It is a question of promoting not only school films but also short films of all universes.

The FIRST SHORT festival rewards as follows:

1. The ‘’Stylo d’or ‘’
This has to do with the best short fiction film.

2. The ‘’Stylo d’or ‘’of the documentary
This is the best short documentary

3. The «Stylo d’or» of the actor
This has to do with the best actor’s award.

4. Le ‘’Stylo d’or’’ of the actress
This is the best actress award.

5. The « Stylo D’or de la meilleure école »
This has to do with the best film school

6. The « Le Stylo d’or» of the best script
It is the best script of the competition.

7. The ‘’ Stylo d’or de l’espoir’’
This has to do with the best film which doesn’t belong to any school film and is screened during the festival.

8. The « Stylo d’or» of the foreign film
This has to do with the best foreign film i.e. not African and it’s screened during the festival.

9. The special prize of the jury
The jury rewards a film for its special features.

10. The « Stylo d’Honneur»
It’s a price awarded to an African filmmaker for all the merit he deserves in his career.

REGULATION OF THE FIRST SHORT FESTIVAL’S 8th EDITION
GENERAL PROVISIONS

Under the theme “Cinema and new media”, the First Short 8th edition will be held in Yaounde from the 13th to 16th April 2022. It’s an initiative of the Cinevision Association who promotes Arts and culture for Cameroon’s emergence. FIRST SHORT receives films in competition and /or out of competition.
Registration to the festival is free of charge. Only the festival’s head office is qualified to rule on unforeseen cases by this regulation. Taking part in FIRST SHORT entails a complete adhesion to its regulation.

CHAPTER I : THE PARTICIPATION

Article 1 :
The film’s director must be a student or must have completed his/her studies in an audiovisual/Film school/Academy. If any, young directors who do not belong to any audiovisual /Film school will compete under the “stylo d’or de l’espoir”category.

Article 2 :
He/she can compete in several categories of the festival.

Article 3 :
Films that were realised in an academic context are welcome but they shouldn’t have been realised for a class.

Article 4 :
The film’s duration must not exceed 30 minutes (credits included).

Article 5 :
Films that have been submitted for this 8th edition should have been produced from January 2019 till now.

Article 6 :
Directors whose films will be selected, will receive a feedback through a mail and/or telephone.

Article 7 :
A film is eligible for several prizes.

Article 8:
Participants should always have the original copy of their films since the festival doesn’t give them back.

Article 9 :
To be eligible for the competition, the film’s director should have properly filled the registration form and sent it back with 2 DVD of the film and a registration’s proof from an audiovisual/ film school/academy before february, 19th 2022.

Paragraph 1: Each and every Cameroonian Director should have his/her film’s screen certificate, if not, he/she can go straight to the Ministry of Arts and Culture or his different delegations so as to begin with the procedure.

Paragraph 2: For foreign participants, the film’s screen certificate is highly recommended but not compulsory.

Paragraph 3: once the official list of films is published, cameroonian directors who do not have any Screening Visa, will pay 2000 fcfa which will serve as expenses for this purpose.

Article 10 :
Films that are sent to the festival should not have any political, racial, pornographic, violent, anti-Semitic and advertising content.

CHAPTER II : THE COMPETITION

Article 1 :
Only the festival’s Organising committee is qualified for the selection of films.


Article 2 :
The duration of films in official competition must not exceed 30 minutes (credits included).

Article 3 :
The deadline for receiving copies of films is february, 19th 2022. The Organizing committee won’t receive any film after the date.

Article 4:
Films that are selected for the official competition can’t be disqualified from it.

Article 5 :
The FIRST SHORT festival rewards as follows:

Article 6 :
There is no ex aequo prize (during the awards ceremony).

Article 7:
Copies of rewarded films of FIRST SHORT festival will be used as records at the CINEVISION Association’s headquarters. A written agreement between the producer and a media partner of the festival may enable the winners’ films to be broadcasted.

Paragraph 1: FIRST SHORT also has a section devoted to the films’ distribution. The director/producer can apply for it in case he/she needs it.

Article 8 :
Each and every film screened during the festival receives a participation’s attestation.

CHAPTER III : SPECIAL prizes

Article 1:
Any physical/moral person can sponsor any of the prizes mentioned above or give awards in kind or in cash. The festival’s Organising committee is qualified for the selection of the award. Any special prize in kind or in cash should not be less than 50,000 frs. (80 euros)

Article 2 :
The results of the jury’s work are declared during the festival’s closing ceremony.

CHAPTER IV : THE JURY

Article 1 :
Each category is headed by a jury made up of a president and two members.

Article 2 :
The jury is mostly made up of university lecturers, the film industry, audiovisual, arts and culture professionals.

Article 3 :
A consensus and /or a vote are the only means to rule on a film.

Article 4 :
The delegate general or his representative can take part in jury’s deliberations without giving his /her point of view.


Article 5 :
The results of the jury’s work are declared during the festival’s closing ceremony.

CHAPTER V : SUPPORT

Article 1:
Film professionals, members of films’ teams, teachers and outstanding personalities are potential guests of the festival.

Article 2 :
The festival’s Organising committee, depending on the funds allocated to the guests’ care, might support the travel and /or stay expenses of his guests

Article 3 :
Conditions of guests’ care are indicated in the FIRST SHORT‘s invitation card.

Article 4 : The prizes won during the festival are the property of the producer or director of the film (s). In case of absence, a representative must be sent. Otherwise, the film team will be responsible for the prizes delivery costs.
