General regulations

International Festival Screen Culture “Thelovetcheskoje Kino” (hereinafter - Festival) is held among collectives (groups) of youth production in different forms of art, connecting with cinema, television, photography and different digital technologies.

Festival events are directed to formation and evaluating new global culture of production and reproduction age-diverse communicative samples of generations interplay and provides conditions of establishing new information community (environs), new culture of information society, where social-noetic (immaterial) factors of evaluating are information and knowledge. Festival holding promotes establishing of screen culture as a part of general information culture of present society.

General guiding of Festival methodology and organization is brought into action of Educational Complex “Nasha Shkola” (Russia, Novosibirsk).

Time, conditions, place and procedure of organization and holding of regular Festival are annually established of special document – Standing Order of Holding.

- Diplomas of participants;
- Diplomas of winners;
- A statuette of the festival;

Children’s, children-youth, youth, children-adult collectives of photo-, cinema, video production can be invited for having a part in the Festival, all who share the idea and tasks of Festival and who orienting to demonstration of samples as love, kindness, care, friendship, to positive presenting of problematical situations and suggestion how to solve them.

All works, declared and sent for having a part in the Festival, are checked with previous selection. There works, which are accessed to competition programme, should correspond with following conditions:

Themes of photo-video-works and animation films correspond to the main idea and tasks of Festival;

Declared works are made by children, children-youth, youth or children-adult collective in the conjoint creating, beginning from the thinking about the idea and ending with implementation in made product. The age of 19;

Number of works, getting from the one studio for participation in a nomination is defined of Standing Order of Holding;

Each work is attended by an application form, author's annotation about the film;

For participation authors who are under age there needed written acceptance of their parents or law representatives.

Format of sending works is defined of Standing Order of Holding.

Foundational nominations.

The best works are defined in the following nominations:

- The best short of film
- The best informational analytic subject
- The best video or photo sketch
- The best animated film
- The best photo work

The list of nomination can be corrected by the Festival Organizing Committee and it is instated annually of the Standing Order of Holding.

Conclusion about the access of declared works to competition program is admitted by professional jury from the membership of the Festival Organizing Committee.

Estimate of works, accessed to the Festival competition program, is done by professional and social (public) children-adult jury:

Professional jury decides the winner in the each nomination, according to sum of scores with instated set of criterions;

The public children-adult jury chooses the leader during open review by the way of public opinion voting.

Rights of the works, participating in the Festival

According to Regulation of the 4th part of the Russian Federation Civil Code, from 18th of December, 2006, № 230 – FZ (ФЗ), copyrights on works are belonged to authors of their works.

The organizer is allowed to use sent to Festival works by the following ways without any royalty fee (award):

- to reproduce fragments of sent works in the local media sources, posters, billboards and other different information sources;

- to use them in the advertisement material, dedicated to Festival;

- to demonstrate the works in the exhibitions, film reviews, other public events, on the TV channel www.praxistv.ru and public them in the Internet resources, dedicated to the Festival;

- publish photos in the media sources with nonprofit basis. In case, if the publishing or electronic company express a wish to set forth materials with commercial aims, conditions of making it public must be discussed with authors of the materials and stipulated in the agreement.
