TERMS OF PARTICIPATION IN THE COMPETITION OF THE 4th. EDITION OF HUMAN RIGHTS FILM FESTIVAL:
“DIVERSE LOOKS” 2022
JUSTIFICATION
On the occasion of the celebration of International Human Rights Day, we will present from December 1 to 11, 2022, the 4th edition of the HUMAN RIGHTS FILM FESTIVAL, organized by the non-profit civil association, CIRCUITO GRAN CINE, the which, based on the concept of cinema as a tool for citizen education, has been dedicated for 25 years to the dissemination of cinema of cultural diversity in the country and to the defense and promotion of Human Rights.
The Miradas Diversas Festival, in addition to other activities, opens its contest aimed at awarding fiction or documentary films, short or feature films, in which issues related to the defense and promotion of human rights are addressed and alternative experiences of change are disseminated. With this Gran Cine contest, it seeks to encourage the production of this type of film as well as debate and critical reflection through the works and proposals of the participants. We want to present new views that are committed to social change and the full validity of human rights, in short, works that make it possible to change unjust realities and propose a better world are sought.
The contest is called under the following rules.
1.- DATE
The 4th Edition of the Festival on Human Rights DIVERSE LOOKS, will be held from December 1 to 11, 2022.
2. PARTICIPATION
Participation implies acceptance of the bases described here National or international works, of a documentary or fiction nature, made after January 2019, referring to any social issue that promotes respect for fundamental Human Rights in their broadest concept, may participate. Films or videos sponsored by commercial companies that turn out to be, due to their content, their advertising vehicles, will not be accepted, nor will propaganda films be accepted.
3. RIGHTS -
The act of registration automatically grants the organizers of the Festival the right to free, non-profit use of excerpts from the work for a maximum duration of 3 minutes for the promotional broadcast of the Festival on TV or other media, both during the Festival as on the occasion of exhibitions or later events.
The authors will be responsible if there is any claim in relation to intellectual property rights or image rights raised by the same people who appear in the works.
4. REGISTRATION
Registration must be made through the FESTHOME platform, following the corresponding instructions on said web pages. Having to fill out the registration form on the website itself and paying the rates indicated there. The registration deadline will be 08/15, 2022 at 11:00 p.m.
5 - REQUESTED MATERIAL
5.1 Only registrations made through the registration form, duly completed in all its parts and signed by the owner of the rights of the film, from the corresponding registration website: FESTHOME or FILM FREEWAY will be accepted. The filling and sending of the same constitutes the acceptance of all the regulations and the rules that are described in it. A digital copy of the registration will be automatically sent to the festival team.
5.2 To be registered, the films must be in Spanish or subtitled in Spanish.
5-3 Films with a duration of up to 60 minutes are accepted and considered in the short film category and feature films are considered from 61 minutes.
6 – SELECTION
6.1 The Selection Committee reserves the right to select the films to participate in the Festival, to place them in the sections, competitive or not, and to program them the number of times it deems appropriate.
6.2 The authors of the selected works will be notified with enough time to send the access password to a projection copy in digital format H264 with a minimum of 6Mb/s for HD, exhibition quality, in order to guarantee the quality of the same
6.3 The selected films will be downloaded on a server, with anti-piracy protection protocols, correctly labeled with the title of the film, the name of the director, duration, format, subtitles (if any), identification code assigned by the system once accepted. the registration form. This material will only be used in the official programming of the Festival and will not be disclosed or transferred to third parties.
6.4 Once a work has been selected and if it is not possible to contact the director, producer or any other contact established in the registration form, the festival will have the right to project the selection screener if it considers its quality to be optimal.
6.5 All promotional press and broadcast material, posters, postcards and presskits available for the selected films must be sent by email to festivalmiradsdiversas@gmail.com
6.6 Once selected, no film may be withdrawn from the program.
7. PUBLIC DISPLAY
The festival will be held in mixed mode: virtual (online) and face-to-face in movie theaters and alternate spaces. The main programming of the festival will be available to the public through the IMPACT FILMS platform of the Gran Cine Circuit.
8. SELECTION COMMITTEE:
The selection committee will be made up of specialists, academics, critics and filmmakers and will be chaired by the Director of the Festival and the General Director of Gran Cine
9. JURIES
The jury of the contest will be made up of qualified professionals from the audiovisual sector, organizations and activists for the defense of Human Rights, outside the organization of the Festival. All the juries may award special mentions if they consider it pertinent. Other prizes and eventual mentions will be announced during the festival. People who have interests in the production and/or exploitation of the films presented in competition may not be part of the Jury. The votes of the Jury will be secret, and the decisions must be adopted unanimously. Their decisions will not be subject to appeal.
9. COMPETITIVE SECTIONS: The following prizes will be awarded:

10. NON-COMPETITIVE SECTIONS AND SAMPLES
In this fourth edition samples will be made out of competition
11 - COSTS, SHIPPING AND RETURNS
Registration for the Festival has a registration fee published on the FESTHOME. The Festival will not accept submissions outside of those stipulated by the indicated platforms.
The participation of the films in this non-profit Festival, with mostly free or very cheap tickets, does not foresee the payment of rights or expenses by the organization.
12 - CATALOGUE, PRESS, PROMOTION
Those responsible for the films selected for any of the Competitions undertake to include in all their press and publicity material the phrase “Official Selection of the Human Rights Festival DIVERSE MIRADAS 4a. 2021 edition.
13 - TRAVELING EXHIBITIONS
The award-winning films may be included, after the Festival, in itinerant cycles and special non-profit functions organized during the first quarter of 2023, programming about which their directors will be informed.
14 - ACCEPTANCE
Participation in the Diverse Views Human Rights Festival 4a. 2022 edition, implies knowledge and full acceptance of these bases and conditions. Any exception, doubt or conflict will be evaluated and resolved by the organizing committee of the festival.
The person in charge of each selected film undertakes to notify the Festival before October 1, 2021, of any planned screening in the City of Caracas before and during the Festival. Each particular situation will be evaluated by the Festival Organization and may determine the inclusion or exclusion of said film in the final program.
