The 16th National Guaíba Student Film Festival (Cinestudantil Guaíba) will take place November 6-14, 2017, in the city of Guaíba, Rio Grande do Sul State. The event aims to encourage audiovisual production as a pedagogical activity linked to the curriculum School.
The winners at the festival will receive the Gomezito Trophy, allusive to the hero Farroupilha Gomes Jardim and the tree symbol of the city of Guaíba, the Cipreste.
15.1.THE STUDENT
15.1.1.CHILD EDUCATION: Highlight Child Show First, Second and Third Place.
15.1.2.ANOS INICIAIS: Featured Student Shows Early Years: Fiction; Educational and Documentary Advertising.
15.1.3.ANOS FINALS: Highlight Student Shows Final Years: Fiction; Educational and Documentary Advertising. Also will be offered the prizes of Highlight: Direction; Script; Photography; Performance; Creativity and Educational Message.
15.1.4.THE MEDIUM OR TECHNICAL FEEL: Highlight Shows High School or Technical: Fiction;
Educational and Documentary Advertising. Also will be offered the prizes of Highlight: Direction; Script; Photography; Performance; Creativity and Educational Message.
ALTERNATIVE SAMPLE:
Highlight First, Second and Third place.
15.3.The festival does not offer cash prizes.
15.4.The award will take place on November 14, 2017 at a site that will be published on the websites www.cinestudantil.com.br and www.facebook.com/cinestudantil.
1. THE EVENT
The 16th National Guaíba Student Film Festival (Cinestudantil Guaíba) will take place November 6-14, 2017, in the city of Guaíba, Rio Grande do Sul State. The event aims to encourage audiovisual production as a pedagogical activity linked to the curriculum School.
2. PARTICIPANTS
Films made by students of Early Childhood (0 to 5 years), Initial Years (1st to 5th year), Final Years (6th to 9th grade) and by students of High School or Technical may participate in the festival. The festival also opens up space for films made by producers, universities or independently, as long as they contribute to the event's EDUCATIONAL PROPOSAL.
3. JURATES
The judges will be chosen by the organizers of the National Festival of Student Cinema of Guaíba, who will be responsible for selecting the highlights of each show.
4. OFFICIAL SHOWS
The Festival has two official shows: Mostra Estudantil and the Mostra Alternativa.
The Student Show is subdivided into: Early Childhood Education, Early Years; Final Years and High School.
4.1. STUDENT SHOW
4.1.1. The films in which the members of the production and main actors are students of Early Childhood (0 to 5 years), Initial Years (1st to 5th), Final Years (6th to 9th) and Teaching
Medium.
4.1.2. It is natural that in the show of Infant Education until the 5th year, the teacher is very active in the work of making the film.
4.1.3. Proof of link with the school institution of the students participating in the production shall be required.
4.1.4.Productions made may be in the categories of: Fiction, Documentary or Educational Propaganda.
4.1.5. For the films of Fiction and Educational Propaganda will also be accepted in Animation format.
4.1.6.Each school may enter a maximum of five (5) films in each of the categories of fiction and documentary. In the category of educational advertising, the quantity is free.
4.1.7. The teacher responsible for the film will have the function of motivating and directing the films of the students.
4.1.8. Students should be responsible for the technical functions of director, screenwriter, camera operator, acting, among others. The exception is applied to the work carried out with students of Early Childhood Education and Years
Initials, where the technical positions can be performed by the teachers.
4.1.9. It will accept films edited by third parties, although the festival encourages and values the participation of the students in all stages of realization.
4.1.10. It will be necessary to send the school link vouchers of the students participating in this show, regardless of the role played in the production of the film (direction, script, main cast and secondary) and the teacher who directed or was responsible for the production.
4.1.11. Work will be accepted by groups of students from different classes or schools, however, only one school can be the official representative of the film. Even so, it will be necessary to send the proof of school bond of all those involved in the making of the film.
4.1.12.The proof of school bond must follow the model available at www.facebook.com/cinestudy
Or www.cinestudantil.com.br and must be sent together with the registration form to the e-mail: cinestudantilguaiba@gmail.com.
4.1.13.Depositions and performances of people who do not fit the requirements of the show (not students) will be accepted when the script requires some specific physical characteristic for the composition of this character.
4.1.14. Productions can not contain only images taken from the internet or other films.
4.3. ALTERNATIVE SHOW
4.3.1.The Alternative Show is opened for films in the categories fiction (it can be animation) and documentary that do not fit in the Student Show.
4.3.2 The films entered in this show may be short or feature films, provided they contribute to the educational proposal of the festival.
4.3.3. Movies made by producers, universities or independent producers will be accepted.
4.3.4.Even for films made by Universities, there is no need to prove a link with the institution.
5. DURATION TIME
5.1.For the Student Show (Early Childhood, Early Years, Final Years and Secondary Education), Educational Advertisements must have a maximum time of 1 (one) minute and 30 (thirty) seconds (including opening and credits
Final).
5.2.For Fiction and Documentary categories, films must have a maximum time of 15 (fifteen) minutes (including opening and closing credits).
5.3. Films with a duration of more than 15 (fifteen) minutes may be entered in the Alternative Show, and then follow the rules applicable to this Exhibition.
5.4.For the Alternative Show there is no restriction on the time of production.
6. INSCRIPTIONS
6.1. Registration is free and takes place from 03/07/2017 to 09/09/2017, with the deadline 21/09/2017 for the arrival of the films and the requested documentation (via mail).
6.2 The delivery of the media containing the film (recorded in the data format and in the extensions avi, mp4 or mov) should be done in person or by mail at the secretariat at the State Institute of Education Gomes Jardim,
To the following address: - Rua Dr. José Montaury, 289 - Centro Guaíba / RS - CEP: 92.500-000, containing the description "16˚ CINESTUDANTIL GUAÍBA" written on the envelope.
6.3.We will accept movies sent through platforms that host files and can be accessed through download links, for example, the platforms: we transfer, youtube, vimeo or google drive.
6.4 All links must be downloadable and not password protected.
6.5.In the case of google drive and we transfer, the file available for download must be in extensions .avi; .mp4 or .mov files.
6.6. The download link of the film, as well as the material attached to the exhibits (registration form and proof of school link, for example) should be sent to the following e-mail address: cinestudantilguaibaiba@gmail.com.
6.7.In the subject of the email, the following information should be written: FILM NAME + SHOWING THAT YOU WILL PARTICIPATE.
6.8. No more than one movie will be accepted on the same media (DVD / CD).
6.9.Fill the festival registration form and print a copy to be sent with the film via the mail or through the festival e-mail.
6.12.It is essential that the registration forms and the documents of proof of school bond are duly filled in and SIGNED before sending, including those that will be sent by e-mail (cinestudantilguaibaiba@gmail.com).
6.13. The same film can not be inscribed on more than one show.
6.14.For movies sent via download link, when there are more than one, they should be informed in different emails, as well as their attached documentation.
7. DECLASSIFICATION
7.1 Films that arrive after the registration deadline informed in this regulation will be disqualified.
7.2 Movies that do not have the complete documentation will be disqualified.
7.3. The unsigned documentation, whether via mail or e-mail, will not confirm the registration.
8. CHANGE IN REGISTRATION
8.1.If it is necessary to make any changes to the online registration form, contact the organizing committee of the festival by e-mail (cinestudantilguaibaiba@gmail.com) or by telephone (51)

9. NATIONAL AND INTERNATIONAL FILMS
9.1. Works will be accepted from all over Brazil.
9.2. Foreign films may be enrolled in the festival provided they are subtitled or dubbed in Portuguese.
9.3. Foreign films will be shown at the Alternative Show.
10. SELECTION
10.1.The selection of the films shown in the official shows will be carried out by the organizing committee, according to the Festival's objective (cinema and education).
11. SELECTION CRITERIA
11.1 Creativity;
11.2.Roteiro;
11.3.Photography;
11.4.Accuracy;
11.5.Educational message;
11.6.Technical quality;
11.7.Contribution for the Festival proposal;
11.8.Full presentation of the documentation.
12. INEDITISMO
12.1.The enrolled film may not have participated in previous editions of the National Student Film Festival of Guaíba, even though as a guest.
13. DISCLOSURE OF THE SELECTED
13.1.The selected films will be officially released on the websites www.cinestudantil.com.br and www.facebook.com/cinestudantil.
13.2.The date of disclosure of the selected will be defined later.
14. JURY
14.1.It is up to the organizing committee to compose a jury that meets the specific needs of each show.
14.2.The organizing committee, together with the jury, may suspend some of the premiums specified above if it believes that no work meets the necessary criteria, as well as add new prizes if it deems it necessary.
15. AWARDS

16. COSTS
16.1.The expenses related to the sending of the works by post are under the responsibility of the participants.
16.2.The festival is not responsible for transportation and lodging of the representatives of the films.
16.3.The films will be screened at non-profit shows, the festival being free of any payment to its directors.
16.4.The festival may publicly display the films enrolled in exhibitions to publicize the event, free of charge to producers or organizers.
17 .. COPYRIGHT
17.1.The festival may also use the films, photos, technical information and graphic material of the films in the dissemination of their activities through clips, printed material, TV and internet.
17.2.Any copyright-related irregularities in the films enrolled in the festival are the sole responsibility of their producers.
18. GENERAL PROVISIONS
18.1.When registering and sending the films with the form duly signed, the person in charge of the registration will be aware and in agreement with the totality of this regulation.
18.2. The media (DVD, CD) containing the films will not be returned to the senders, remaining to the festival's collection.
18.3. Students and producers who need documentation that proves the participation of their film in the event, can request by e-mail
Inestudantilguaiba@gmail.com, after the dissemination of the selected ones.
18.4. The omission of this regulation shall be the responsibility of the organizing committee.

They are able to participate in this show videos where members of the production and
main actors are students of Final Years (6th to 9th grade) of elementary school, level East and Technical.
This show is divided into five categories: Fiction, Documentary, Animation,
Educational and Free advertising (covers those videos that do not fit into other categories). These categories are subject to change as entries.
RECALLING: Each school may submit no more than five (5) short in the categories fiction and documentary whose time is up to 15 minutes.

In Shows Alternative and University opens space for videos and films of any genre that do not meet the Student Shows, provided that they contribute to the educational program of the Festival. This show gets short and feature films from all categories, duration and format with PG, and may appear at the meetings to the public, generally consisting of primary and secondary level students.

Engage students so that they are promoters and multipliers of new perspectives on the preservation of life involving the following issues:
A - ENVIRONMENT: develop awareness of ecology, nature conservation,
recycling, sustainability, rational consumption of water and energy, environmental pollution, global warming, ecosystems, etc.
B - HEALTH: contribute to the prevention of STD / AIDS, promote the general health of children, youth and adults.
C - TRANSIT: educate, guide and educate children, youth and adults, for a
humane behavior in traffic.
D - GUAÍBA, OUR BEAUTIES: enhance the natural beauty, preserve the natural and cultural heritage, among others, the city of Guaiba.
3.3.2. Duration: up to 5 min, including opening and credits.
3.3.3. GENERAL PROVISIONS:
3.3.3.1. In this category, the productions can be in advertising format, fiction, documentary or free.
3.3.3.2. To participate, videos must fit the Student shows, and be performed by elementary school students, middle and Technical Brazil.
3.3.3.3. The video, the registration form and other documentation must be submitted in person to a member of the organizing committee or sent by mail to the address that is printed on the registration form.
3.3.3.4. Videos arriving after the date of entry will be disqualified.
3.3.3.5. A selection of videos entered in the contest will be held by the commission
organizing, involving people invited by the Education Department, Urban Mobility, Health and Environment and Culture and Tourism.
3.3.3.6. The involved Secretariats and the Festival may publicly display and in internet the videos submitted from small excerpts, photos, technical information and graphic material in the disclosure of their activities at no cost to producers or organizers.
