Short and full-length films will be awarded in which topics related to the violation, defense or promotion of Human Rights and disseminate alternative experiences of change are addressed.

Short films up to 20 minutes long and feature films from 60 minutes are considered

1. BEST FICTION FEATURE FILM AWARD
2. BEST DOCUMENTARY FEATURE FILM AWARD
3. “DAVID SUAREZ” AWARD, awarded by PROVEA for the defense of human rights

The jury may award certificates of recognition and special mentions

CONDITIONS FOR THE PARTICIPATION IN THE CONTEST OF THE 3RD EDITION OF THE “MIRADAS DIVERSAS” HHRR FILM FESTIVAL 2021.

1. DATE
The 3rd Edition of the MIRADAS DIVERSAS Human Rights Film Festival will be held from December 2 to 12, 2021.

2. PARTICIPATION
Participation implies the acceptance of the terms and conditions described herein.
Participation is open to national or international works, documentary or fiction, made after January 2018, on any social theme promoting respect for fundamental human rights in their broadest concept. Films or videos sponsored by commercial companies that turn out to be, due to their content, advertising vehicles of the same, as well as propaganda films will not be accepted.

3. RIGHTS
The registration act automatically grants the Festival’s organizers the right to the free, non-profit use of fragments extracted from the work for a maximum duration of 3 minutes for the promotional dissemination of the Festival by TV or other media, both during the Festival and on the occasion of exhibitions or subsequent events.

The authors will be liable if there is any claim in relation to the intellectual property rights or image rights raised by the people who appear in the works.

4. REGISTRATION
Registration must be made through the FESTHOME platforms, following the websites’ corresponding instructions. You must fill out the registration form on the website and pay the fees indicated there. The deadline for registration will be August 15, 2021 at 23.00 hours.

5 - REQUESTED MATERIAL

5.1 Only inscriptions made through the registration form, duly completed in all its parts and signed by the owner of the rights of the film, through the corresponding inscription website: FESTHOME will be accepted. Completion and submission of the entry constitutes acceptance of all regulations and rules described therein. A digital copy of the registration will be automatically sent to the festival team.

5.2 In order to be registered, films must be in Spanish or subtitled in Spanish.

5.3 Films that last up to 20 minutes will be accepted and considered in the short film category, and feature films must have a duration of at least 60 minutes in order to be considered.

5.4 In the selection stage, the Festival prioritizes the reception of films in good quality digital format, received through a link for online viewing by the selection committee with the corresponding password (Vimeo, Youtube,...). The link will only be used in the selection process. It will not be distributed or disclosed.

6. SELECTION

6.1 The Selection Committee reserves the right to select the films to participate in the Festival, to place them in the sections, competitive or not, and to schedule them as many times as it deems appropriate.

6.2 The authors of the selected works will be notified with sufficient time to send the password to access a screening copy in H264 digital format with a minimum of 6Mb/s for HD, exhibition quality, in order to guarantee the quality of the screening.

6.3 The selected films will be downloaded to a server, with anti-piracy protection protocols, properly labeled with the title of the film, director's name, duration, format, subtitles (if any), and an identification code assigned by the system once the registration form is accepted. This material will only be used in the Festival's official program and will not be disclosed or transferred to third parties.

6.4 Once a work has been selected and if the director, producer or any other contact established in the registration form cannot be contacted, the festival will have the right to project the selection screener if it considers its quality to be optimal.

6.5 All available promotional press and dissemination materials, posters, postcards and press-kits, of the selected films must be sent by email to festivalsdiversas@gmail.com

6.6 Once selected, no film may be removed from the program.

7. EXHIBITION TO THE PUBLIC
The festival program will be available to the public through the PELICULAS DE IMPACTO platform of the Gran Cine Circuit. The festival will be held online and in the case that a function is to be held in theaters, the producer, director or representative of the film will be notified in advance, informing the place, time and days of exhibition.

8. SELECTION COMMITTEE:
Specialists, academics, critics and filmmakers will constitute the selection committee and it will be chaired by the Festival Director and the General Director of Gran Cine.

9. JURY
The jury will be made up of qualified professionals external to the Festival organization, from the audiovisual and the cooperation and defense of Human Rights sectors. All juries may grant special mentions if they consider it pertinent, but in no case may they be more than three. Other awards and eventual mentions will be announced during the festival. Persons with interests in the production and/or exploitation of the films presented in Contest may not be part of the Jury. The Jury's votes will be secret, and decisions must be adopted unanimously. Its decisions will not be subject to appeal.

10. COMPETITIVE SECTIONS: The following prizes will be awarded:

1. BEST FICTION FEATURE FILM AWARD
2. BEST DOCUMENTARY FEATURE FILM AWARD
3. “DAVID SUAREZ" AWARD for BEST SHORT FILM in the defense of human rights, awarded by PROVEA.

The Jury may award certificates of recognition and special mentions.

11. NON-COMPETITIVE SECTIONS AND SHOWINGS
In this third edition, the following exhibition will take place:
"PELÍCULAS QUE IMPORTAN” (FILMS THAT MATTER).

12. COSTS, SHIPPING AND RETURNS
The registration fee for the Festival is published on the FESTHOME and FILM FREEWAY websites. The Festival will not accept submissions outside of what is stipulated by the aforementioned platforms.
The participation of the films in this non-profit Festival, with mostly free or very cheap tickets, does not foresee the payment of fees or expenses on part of the organization.

13. CATALOG, PRESS, PROMOTION
Those responsible for the films selected for any of the Competitions undertake to include in all their press and publicity material the phrase "Official Selection of the MIRADAS DIVERSAS Human Rights Festival 3rd. Edition 2021.

14. TRAVELING EXHIBITIONS
After the Festival, the selected films may be included in itinerant non-profit cycles organized throughout the year in the country. In the case of international screenings, the proposed programming will be limited to the explicit authorization of the filmmakers.

15. ACCEPTANCE
Participation in the MIRADAS DIVERSAS Human Rights Festival 3rd edition 2021 implies knowledge and full acceptance of these terms and conditions. Any exception, doubt or conflict will be evaluated and resolved by the festival's organizing committee.

The person in charge of each selected film undertakes to communicate any screening scheduled in the City of Caracas before or during the Festival to the event’s organizers before October 1, 2021. Each particular situation will be evaluated by the Festival Organization and it may determine the inclusion or exclusion of such film in the final programming.
