Cine Upar is an annual international and Colombian film festival that takes place in Valledupar in Cesar, with the aim of facilitating the circulation and exhibition of national and international film productions, while providing a screening sale for the cinematography made in Valledupar alluding to vallenato music and culture and that made by the ethnic groups located in the Sierra Nevada de Santa Marta and in the Serranía de Perijá.
We value the creative freedom of national and international filmmakers, so in our selection there will be a space for films of any format, extension, genre or technique, as long as they are productions of quality, relevance and cinematographic relevance according to the criteria and bases of the festival. The viewing and deliberation of the films will be in charge of the Programming or Curatorship Committee, made up of a group of cinephiles, experts in cinematography and topics related to the theme of the section who share criteria with the artistic direction of Cine Upar.
Clapperboards will be awarded to the winners of the Vallenato short film, ethnic, video clip, fiction and documentary sections. For national and international fiction and documentary feature films, there will be certifications.
⎯ Short and feature films produced since 2020 with a minimum duration of seven minutes can participate, in the categories of Fiction and Documentary
⎯ The cinematographic pieces must be national productions, Colombian co-productions or directed by Colombians.
⎯ Films must be spoken in Spanish or must be subtitled or dubbed in this language.
⎯ Colombian and international short film is one whose duration is not less than 7 minutes and a maximum of 15 minutes, the maximum time recommended by the Cine Upar festival.
⎯ A Colombian feature film is a film whose duration is not less than 70 minutes
⎯ The decisions to include, exclude, reclassify, program or not in any exhibition or section made by the Programming or Curatorship Committee will be final.

- Ethnic productions will be those made and produced by filmmakers from the ethnic groups of the Sierra Nevada de Santa Marta and the Serranía de Perijá, limited to the departments mentioned in the criteria of each section.
⎯ The sections will not be competitive, being part of the Official Selection will give the films the opportunity to get in touch with the rural public, learn how each production is received, in addition to generating contacts with agents of the audiovisual industry, academia, film buffs and filmmakers in general.
⎯ If the call for entries is closed, and the Programming Committee considers that the registered titles do not meet its expectations, it may freely invite films to be part of the sections, even if they have not been part of the call.
