Highlight the work of filmmakers under 25 years old (professionals, future professionals, amateurs, film students, or self-taught creators). The aim of the festival is to enable these young filmmakers to screen their films in theaters and to find distribution opportunities. The festival contributes to enriching the cultural offer of short films. The winner of the 1st prize (City Award) receives a filmmaking residency with us, accompanied by a grant.

Regulations – COURTS SUR LA VILLE
This name aims to establish the short film within the city, a department, a region around a popular event.
It also aims to sustain a partnership with the municipality which has created a “city prize” rewarding a filmmaker by offering them a creation residency.
It is through the short film that the heritage and character of our territory are brought to the big screen by calling upon an entire cultural and economic network.
This name also directly refers to French cinematic heritage. This choice is rooted in a popular tradition, as the short film has become somewhat less visible in theaters nowadays.
A SWALLOW
The swallow embodies the starting point of a season, a creation, a career.
Its flight is that of the takeoff of a generation for a passion or a profession.
The swallow is a quick-witted bird that symbolizes intellectual and artistic awakening.
With its beak, it unfurls a strip of film.
This allows us to see either the fact that it places the film in its nest, which is our cinema, our city, our territory, or the sign that this swallow will carry the different films created during its migrations, just as the professionals invited to the competition may do.
The swallow is a regular inhabitant of our rural territory.
The swallow as an image of biodiversity to be protected: the competition aims to be mindful of its environmental footprint and also to promote diversity of cinematic genres.
Competition Regulations
Eligibility / Article 1:
Young filmmakers aged a maximum of 25 years may apply to the competition, whether they are enrolled in school or not.
They may compete with a film made individually or collectively (in the latter case, the age of the oldest member of the group will be taken into account).
Article 2:
Films with a maximum duration of 12 minutes (including credits) will be accepted as candidates.
All films will be accepted, but foreign productions must be subtitled in French.
Article 3:
The following films will be rejected:
advertising or institutional films
films presenting scenes of violence, offending sensibilities, incompatible with all-audience screenings
films containing pornographic scenes
films deemed discriminatory
films not compliant with public order and current legislation
Article 4:
For reasons of fairness, films that have benefited from professional production funding will be rejected.
However, films that have used donations, public subsidies, or crowdfunding to finance their production may apply.
Article 5:
The genre and subject of the films are free.
(Fiction, music video, report, documentary, animation)
Article 6:
The film credits must mention:
the title of the film
references to any borrowed music
the names of the people who participated in its creation
the names of the people or organizations that contributed to its financing
Registration
Article 7:
Applications may only be submitted on the dedicated platform; an exception may be granted for films owned by film schools.
For an application to be valid, it must include:
a registration form including the name(s) of the director(s) and their date(s) of birth
parental authorization to compete for underage directors
acceptance of the transfer of authors’ rights for exploitation of the film by the competition organizers
the digital film
a project presentation (around ten lines)
a deposit of €100 will be required for selected films and will be returned if the director or a representative is present during the competition
a copy of the competition regulations signed by the director
No film received after the registration deadline will be accepted.
Article 8:
The film must be in perfect projection condition and compatible with digital conversion for screening in a cinema.
Selection and Competition
Article 9:
Selected underage filmmakers must attend the competition accompanied by a responsible adult.
Article 10:
Cinémagie reserves the right to screen the selected and/or awarded films without financial compensation to the authors during the competition period and, additionally, for promotional purposes of the competition and to communicate about its activities.
Article 11:
The selection of films to participate in the competition is carried out by a jury composed exclusively of members of the Cinémagie association.
They may invite individuals to join the jury according to conditions set by the association itself.
Article 12:
The selection jury undertakes to view all films received.
To evaluate them technically and aesthetically based on objective criteria.
It will be responsible for establishing the final selection for the competition edition and informing the selected filmmakers.
The decisions of the selection jury are final.
Article 13:
The competition organizer undertakes to form a transgenerational popular jury, composed of volunteer film enthusiasts.
This jury will be responsible for voting in favor of the film or films of its choice.
Each vote is individual.
The competition’s awards list will result solely from these votes.
Article 14:
The organizers and/or partners may award specific and additional prizes.
Article 15:
Any film not represented in person (or by video) by its director(s), or a member of the film team, will be excluded from the competition and screenings without delay.
An exception may be granted for films owned by film schools.
Article 16:
During the competition, attending filmmakers will be required to answer questions from the participating audience or the press.
Hosting Conditions
Article 17:
The organizers will cover accommodation for the selected film’s director (or their representative) and one accompanying person (who must be the responsible adult in the case of an underage director).
Breakfasts and evening meals during the competition days will be covered by the organizer.
In case of withdrawal, filmmakers will be responsible for the costs incurred by the organizer.
Article 18:
No travel expenses for filmmakers will be covered by the competition organizer.
Article 19:
The organizer undertakes to contact film industry professionals to invite them to participate in the competition, thereby enabling filmmakers to meet these professionals.
The organizer will cover accommodation and catering for these professionals.
However, the organizer does not cover travel expenses to attend the competition.
Article 20:
The organizer undertakes to facilitate access between public transport points (train station, bus stop) and the competition venue.
The organizer also undertakes to facilitate access for competitors and professionals between their accommodation and the competition venue.
Article 21:
Each participant undertakes to adopt respectful and appropriate behavior.
They also undertake to respect the competition schedule.
They must comply with the regulations in force in the cinema and, more generally, regulations related to public spaces.
Each participant undertakes to respect the premises and equipment, as well as all persons present at the competition.
Otherwise, the amount of the damage caused will be invoiced.
Participants are responsible for holding civil liability insurance.
Article 22:
The organizer reserves the right to exclude from the competition or accommodation venues any participant displaying disrespectful or fraudulent behavior.
During the competition:
The consumption of narcotic substances is strictly prohibited
The consumption of alcohol by minors is strictly prohibited
Alcohol abuse is prohibited
The organizer reserves the right to involve public order authorities when deemed necessary.
Communication
Article 23:
The organizer undertakes to carry out the necessary promotion of the event.
Article 24:
In the event of selection, the director undertakes to provide the documents necessary for the promotion of the competition.
Article 25:
Participants grant the competition, without compensation, the right to reproduce photographs and excerpts of less than 3 minutes of the selected films for dissemination in competition publications (print press, television, social networks, internet).

All short films made by a young person under the age of 25 on the date of production are accepted in competition. In the case of group production, the age of the oldest in the group is taken into account.
The film must be suitable for a young audience between 6 and 12 years old.
The prizes will be awarded following the public vote, therefore following the vote of the children and possibly their parents.
