions to these rules and provisions in cases of force majeure.
Submission of the participation form for WIP CINELEBU, duly accepted, confirms the signatory’s participation in this call and implies acceptance of all its terms and conditions by the participant. Any matter not provided for in these rules shall be resolved by the festival organization.
