The Caracas Ibero-American Film Festival was born with a clear intention of serving as dissemination and recognition for any type of cinematic expression of Ibero-American directors or productions of first and second works, fiction and documentaries, feature films and short films, student and professional productions. All can be postulated at the festival that, beyond its competitive character, for the selection of the independent pieces of the current film scene.

The first initiative to create a Caracas Film Festival arose with its founding in 2003; however, it was suspended after five editions and has now been refounded again.

The Caracas Ibero-American Film Festival is part of the National System of Film Festivals and Samples in Venezuela (SNFMCV), independent association created under the authorization of the National Autonomous Film Center (CNAC). The Festival is an IMDB qualifying.

The Festival was refounded at the initiative of the writer and filmmaker Francisco Villarroel to promote independent cinema in the Ibero-American region, mainly from new filmmakers.

The following prizes will be awarded:

LION OF CARACAS: The most important recognition of the festival to the best production regardless of the category.

FEATURE: Best Film, Best Direction, Best Actor, Best Actress and Best Screenplay.

SHORT FILM: Best Short.

DOCUMENTAL: Best Film and Best Short.

STUDENT: Best Short.

INTERNATIONAL: Best Film and Best Short. Special recognition for the best work.

SPECIAL JURY PRIZE: Awarded to the Ibero-American production, regardless of its category, which without having obtained the previous prizes, are considered a superior work in all its artistic and technical aspects.

DIRECTOR AWARD: Awarded by the Director of the Festival to the best Venezuelan Feature and Short Film, unless those films have obtained the previous prizes.

AUDIENCE AWARD: Granted by the public.

RULES:

The Caracas Ibero-American Film Festival will be held from February 26 to 28, 2024, taking into account the following bases:

1. Works must be submitted to the festival through Festhome, the registration platform proposed by the organization.

2. The call will be open to Ibero-American films and an international exhibition. The official language of the festival is Spanish. The works can be presented in their language of origin other than the official one, but subtitled to Spanish or english.

3. The organization of the Festival will be responsible for selecting the films in competition, from all the postulates to each category. The organization will contact the persons responsible for the selected works by digital means, through the email that they must indicate at the time of registration.

4. The deadline for the shipment of works shall begin on May 1, 2023 and February 15, 2024. The organization reserves the right to extend the deadline or change the dates, if it is necessary.

5. The application will be subject to the payment of a non-refundable registration fees.

6. All winners and nominees will receive a digital certificate ready to print.

7. The best film of the festival, regardless of the category, will receive the "León de Caracas" trophy at the Closing Ceremony.

REGULATION:

1. The theme of the festival is Ibero-American cinema in any of its genres.

2. The festival consists of several competitive
sections:

-Official Feature Films Section.
-Official Short Films Section.
-Official Documentaries Section.
-Official Student Short Films Section.

As well as an International Exhibition, without limit as to its date of completion.

3. All works that are considered within each section by their content or theme may participate in these categories. For the student section it must be accompanied by evidence that the work was done for bachelor's work and approved by the corresponding educational institution.

FEATURE FIMS: Productions made from 2020 and lasting 60 to 130 minutes, including credits, may participate in this section.

SHORT FILMS: Productions made from 2020 and less than 40 minutes long, including credits, may participate in this section.

4. Those responsible for the selected films shall provide the organization of the festival with promotion materials: photos, poster, press dossier, trailer, for the purposes of promoting the Festival on the website and on its social networks.

5. In case of selection, the organization will contact the persons responsible for the film.

6. The author or owner shall retain his/her intellectual right and shall be within his competence so much that the works submitted are not subject to any legal liability and that there are no rights to third parties.

7. The organization reserves the right to modify the prizes.

8. None of the prizes shall be financially endowed.

9. Registration implies acceptance of the regulations. Any issue not envisaged in this regulations will be decided by the organization of the festival. In case of doubt, the participants can communicate with the organization through the official email of the event.

10. The official selection shall have the right to use the corresponding laurel which will be sent to them digitally and will appear on the festival's website, while the winners of each category will receive a digital certificate for printing and will be sent the corresponding laurel, digitally.

11. The winning feature film fiction will be officially shown on the day of the annual event on its closing date.
