General terms of the competition


Forewords: Amateur or professional, Muslim or non-Muslim, everyone can participate. Your participating video in the Mokhtar Awards should not have been posted on YouTube, Dailymotion nor released anywhere prior to the contest. A video posted on the Internet or broadcasted in another Festival cannot be submitted to the competition.

Send your videos before the 31st of October 2014.

Maximum duration of a video: 20 minutes.

The videos can last 3 minutes, 5 minutes, 10 minutes or 15 minutes, it is not mandatory to make a 20 minutes-video. Remember: the most powerful messages are short.

Note: Dear participants ,we invite you to contact us before starting your filming and productions, to interview you in every city and country, take your stories and motivations. Use the contact form on the site.

This year, there are 3 categories:

Fiction
Examples of entries received last year : Video 1, Video 2 ou Video 3 (Subtitles in english available in Youtube)

Children (education)

Prize € 5,000 (for an educational project, an association, a school, etc)


Note : the prizes will be payed to the winners in euros and not US dollars (even though promos videos state prizes in USD for a better world promotion of the festival)

All the videos require two separate subtitle files: one in French (for hard-of-hearing people) and one in English (usually size SRT or SSA). The participants have to write and verify the accuracy of the subtitles. Optionally, subtitles in Arabic can be sent.

If you form a team, or if you participate on behalf of an association, appoint one person to be responsible. You can compete under a nickname if you don’t want your name to appear publicly and we will preserve your anonymity.

Send your video :

Applicants have to send a 30 seconds-trailer along with the video.

You must post the video on a private Vimeo or Youtube channel (with password) and deliver the link to our organization. You will also have to fill out a form.

Videos must then be sent on high-quality mode for the broadcast on a giant screen during the ceremony.

Candidates must not broadcast their videos publicly before the end of the ceremony (28 December 2014). After this date, they can use their videos as they wish and even participate in other Festivals.

1/ Jury selection:

The Ethics Committee will validate the videos, any problematic videos (content, context, controversial topic, etc..) will be discussed with the Ethics committee to avoid offending or shocking the audience of the Festival, which is mostly composed of families. We invite you to get in touch with our organization if you want to tackle a complex subject.

The artistic jury will select videos from all the entries received and approved by the Ethics Committee: 10 videos for the Fiction category, 5 videos for the Documentary category, and 3 videos for the Children category.


2/ Internet and second chance selection:

The non-selected videos by the artistic jury will be shown on the official website as well as on YouTube and Facebook. There will be internet votes and those votes (which equal YouTube views and Facebook shares) will provide the number of points for each video.

Voting formula below :

1 point = 1 vote on the Mokhtar website
1 point = 100 likes on Facebook
1 point = 50 shares on Facebook

(Within the limit of 250 points for Facebook sharing and likes)

The internet voting will last one month (From November, 15th to December, 15th 2014)

Fiction category : We will count the points at the end of the internet voting (December 15th, 2014) and the 5 fictional videos with the highest amount of points will be presented at the Festival and ceremony.

Documentary Category : We will add up the points at the end of the Internet voting (December 15th, 2014) and the 3 documentaries with the highest amount of points will be presented at the Festival and ceremony.

Kids category : We will add up the points at the end of the competition (December 15th, 2014) and the 2 ’children’ videos with the most points will be presented at the Festival and ceremony.

The Festival will last three days:

28 films will be presented during the 3-days Festival.

Filmmakers are invited to meet, share ideas and exchange during those three days, and possibly work together on future audiovisual projects.

During this period, the public, the jury and the directors involved will vote for the “best videos” in each category. The voting will be held over three days depending on the size and number of entries received, and the ceremony program.

The voting system will be fair: a weighting between public and jury will be applied. The organizer will ensure the fairness of the voting system in collaboration with the Ethics committee. The vote will be supervised by the jury to give the best experience to the Festival audience.

Changes since last year competition:

The Ethics committee validates every video. The Ethics committee is composed of key-figures involved in Muslim associations in France, religious Scholars and Scientists, as well as their students.

The artistic jury has more importance (it is to select 10 out of 15 videos in the Fiction category, and 5 out of 8 videos in the Documentary category)

The votes will all start the same day (for videos posted on the Internet). The videos will not be posted according to their date of reception.

Selected videos by the artistic jury will be viewed exclusively on the day of the ceremony. The viewers of the ceremony will see exclusive content. Then all content publicly available on the internet after the ceremony.

The Festival will last three days (Friday 26th – Saturday 27th – Sunday 28st, December 2014) and will end with the ceremony on the December 28st. During the first 2 days, the selection will be refined. Discussions, conferences, think-tanks will be held on the themes of Arts, Media and Islam.

Important : submitted videos must not compete in other Festivals before the end of the 2014 Mokhtar Festival.

Important : For the good organization of the competition, the candidates assign their Intellectual Property Rights to the Festival (cf. Rule n°10), for the whole duration of the competition.

The day after the Festival, (December 29, 2014) the candidates recover full ownership of their rights and can stream the videos at their convenience. The organizers retain the right to broadcast videos for its own promotion, distribution of the official DVD of the ceremony, etc..
