Inconvenient Films is an international competitive human rights documentary film festival, taking place in various cities and towns accross Lithuania. Established in 2007 as an annual film event, it is currently the biggest documentary film festival in the country and the only film festival of this kind in the Baltic States region. The festival invites filmmakers, experts, activists and festival audience to appreciate and discuss the role of documentaries in reflecting and shaping our understanding of reality. The mission of this festival is to use award winning author driven films in raising awareness about human rights issues around the world, encouraging public debate on ways to address them.

Festival’s International Competition is dedicated to the films by new filmmakers – their first or second feature documentary. Films are selected considering artistic value, filmmaking skills and revelation of a relevant human rights topic. The Best Film is selected and awarded by international jury.

RULES AND REGULATIONS

1. GENERAL INFORMATION:

1.1. ABOUT THE FESTIVAL

Inconvenient Films is an international competitive human rights documentary film festival, taking place in various cities and towns accross Lithuania. Established in 2007 as an annual film event, it is currently the biggest documentary film festival in the country and the only film festival of this kind in the Baltic States region. The festival invites filmmakers, experts, activists and festival audience to appreciate and discuss the role of documentaries in reflecting and shaping our understanding of reality. The mission of this festival is to use award winning author driven films in raising awareness about human rights issues around the world, encouraging public debate on ways to address them.

Festival’s International Competition is dedicated to the films by new filmmakers – their first or second feature documentary. Films are selected considering artistic value, filmmaking skills and revelation of a relevant human rights topic. The Best Film is selected and awarded by international jury.

Besides international festival held in Vilnius, Inconvenient Films Festival also travels to towns throughout Lithuania.

1.2. SUBMISSIONS AND DEADLINES:

Submission to the Festival is open to mid and feature length documentaries, pertaining to broadly conceived human rights issues. No submission fee is applied.

Deadline for submissions is July 14.

1.3. SCREENING FORMATS:
The festival is able to screen DCP, Blu-Ray and DVD formats, DCP being the preferred format.

2. SECTIONS, COMPETITIONS, AND AWARDS

2.1.PROGRAMME SECTIONS
The Festival selects films for one international competition and a number of thematic non-competitive sections, retrospectives and special screenings. Films are selected by Festival’s selection committee. When selecting films, the committee concentrates equally on both artistic quality and human rights content.

2.2. INTERNATIONAL COMPETITION
International competition is for first or second feature and mid-length documentaries, which have not been publicly screened in Lithuania before the festival date. The winning film is selected by an international jury and is awarded the Best Film Award together with a cash prize of 1.000 (one thousand) Euros. The prize goes to the director(s) of the winning film. In addition to the Best Film Award the jury can hand out two Special Mentions.

2.3. AUDIENCE CHOICE AWARD
All films, screened during the festival, will be eligible to win Audience Choice Award. The winner of the award will be chosen directly by viewers. Audience Choice award will not be financial (except stated otherwise).

2.4. WITHDRAWAL POLICY:
After accepting the invitation to participate in the competitive section, the film cannot be withdrawn. Films, invited to non-competitive sections, cannot be withdrawn from the programme after August 15 of the given year.

2.5. PROMOTION:
Producers and distributors of films participating/winning in the competition section are requested to include in future promotional material the mention of participation in/winner of official competition at Inconvenient Films Festival, along with the festival's logo, downloadable from festival’s website at www.inconvenientfilms.lt .

3. SUBMISSION PROCESS

3.1.SUBMITTING CRITERIA:
Submitted films need to meet these criteria:
Feature and mid-length (minimum length 53 minutes) documentary films made in last 2 years. The timing requirement is not applied to particular film retrospectives and programmes, which are not open for general submissions.

3.2.SUBMISSION CONDITIONS:
Submission deadline is July 14. No submission fee is applied. Submit your films via Festhome.com. Participation in other festivals does not preclude participation in Inconvenient Films (however, for films to be selected to competition section, status of Lithuanian premier is required).

SELECTED FILMS

4.1. SCREENING MATERIALS AND DIALOGUE LISTS
Immediately upon receiving the notice of selection, but no later than September 13, the submitting party will provide to the Festival a screening copy of the film in the format agreed beforehand. The copy should be mailed to:

The submitting party shall also provide a dialogue list of the film in the original language and in English (when original is not English).

4.2. FESTIVAL CATALOGUE:
In order to compile the Festival Catalogue, for each selected film the Festival must receive a duly completed Entry Form. The Festival accepts no liability in the event that its publications reproduce inaccuracies in submitted materials. The written programme notes are entirely at the discretion of the Festival.

4.3. STILLS AND PHOTOGRAPHS:
The owners of the selected films are required to submit at least 3 (three) stills from the selected film in the highest available quality, as well as a photo of the director(s) in the highest available quality. The owners of the submitted films agree that these materials can be used for Festival’s promotion purposes.

4.4. TRAILERS AND EXCERPTS:
After selection of a film the festival is qualified to use excerpts from the film, with a maximum of 3 minutes, nationally and internationally for promotional purposes (for short films, the total duration of the excerpts is not to exceed more than 10% of the film's running time). The owners of the selected films are required to submit a trailer for the movie in the highest available quality.

4.5. PRESS KITS AND OTHER PROMOTIONAL MATERIALS:
The owners of the selected films are also encouraged to send press-kits (EPK) to be made available for distribution to the press and festival guests, as well as any other promotional materials pertaining to the film (posters, film soundtrack, press reviews etc.).

5. DISPATCH OF SCREENING MATERIALS OF SELECTED FILMS

5.1. PRINT AVAILABILITY:
Unless authorized by the Festival, the screening materials must be made available for the whole festival period and must arrive in Lithuania before September 13th. The sender is requested to inform the Festival on the means of dispatch, date of shipment and Airway bill number.

5.2. SHIPMENT POLICY:
Festival organisers shall bear the costs of shipment of screening materials to Lithuanian from abroad, provided that Festival’s official currier is used (the currier will be indicated with the film’s invitation to Festival screenings).

The return shipping expenses are to be covered by the submitting party.

The submitting party shall bear the costs of shipping broadcast materials if such is performed from Lithuania, while organizers shall bear the costs of returning such materials to the submitting party.

5.4. PROFORMA INVOICE
In order to minimize shipping costs (including customs duties), a proforma invoice must accompany the screening materials stating the name of the sender, the title of the film, format, length and whether it is in colour or black & white. Please state: "Temporary export. For cultural purpose only. No commercial value. " in the space requesting the shipment’s value.

5.5. RETURN OF PRINTS:
All screening materials will be returned within four weeks after the Festival. It's the responsibility of each participant to inform the Festival in due time on (or any change in) the details of the return address as well as the desired date of arrival at the return address.

6. SCREENINGS

6.1. SCREENING MATERIALS IN LITHUANIAN LANGUAGE:
Submitting party consents to transfer of the film from the screening materials submitted to DVD or Blu-ray for the purpose of recording the Lithuanian language version.

6.2. NUMBER OF SCREENINGS:
A single Festival film may have a maximum of 2 (two) screenings during the Inconvenient Films Festival in Vilnius and anther 3 (three) screenings during the travelling festival in other Lithuanian towns.

6.3. TICKET PRICE POLICY:
Entry to all Festival screenings as well as all accompanying events is free of charge (only donations may be asked from the viewers).

7. OTHER NOTES:

7.1. Since the festival is a non-profit initiative, the festival organizers pay screening fees only in exceptional cases. Instead, the festival organizers prefer to invite one person of each selected film to participate in the festival, covering his or her travel expenses, accommodation (2 nights in Vilnius during the festival) and subsistence. No per diem payments are paid.

8. FINAL PROVISION
The registration to participate in the Inconvenient Films Festival will be taken as acknowledgement of the above regulations. Festival management reserves the right to take a decision on all those matters that are not specifically covered in the regulations and to permit exceptions in extraordinary and justified cases. The right to decide on matters not explicitly covered in these regulations rests with the festival management.
