Invitan atodos los realizadores del mundo a participar en la IV Edición del Festival Mundial de Cine Extremo de Veracruz del 2 al 6 de JUNIO de 2015.
Invite all film-makers of the world to participate in the IV Edition of the World Extreme Film Festival of Veracruz from January 2nd to 6th, 2015.
El FMCEX 2015 abre su convocatoria para la inscripción en competencia de filmes extremadamente independientes de todas partes del mundo. // The FMCEX 2015 calls for submissions for our Official Selection of extremely independent films from all over the world.
FECHA Y LUGAR / Date and place
El FMCEX 2015 se celebrará del 2 al 6 de Junio, en Veracruz, Ver., México. // FMCEX 2015 will take place in June 2nd to 6th, 2014 in Veracruz City, Mexico.
SECCIÓN OFICIAL // Official Selection
a) Largometraje de ficción. Duración superior a 60 minutos. // Full-length fiction films. Run time: over 60 minutes.
b) Largometraje documental. Duración superior a 60 minutos. // Full-length documentary films. Run time: over 60 minutes.
c) Cortometraje de ficción. Duración inferior a 30minutos. // Fiction short-films. Run time: not over 30 minutes.
d) Cortometraje documental. Duración inferior a 30minutos. // Documentary short-films. Run time: not over 30 minutes.
e) Cortometraje de animación. Duración inferior a 30 minutos. // Animation short-films. Run time: not over 30 minutes.
f) Cortometraje experimental. Duración inferior a 30 minutos. // Experimental short-films. Run time: not over 30 minutes.
ACTIVIDADES PARALELAS // Parallel Activities
El FMCEX, además de la competencia, incluye convivencias y el homenaje a un representativo cineasta independiente. Se programarán las cintas del cineasta elegido durante el Festival. // Besides the competition sections The FMCEX includes connivances and a tribute to a representative independent filmmaker. The films of this artist will be programmed during The Festival.
REGLAMENTO PARA LA PARTICIPACION EN LAS SECCIONES EN COMPETENCIA // Regulation for participating in the sections in competition.
INSCRIPCIÓN // Registration
I Para participar en el FMCEX 2015 las películas deberán ser inscritas a partir de la publicación de esta convocatoria y hasta el jueves 15 de Febrero de 2015. Todas las inscripciones son gratuitas. // To enter the FMCEX 2015 all movies must register from the publication of this call until Febraury 15th, 2015. All submissions are free.
II Para inscribir las películas es obligatorio // For registration of films it is required:

b) A la inscripción es indispensable enviar por servicio de mensajería o entregar en persona: // It is necessary to send by a fast Courier service or in person the following:
- Dos copias en DVD o Blu-ray (NTSC) del corte final. // Two copies on DVD or Blu-ray (NTSC) of the final cut.
- Las copias deben estar claramente etiquetadas (nombre de la obra, director, duración y sección a participar) y en una caja de plástico. // Each copy must be clearly labelled (name of the work, director, runtime and submitting section) and in a plastic box.
- Copia de la ficha de inscripción impresa en papel y firmada en original. // Copy of the registration form on paper and signed in original.
- Únicamente en caso de cortometrajes que cuenten con link de descarga (dropbox, vimeo, etc.) en Full HD enviar URL junto con ficha de inscripción firmada a fmcexveracruz@gmail.com. // Only in case of short-films, which have a download link (dropbox, vimeo, etc.) in Full HD, send URL along with a signed registration form to fmcexveracruz@gmail.com
III La fecha límite de recepción es el 15 de febrero de 2015 en la dirección postal del FMCEX. // The deadline for receipt is Febraury 15th., 2015 at the postal address of FMCEX:

IV Bajo ninguna circunstancia habrá devoluciones de material inscrito, impresos o DVD/Blu-ray. Los gastos del proceso de inscripción, incluido el envío, serán cubiertos por el participante. // Under no circumstances will there be returns of registered stocks, printed material or DVD/Blu-ray. The expenses of the registration process,including shipping, will be covered by the participant.
V Las películas a competir deberán ser producciones ultra-independientes de los cinco continentes rodadas en cualquier formato. // The films in competition must be ultra-independent films from all of the five continents shot in any format.
VI En la categoría de largometraje, el presupuesto deberá ser inferior a 100,000 Euros. Cortometrajes de presupuestos inferiores a 10,000 Euros. // In the feature film category, the budget must be less than $100.000 Euros. Short Films budgets must be lower than$10,000 Euros.
VII Pueden competir aquellas películas que para su realización no hayan contado con apoyos del Gobierno mayores al 25% de sus presupuestos. // Those films that can compete have not received government support greater than 25% of their budgets.
VIII. Las películas a competir no son producidas por grandes compañías productoras o estudios tras-nacionales o de sus propios países de origen. // All films have not been produced by any big company, or any local or overseas studio.
IX. En el caso de los largometrajes, la duración mínima será de 60 minutos. En el caso de cortometrajes, la duración máxima será de 30 minutos. // In the case of feature films the minimum lenght is 60 minutes. And short films have a maximum lenght of 30 minutes.
X. Una entidad o persona acreditada como responsable deberá realizar la inscripción de la película y entregar la ficha de inscripción debidamente llenada y firmada. En caso de que la película sea seleccionada esta información será utilizada para la edición del catálogo. // An entity or accredited person responsible must register the film and send the registration form properly completed and signed. If the film is selected, this information will be used for editing the catalog.
XI. Una vez inscrita y seleccionada, la película no podrá ser retirada. // Once submitted and selected, the film may not be withdrawn.
XII. Toda película participante, sin excepción alguna, deberá tener su primera exhibición entre el 2013 y 2015. // Any participant film, without exception, should have their first exhibition between 2013 and 2015.
XIII. Para participar es indispensable que la presentación de la película sea al menos Premiere en México, es decir, no haber sido exhibida previamente en la República Mexicana. // It’s essential that the showing of the film it’s at least Premiere in Mexico, ie not have been previously exhibited in Mexico.
XIV. En el caso de que una película no llegue en el formato establecido será retirada de la sección oficial. // If a film does not arrive in the required format it will be removed from the official section.
PELÍCULAS SELECCIONADAS // Selected films
Las películas seleccionadas para participar en el FMCEX 2015, recibirán la notificación antes del 15 de Abril de 2015. // The films selected to participate in the FMCEX 2015, will be noticed before April 15th, 2015.
I Las copias de las películas seleccionadas que no estén habladas en español, deberán tener subtítulos en este idioma o en inglés. // Copies of the selected films that are not spoken in Spanish must be subtitled in Spanish or English.
II El formato de proyección deberá ser Blu-Ray, DVD o archivo Full HD. // The screening format must be Blu-Ray, DVD or Full HD file.
III Todas las cintas seleccionadas otorgan al Festival Mundial de Cine Extremo de Veracruz el derecho a utilizar fotografías, vídeo, imágenes y sonido de las películas para fines promocionales del evento. // All selected films give the World Extreme Film Festival of Veracruz the right to use photographs, video, images and sounds from the films for promotional purposes.
IV El FMCEX 2015 establecerá el orden y la fecha de exhibición de las películas seleccionadas. // The FMCEX 2015 establishes the order and the date of screenings of the selected films.
V La selección oficial se realizará de manera profesional por el Comité de Selección del FMCEX // The official selection is done professionally by the Sellection Comitee of the FMCEX.
VI El FMCEX no paga por el alquiler de los trabajos presentados para ser exhibidos. // The FMCEX will not pay for the rent of the works submitted for exhibition.
VII Si la compañía productora desea colocar en sus materiales promocionales la imagen del premio otorgado por el festival, el Comité Organizador proporcionará el logotipo oficial en formato digital. // If a production company wishes to place on their promotional materials the image of the prize awarded by the festival, the Board will provide the official logo in digital format.
ENVÍOS Y TRASLADOS // Shipments and transfers
Todas las copias de exhibición deberán llegar a las oficinas del FMCEX, a más tardar el 10 de Mayo de 2015. Las copias de exhibición deberán ser entregadas a través de mensajería. Incluir en el envío la leyenda: USO EXCLUSIVAMENTE CULTURAL Y SIN VALOR COMERCIAL. El FMCEX no cubrirá gastos aduanales para liberar la mercancía. El productor o institución que inscribió la película seleccionada deberá correr con los gastos de envío, sin excepción. // All screening copies must reach the offices of FMCEX no later than May 10th, 2015. Screening copies must be delivered through a courier service or registered mail preferably. Include insending the statement: NO COMMERCIAL VALUE. CULTURAL PURPOSE ONLY. The FMCEX will not cover customs fees to deliver the goods. The producer or institution that entered the selected film must pay all the shipping costs, without exception.
CONDICIONES GENERALES // General terms
La Dirección del FMCEX 2015 tiene el derecho a la interpretación de cualquier caso no previsto por el presente reglamento. Los casos no previstos serán revisados por el Consejo Directivo del Festival. // The General Direction of FMCEX 2015 has the right to interpret any case not covered by this regulation. The cases not provided will be reviewed by the Board of the Festival.
La participación de una película supone la plena aceptación del reglamento. El incumplimiento de uno o más artículos puede implicar la cancelación de la participación en el FMCEX 2015. // The participation of a film implies full acceptance of the rules. Failure of one or more items may involve the cancellation of participation in the FMCEX 2015.
COMITÉ DE SELECCIÓN Y JURADOS // Jury Selection Committee
El Consejo Directivo del FMCEX, a través de la Dirección General, designará a los integrantes de los comités de selección, quienes decidirán sobre la conformación de las secciones en competencia; reservándose la Dirección la posibilidad de invitar directamente a determinadas películas y/o aplicar excepciones. // The Board of Directors of FMCEX, through the General Direction, shall appoint the members of selection committees, who will decide on the formation of competing sections, objecting the Direction the possibility of inviting certain movies or decide exceptions.
Posteriormente seleccionará a los jurados de las secciones competitivas, quienes otorgarán los premios. Los jurados estarán formados por personalidades nacionales y extranjeras de renombre en el campo de la cinematografía, o en el quehacer cultural. No podrán formar parte del jurado personas involucradas en la producción o promoción de alguna de las películas en competencia. La decisión del los jurados será inapelable. // Afterwards, the Board will select the members of the Jury for the competitive sections who will award the prizes. The jury will consist of national and international personalities of re-known fields of cinematography or cultural activities. The members of the Jury shall not be involved in the production or promotion of any ofthe films in competition. The decisions of the judges are unappealable.
