With national and international virtual sub-venues for the exhibition of competitions. Since 2018, CINELEBU is the only festival in Chile that qualifies short films for the Oscar® Awards in three categories: International Animation, Regional Fiction, and International Fiction. and since 2023, qualifier for the Goya Awards and Marca Chile.

RULES 25th LEBU INTERNATIONAL FILM FESTIVAL

1. DATE OF THE COMPETITION
CINELEBU aims to offer Chilean and foreign audiovisual producers a window for the dissemination, marketing and distribution of short fiction, documentary and animation films, promoting audiovisual production of technical and artistic
quality, facilitating and generating spaces for making contacts, doing business, supporting and exchanging current and future works. It also promotes training, education and audiences.

3.2 Regional Fiction Short Film Category / Regional Documentary Short Film Category Official selection for works and filmmakers from Chile or abroad that highlight topics of regional interest and/or locations and/or characters, and develop
the fiction or documentary genre according to the category to be applied for, must include in their story locations other than the Metropolitan Region
(Santiago de Chile). Made and/or finished in the formats and conditions indicated in point 4. All works with their post-production process completed
between January 1, 2024 , and December 20, 2024 may participate. Works outside this deadline will not be considered.
3.3 Documentary Short Film Category INDIGENOUS PEOPLES OF THE WORLD
The objective is to promote and be a vehicle for the dissemination of audiovisual productions with themes related to indigenous peoples, which promote
respect, appreciation and recognition of the ancestral cultures of the world.
Indigenous and non-indigenous audiovisual producers from Chile and around the world who have produced projects that tell and show themes of indigenous
communities in any aspect may participate.
Each participant may submit the works they deem appropriate, complying with the technical characteristics. Works produced in 2024 will be received.
3.4 National Video Clip Category
Official Selection, national music video clips may participate: pop, rock, jazz, grunge, blues, country, heavy metal, indie, punk, soul. The piece must be an
original work and not an extract or extension of another work. The director must have the rights to the music used in the piece, otherwise CINELEBU reserves the right to reject it. The piece may be an original work of the PARTICIPANT, or it may be a piece commissioned by a company, and must have the express written authorization of the owner of the rights. It may not infringe any right of privacy and/or intellectual property (including any musical theme, unless it is licensed for use or is in the public domain). Failure to comply with any of
the above points will be grounds for disqualification. Video clips produced in
2024 will be accepted.
*ANY SHORT FILM THAT DOES NOT COMPLY WITH THE DEADLINES INDICATED IN THE PREVIOUS POINTS WILL BE EXCLUDED FROM THE SELECTION PROCESS.
4. GENERAL CONDITIONS OF PARTICIPATION MANDATORY (the omission of any of these indications will leave you out of the competition)
APPLIES TO ALL CATEGORIES IN COMPETITION.
4.1 The deadline for you to provide us with information about your short film and the link for pre-selection is 12/20/2024 and the deadline for you to provide us with your screening file in case of being selected is 02/28/2025, and you must
send it to concurso@cinelebu.cl
4.2 For the selection and screening process, you must send your works through the platform: https://festhome.com/
4.3 The alternative way to send works free of charge is by filling out the form on the page www.cinelebu.cl , all fields must be filled out correctly, there are mandatory fields, in the form you can upload the viewing and/or projection file ( max 3 GB) according to the specifications of point
4.5 and the requested photographs
must have a minimum of 300 dpi ( max 10 MB).
4.4 The synopses submitted must not exceed 5 lines in Arial font size 12 .
4.5 Only these 2 formats are accepted as projection files:
4.5.1 Format and codec : DCP 2k flat or open scope , closed DCP will not be allowed, 5.1 sound or Quicktime or MP4 (MPEG4/H.264/AVC or H265/HEVC)
or Quicktime (prores422HQ or prores422)
4.5.3 Aspect: 16/9, if your movie has any other aspect ratio, please send the adjusted projection file with letter or pillar boxes.
4.5.4 Image transfer rate of at least 30000 Kbps CBR (MPEG4-AVC / H.264)
4.5.5 Audio PCM or AAC Stereo 48Khz audio (without surround formats and if it is in AAC format, with a minimum transfer rate of 256Kbps CBR).
4.5.6 If subtitles are required, they must be in Spanish and printed on the
image, in the active area of the image of the projected frame, otherwise
it will be out of focus and will not be received.
4.6 Competition screenings will be online through the Festhome platform . The mere fact of sending your short film to the competition means that you accept
the authorization to be screened in all territories and to be available during all the days of the festival. They will also be screened in person in the different rooms during the festival. All screenings, both online and in person, are free of charge.

4.8 Maximum duration 30 minutes including credits.
4.9 Works FILMED in the Metropolitan Region of Chile may only compete in the categories of short fiction film and international documentary, NOT IN THE
REGIONAL CATEGORY.
4.10 Failure to comply with the specifications detailed above is grounds for disqualification.
5. GENERAL AND MANDATORY BACKGROUND
5.1 The filmmakers and/or producers of the selected works in Competition must incorporate the CINELEBU Official Selection laurels before sending them for
official screening. Likewise, the short films that receive an award, in both cases, agree to include in their advertising and press material the phrase “Official Selection Lebu International Film Festival” or “Official Selection CINELEBU” as text or to include the Official Selection laurels awarded by the festival. Failure to comply with this point enables the organization to exclude the short film
from the official selection or, in the case of being the winner of a category, not to award the corresponding Awards or statuette.
5.2 The material sent will not be returned and will become part of the CINELEBU archive, for use in cultural and dissemination activities (non-profit).
If for any reason beyond the control of the organization the festival is not held, the material
will not be used in any activity of the contest.
5.3 By simply applying to these rules, the selected works automatically agree to authorize image extracts to promote the Festival’s Official Selection through
the media and online.
5.4 The festival is not responsible for the quality or content of prizes such as scholarships, master’s degrees, transfers, DCP, etc. These are given to the festival as sponsorships, therefore it will be the responsibility of the winner to contact the sponsor to redeem their prize. The festival undertakes to send the winner’s report, name and contact information to the winner and sponsor respectively
for processing.
5.5 The festival is not responsible for any possible infringements of copyright or music rights that may be incurred by the works received, these being always the responsibility of their producer and/or director and the works are authorized in their entirety by whoever owns the rights to public exhibition of the short film, both for in-person and online exhibitions. CINELEBU acts in good faith,
assuming that each producer is the owner of said rights, and each producer will assume as their own the claims that may be presented by third parties regarding these rights.
5.6 The filmmakers who have been selected for the Official Selection and are the winners agree that their works, according to the competition, will be exhibited in the different Sub-venues, replicas, extensions and shows that the festival has
in Chile and abroad. All exhibitions will be free of charge.
5.7 No physical prizes will be sent, unless the director/producer or another member of the team arranges for the shipment on their own; the festival will send a digital certificate to the winners by email.
5.8 Works that have already participated in the last qualifying process for both the Oscar and the Goya awards will not be accepted in competition.
5.9 A work that has been selected for the competition cannot be removed from the competition without paying all the expenses incurred by the festival for the
selection, publication and correction of the publications. This cost (US$150) will
be billed by the producer and once the payment is made, the work may be withdrawn from the competition, otherwise, the short film will not be withdrawn.
This applies to all competitions.
5.10 The Lebu Film Festival is held in person, notwithstanding the foregoing, and based on the promotion of the short film format, the different competitions are exhibited online for all territories, on a secure platform ( Festhome ) during
the days in which the in-person competition is held.
6. JURY
6.1 It will be made up of personalities from the audiovisual media, the arts, industry
and national and foreign culture.
6.2 There will be three official juries for each of the competing categories..
7. REGISTRATION OF WORKS IN COMPETITION
7.1 The registration of a work implies full acceptance of these rules.
7.2 The works received that do not comply with the general conditions of participation and the pre-selection requirements will not be entered. The organization of the competition reserves the right to make the decisions it deems appropriate for those cases not provided for in these rules.
6.3 The decision of the official and pre-selection jury is final.
6.4 The festival jury is equal.

The objective is to value and be a means of dissemination for audiovisual productions with themes related to the native peoples of Chile, which promote respect, appreciation and recognition of Chile's ancestral cultures.
Indigenous and non-indigenous audiovisual filmmakers from Chile and the world who have produced works that tell and show in the production themes of the native communities of Chile in any aspect may participate.
Each participant may send the works he/she deems convenient, complying with the technical characteristics, works produced in the year 2024 will be received.
