Felina was born in 2015 as an appointment in the city with national cinematography based on our motivation and the enthusiasm of the first allies. We develop national and international film functions in theaters, auditoriums and educational establishments of Linares, along with training activities. We want Linares to be a pole for artistic creation, dissemination and exchange for the entire Maulina area. All our activities are free and our desire is to generate collective aesthetic experiences in spaces in the region. In 2020 we developed our first online version.

8th National e International Film Festival FELINA 2022

1. Background

1.1 Felina was born in 2015 as an appointment in the city of Linares with national cinematography from the enthusiasm of a group of young people. As time has passed, the festival has established itself as a relevant space for the training of local audiences and the dissemination of national and Latin American cinema in the south-central area of ​​Chile.

1.2.The festival is held during the third quarter of each year attracting the interest of an active and growing public. We seek to be a space for enjoyment and democratic and inclusive social exchange.

1.3 Our programming is completely free and includes mediation activities to open spaces for independent cinema in an area where film culture is in full swing. The curatorial line of the festival rests on social issues and universal themes such as family, postmodernity and human sexuality.

1.4 The 8th National e International Film Festival FELINA will be held virtually between October 18 and November 3, 2022.

1.5 The festival presents the following sections:

-International Feature Film Competition (Vintage of the Year)
-National Short Film Competition (Felina.zip)
-National Music Video Competition (Felina Clips)

2. Description of the categories.

2.1 International Feature Film Competition (Vintage of the Year)

-Admits only Fiction and Documentary
-No video art or experimental
-Premiere after January 1, 2021
-Projects its premiere in commercial theaters or streaming services on a date after November 03, 2022.
-Admits Operas Primas
-Duration: between 60 and 110’
-Filming Countries: Any of South America
-Countries of Production: Any of South America (Includes co-productions with other countries from the rest of the globe)
-Themes: Family, Internet, Adolescence, Rurality and others
-Language: Spanish, Portuguese
-Spanish subtitles

2.2 National Short Film Competition (Felina.zip)

-Admits only fiction and documentary
-No video art or experimental
-Premiere after January 1, 2021
-Projects its premiere in commercial theaters or streaming services on a date after November 03, 2022.
-Admits Operas Primas
-Duration: between 05 and 20’
-Filming Countries: Chile
-Countries of Production: Chile
-Themes: Family, Internet, Adolescence, Rurality and others
-Spanish Language

2.3 National Video Clip Competition

-Chilean or foreign artists with permanent residence in Chile
-Genres: Rock, Pop, Electronic, Urban.
-Premiere after January 1, 2021
-Admits Operas Primas
-Duration: between 02 and 06’
-Filming Countries: Chile
-Countries of Production: Chile

3.- General application requirements

3.1 Each author may submit only one work to each section of the festival.
3.2 The registration of works has no cost.
3.3 Entries can be made from May 7 to 11:59 p.m. on July 7, 2022.
3.4 Films must belong to the documentary or fiction genres.
3.5 language: In case of not being spoken in Spanish, the film in application MUST HAVE subtitleS IN SPANISH. The producer must provide a copy with subtitles printed on the screen or provide an .srt file in case of sending a MOV file. Failure to comply with this requirement implies elimination of the process.
3.6 The registration of films that are available for free on the internet while this call is in progress and even before the festival will not be accepted.
3.7 Registrations are made online and each participant must submit their film through the FESTHOME platform, completing all the information required.
3.8 Unfinished works are not accepted.
3.9 The filmmakers must own the rights to the material presented at the time of registration, including script, music, audio, photography, video and graphics.

4.- Special application requirements:

4.1 For National Feature Film competition (Harvest of the Year)

4.1.1 The films must have been directed by Chilean or foreign directors with permanent residence in Chile. Films by Chilean directors residing in other territories will also be admitted.
4.1.2 The duration of the films must be greater than 60 'and less than 100', credits included.
4.1.3 The official release of the film must have been after January 1, 2020
4.1.4 Premium traders are admitted in this section.

4.2 For short film competition (Felina.zip):
4.2.1 The films must have been directed by filmmakers with permanent residence in Chile, Peru, Argentina and Bolivia.
4.2.2 The duration of the films must be greater than 10 'and less than 30', credits included.
4.2.3 The official release of the film must have been after January 1, 2019.
4.2.4 This category does NOT admit first operas.

4.3 For competition of short films in the Maule region (Felina Maulina):

4.3.1 The films must have been shot in the Maule region by Chilean or foreign directors with permanent residence in Chile.
4.3.2 Films must have a duration of more than 5 'and less than 30' (credits included)
4.3.3 The release of the film must have been after January 1, 2018
4.3.4 This category supports firsts *

5.- Evaluation

5.1 For all the sections, a team made up of programmers, audiovisualists, journalists, artists and representatives of our audiences, will carry out an exhaustive work of review and discussion of titles to shape the official selection of the 2022 version of the festival, its decisions to this respect are final.

5.2 The selected works will be presented virtually between October 12 and November 12, 2022 on the website www.felina.cl

5.3 The work of programming titles will focus on evaluating, with respect to each film:

Narrative Structure
Screenplay
Staging
Edition
Sound

5.4 The producers of the selected works will be contacted by email no later than August 30, indicating the status of their application and the next stages of the process.

5.5 Exhibition Copy: the exhibition copy may be sent in high quality MOV HD container video format and low compression H.264 codec.

5.6 In the event that a film is selected, the producer, director or distribution house must send a trailer or trailer of the film in professional video format, as well as the poster and promotional materials of the film indicated by the festival.

5.7 Taking into account the circumstances currently being experienced or that could arise from the health crisis caused by the COVID-19 epidemic, the participation of the directors, directors or representatives of the selected films could be carried out virtually.

6.- awards

6.1 There will be two prizes for each of the competitive sections of the festival. Jury Award and Audience Award.

6.2 In the case of the public award, the choice of the winning film will be made through popular vote in a transparent and public process. For its part, a specialized jury, made up of 3 professionals, will award prizes for each category.

6.2 The winning work of each section will receive an award made by hand by artists from the province of Linares.

6.3 The winning works will be promoted in a dissemination process that includes the development of graphic pieces and a press release that will be distributed to a series of digital, radio and written media in the Maule region and the rest of the country.

7.- Final considerations

7.1. Once nominated, the film cannot be withdrawn by the participants if it is selected.

7.1 Each film may be exhibited in person at 3 different functions, and for 10 days on the web, in the case of virtual exhibitions.

7.2. The organization reserves the power to discard a work that, once selected, does not comply with the contest rules.

7.3 Any situation not indicated in these rules will be resolved by the organizing committee of the festival.

7.4 The works that participate in the eighth Linarense National Film Festival must accept the conditions of these bases.
