INTERNATIONAL SHORT FILM FESTIVAL IN SAN ROQUE (FICSAN 2024) 45 EDITION.

1.- The Municipal Delegation of Culture Luis Ortega Brú of the Illustrious City Council of San Roque, convenes the 45th Edition of the International Short Film Festival in San Roque, which will be held From May 27th to June 2nd., 2024 and will be open to all filmmakers, film collectives, film schools, associations and producers.

2.- The projection formats of the films will be:
- Video files in Full HD (1920x1080), with h264 codec and with a minimum bitrate of about 15,000, audio in AC3 or MPEG4 AAC, in a MOV or MKV file. If it has subtitles, these must be in STR or ASS/SSA formats.

- Silent or voiced, spoken in any language, subtitled in english for Spanish-speaking productions and subtitled in Spanish for the rest of the languages.

- Those films that do not meet these requirements will not be selected.

- That they have not previously participated in this festival with that film, its maximum duration being 20 minutes. Short Films that exceed this limitation will be disqualified.

3.- Only two films per author will be admitted, and they must be made after January 1, 2022.

4.- A selection of the short films presented will be made to choose those that will participate in the contest within the official section.

5.- The selected short films will be included in the catalog of the San Roque International Short Film Festival and will be shown in public sessions, limiting these to a maximum of 3 hours per projection day.

The CLOSING GALA will be held on June 1st, 2024.

6.- Films of an advertising nature, music videos, documentaries and those that use non-original material in more than 50% will be considered out of competition.

INSCRIPTION:

7.- The registration period will begin on December 1st, 2023 and will end on January 31st, 2024.

8.- The admission of short films will only be made by the FESTHOME platform.

SELECTION TO COMPETITION:

9.- Participants whose works have been selected will be notified before May 15, 2023. If after this date you have not received communication regarding the result of said selection, it will be understood that your film has not been selected to participate in our festival.

The projection copies in Full HD of the selected films must be in the possession of the festival organization before May 5th, 2024, and must be sent via wetransfer, googledrive or ftp services.

FESTIVAL JURY:

10.- The Jury in charge of proposing the prizes will be chosen by the Municipal Delegation of Culture "Luis Ortega Brú" of the Illustrious City Council of San Roque and will be made up of people of recognized prestige within the cinematographic world, a representative of the organization of the contest. Its composition will be published on the San Roque City Council Transparency Portal (http://www.sanroque.es/portal-de-transparencia), at least fifteen days prior to the deliberations.

The Jury will issue its decision in accordance with the evaluation criteria contained in sections 2, 3 and 4 of these Bases, and any of the prizes or categories may be declared void.

The operation of the Jury will be governed by the provisions of the third section of Chapter II Preliminary Title of Law 40/2015 of October 1 of the Legal Regime of the Sector Public.

Awards:

11.- The jury will award the following prizes:

- ESTEBAN GALLEGO AWARD FOR BEST SHORT FILM
SPANISH. Statuette + €1,000.

- BEST INTERNATIONAL SHORT FILM. Diploma.

- JUAN LUIS GALIARDO AWARD FOR BEST SHORT FILM
ANDALUSIAN. Statuette + €1,000.

- KINOVA AWARD FOR BEST PHOTOGRAPHY. SCD copy
and Trophy.

- “CINECADIZ” AWARD M. CADITAN SHORT. Trophy.

- PUBLIC AWARD FOR THE BEST SHORT FILM. Diploma.

- ASFAAN AWARD FOR BEST ANDALUSIAN DIRECTOR. Statuette.

- The jury may declare any award void, as well as grant any mention. Cash prizes are subject to withholding according to current tax legislation in the Spanish State. The gross amount of the prizes will be retained the amounts established by current tax regulations in Spain. In the case of foreign citizens, non-residents in Spain by the IRNR (Income Tax for non-residents). Cash prizes are subject to a withholding of 21% of their full amount.

Once the festival is over, it is essential that the winning authors report the form that will be sent to them duly completed, also attaching an ID, Certificate of ownership issued by their bank and Certificate of tax residence (in the case of foreign winners). Whether or not they belong to the European Union.)

The winners must send a thank you video in horizontal format. 1920x1080.

13.- Once a short film has been selected for the competition, it cannot be withdrawn until the completion of the festival.

14.- The participants, by the fact of being them, grant the rights of reproduction and projection of their short films during the development of the festival, as well as accept these bases and the resolutions to any situation, problem or change not included in them.

The list of award-winning short films may be reproduced in other activities organized by the San Roque International Short Film Festival (such as summer film cycles, school projections, events with sponsors, etc.) As long as they are collected by the festival organization and communicated to the winners).

15.- The official language of the San Roque International Short Film Festival is Spanish. These bases have their version in english.

16.- The Festival reserves the right to modify these bases, during the registration period of works, only as an exceptional case, attaching it as an "Annex" to this document.

17.- The decision of the members of the pre-selection commission as well as that of the members of the jury are confidential. Any attempt to contact between the creators of the works and these will mean automatic disqualification of the work in the contest.
