II. Festival De Cine De Discapacidad, Gipuzkoa Y Eliminar Las Barreras De Comunicación ()

Festival start: 18 October 2019      Festival end: 25 October 2019

1.Between the 15th and 25th of October 2019, the selected works will be displayed in different towns in Guipuzcoa. On the 25th in Hernani the verdict will be made public and the awards Festival will be celebrated.

Cash Prizes: 1,000€

15.The prizes awarded by the jury will be the following:

•Award for Best Feature film, movie or documentary: 250€ and certificate

•Best Medium Award: 250€ and certificate

•Award for Best Short Film: 250€ and certificate

•Award for the best topic on disability: 250€ and certificate

Note: Animations are allowed for both short films, Medium,feature films, movies or documentaries.

2.The films submitted to the contest must not have any commercial purpose or explicit publicity.
3.The works presented can contain any topic as long as they treat disability. It is also possible that the actors and actresses working on it to be people with disabilities.
4.All the works presented must be accompanied by a report with requested information. This base is COMPULSORY.
In addition, it will be essential to summarize the work done by specifying the relationship with the disability. In fact, the aim of this festival is to let people know about the different disabilities and to sensitize them.
In case of not specifying the relationship with the disability, the jury will not show the film.
Also, two photographs of some sequence of the film and a poster (in the case of having it) should be included for the subsequent publicity that will be made of the festival and the promotion of the film.

5.The film or documentary can be made in any audiovisual format, but the display copy must be presented in System 720HD, 2080 HF FULL or higher. The copy will remain in the ownership of the organization and become part of the festival´s historical background.

6.The duration of the works must be:

•Short film: A minimum of 5 minutes and a maximum of 30minutes
•Medium: A minimum of 30 minutes and a maximum of 60minutes
•Feature film: A minimum of 60 minutes and a maximum of 90minutes

Work that exceeds that duration or does not reach the minimum of the same, will not be able to access the contest.

7.Films can be presented in any language, as long as they are subtitled in Spanish. Also, send the subtitles, even if it is filmed in Spanish (Indispensable requirement for making content accessible to deaf people).

8.Registration will be done online. And this inscription must be accompanied by:

•Photo of the aspirant (director, screenwriter …) in JPG or PDF format, with MAX A4 resolution.
•Trailer of a maximum of 1 min duration and MOV or MP4 format with minimum resolution 720
•Poster in JPG or PDF format and maximum format A3.
•It will be essential to summarize the work done by specifying the relationship with the disability. In fact, the objective of this festival is to make oneself known the different disabilities and to sensitize the people.

10.The works can be documentaries, animation or adaptations of scripts. If the film generates copyright for any reason (music, script…), the expenses will be covered entirely by the authors and/or owners of the film, prior notice to the organization of the festival.

11.If in the film appears a minor, people who are protected or need legal authorization, should communicate to the Organization in advance and also submit such authorizations to it. If this is not the case, the organization is not responsible for any claims it may cause, being the creators and/or owners of the film responsible.

12.The organization will be in charge of making the selection of the works that will be exhibited in the contest and those that opt for prize. It will also be responsible for choosing the jury.

13.Of all the works viewed, the finalists will be chosen among which the different prizes will be decided later.

14.The decision of the jury will be final and cannot be questioned legally.

15.The organization will contact the festival nominees in advance, so that they can come to the screening of their film in order to be able to present it personally.

They will also inform the award recipients of their award for their collection. If you are unable to do so personally, you must send someone from the team to pick it up. If no representative of the film comes to collect the prize, if it has been awarded, the 50% of the prize will be taken from the Festival Commission to decide how to manage it. On the other hand, the prize´s IRPF shipping cost or IVA will be deducted.

17.The organization will resolve, in a non-appealable way, any circumstance that may occur and is not specified in these bases, without right to claim, as well as those circumstances that are beneficial for the festival.

18.The participants, when registering for the competition, allow the Gainditzen Association to make a small advertising spot that will be broadcasted in; Television, relates websites, blog, Facebook, YouTube, etc. For this, a maximum of one minute of some films selected in the contest will be used, as well as some photographs. Also, the organization may use the films for future projection for educational and non-profit purposes.

19.The authors and/or owners of the films authorize the Association of Deaf people of Tolosaldea-Goierri, GAINDITZEN, to disseminate publicly and, in a convenient way, the same free or charge (a part from the prize that can be given in the contest) to exhibitions that organize GAINDITZEN in future dates or in events that the association carries out.

20.The acceptance of the present bases is obligatory. If the present bases are not accepted, it will not be possible to participate in the festival, with the registration being withdrawn.

21. Finally, should be kept respect for all the people of the Commission. If someone has a problem, claim sheets will be available.
