The State Government, thru the Cultural Institute of Baja California (ICBC), in an effort to encourage the study of the audiovisual culture, calls all international visual and interdisciplinary artists, as well associations and cultural and educational institutes to participate in the festival to be held in Mexicali, Tijuana y Ensenada, Baja California, Mexico, from the 5th through the 16th of November of 2018.

Selected artwork will be part of the Official Selection from the festival and will receive a participation diploma.

BASES:


a) All artwork could be submitted if created with maximum 2 years prior to this open call publication in the following categories of video:

Experimental
Art
Animation
Fiction
Documental
Clip
Dance


b) Maximum lengths will 15 minutes, regardless register format, if they have been post-produced electronically and presented in video support.


c) Submitted artwork will be evaluated based on its originality, expressive capability and innovation spirit of audiovisual language


d) Artist will be able to submit more than one piece. The institutions will be able to submit their curaduries or official selections.


SUBMISSIONS:


a) Art work will be submitted in only one category


b) Interested artists and/or institutions must fill the register for each piece and submit it at the Instituto de Cultura de Baja California, located at:

c) Videos in foreign language must be subtitled (preferably) in Spanish, or English (second language).


d) Along the video pieces, 3 (three) photography copies (stills) of each piece submitted and one video maker photography –as well as curriculum, must be attached.


e) Received material will be part of the audio visual heap of the Cinematography and Video Unit from ICBC, where they will exclusively be used for cultural diffusion and promotion. The deadline for register and reception of all materials will JULY 31th, 2018.


f) Only properly filled register formats will be accepted.


g) All interested artists / institutions must fulfill all the requirements stipulated in this open call, otherwise they won’t be registered. The signature on the register format implies the acceptance of the terms of the bases for participation.


DISTINTIONS:


Selected artwork will be part of the Official Selection from the festival and will receive a participation diploma.


PRESELECTION:


a) All received artwork will be evaluated by a selection committee that will determine the participation within the festival.


b) Only selected work will be shown and be part of the festival catalog.
