CINEA FEST International Film and Audiovisual Arts Festival is a space where stories come to life and cinema engages with art to inspire, connect, and transform. With free admission and a social and cultural vision, the festival fosters encounters between audiences, creators, and cultural agents through films, academic programs, and industry activities.

Each edition of CINEA FEST will offer a program that engages with the realities of Colombia, Latin America, and the world, highlighting works of high quality, human value, and narrative boldness. Our purpose is to strengthen cultural dialogue, promote creative freedom, and contribute to freer, more inclusive, and more conscious societies. The Festival values ​​the creative freedom of filmmakers worldwide and welcomes works of any format, length, nationality, theme, genre, or technique. We seek films that achieve high standards of quality, take narrative risks, and contribute valuable human and cinematic content, with relevance and a commitment to sustainability.

Furthermore, works that have been screened in commercial cinemas, independent film venues, or verifiable exhibition platforms are eligible, provided their presentation was public and part of a recognized film distribution circuit.

Official Selection

The CINEA FEST Statuette is the supreme emblem of the International Film and Audiovisual Arts Festival, a symbolic piece that embodies the integral spirit of filmmaking.

Its figure, called “Cinea,” is born from a contemporary reinterpretation of Athena, the Greek goddess of wisdom, strategy, and the arts—fused with the essence of the muses. Cinea stands as protector of audiovisual art, guardian of knowledge, imagination, and the creative craft that gives life to each film.
Its design brings together the languages ​​that comprise the cinematic experience: screenwriting, directing, cinematography, production design, costume design, makeup, set design, acting, editing, music, and all the disciplines that allow an idea to be transformed into a visual narrative. Every detail of the statuette represents the union of these arts, which together form a living work capable of generating emotions and expanding perspectives.

The CINEA FEST Statuette honors those who harmonize technique and sensitivity, transforming each shot into a piece of visual poetry. It is a recognition of the creators who transform stories into profound, memorable sensory experiences capable of revealing new ways of interpreting the landscape, the characters, and the cinematic universe.

Film Heritage

“From page to screen: develop your script, live the experience of filming” is the motto that reflects the essence of the festival, a platform created to promote the development, strengthening, and realization of audiovisual projects.

We invite filmmakers to participate in this call for entries, designed to support new perspectives and enhance cinematic proposals with creative and cultural value.

The first three short films produced will receive distribution on Film Heritage's platforms and networks as a prize.

Work in Progress
The projects selected in this section will compete for support in post-production services, such as conforming, color grading, sound mixing, DCP mastering, among others. They will also be presented in a private screening to national and international juries, sales agents, distributors, exhibitors, and other key industry professionals during the festival.

WIP Colombia - Feature Film
Aimed at Colombian feature films (fiction, documentary, or essay) that have a final cut or are in an advanced stage of editing. The selected project will receive post-production support.

Once selected for one of our sections, all curated films will have access to screenings, networking opportunities with sales agents, distributors, exhibitors, press, co-producers, and all the advantages of being selected for CINEA FEST 1.

All Official Sections, as well as the Work-in-Progress (WIP) section announced on this platform, will accept projects until 11:59 PM. Minutes: 59 seconds, Colombian time (COT - Colombian Time, UTC−05:00), on Sunday, May 30, 2027.

Projects participating in this call for entries must be informed that their submission does not imply acceptance or benefits until they are selected by the Festival's Curatorial Committee, subject to the final decision of the Artistic Director.

24 OFFICIAL SECTIONS:

All sections will be curated by a Curatorial Committee comprised of national and international professionals and filmmakers, under the supervision of the Artistic Director. The Curatorial Committee reserves the right to include any work it deems appropriate in any of the festival's sections, regardless of the section to which it was initially submitted. Likewise, this committee reserves the right to place the participant's work in the category that best suits the content of its proposal; therefore, no film is exempt from category changes, regardless of the initial submission.

General Conditions
1. All sections of the call for entries are open to feature films or short films of fiction, documentary, essay, animation, experimental, or audiovisual works, according to the specific requirements of each section.

I. Eligibility Requirements
To be considered for the golden statuette category of the first edition of CINEA FEST, a film must meet the general registration criteria established by the festival and have had a public run that allows for its evaluation within the framework of the call for entries.

Works that have been exhibited in commercial cinemas, independent cinemas, or verifiable exhibition platforms may participate, provided that their presentation was public and within a recognizable film distribution circuit.

Furthermore, the film must have a formally accredited production and the corresponding legal information in its credits and registration form.

CINEA FEST reserves the right to resolve any questions related to eligibility, the interpretation of these rules, or the application of the selection criteria.

• As a primary requirement, each film must include behind-the-scenes footage documenting the creative, artistic, and technical process of the production, in accordance with the festival's vision.

II. Submission
Films wishing to participate in the CINEA FEST Golden Statuette category must be registered within the deadlines established by CINEA FEST (February 15 to May 30, 2027) and submit the documentation requested by the festival, including:

Official registration form.
General information about the film.
Full credits.
Confirmation of its premiere or its inclusion in the festival's schedule, when applicable.

Additional documentation that allows verification of compliance with the participation requirements.

Films that have not yet completed their exhibition or premiere at the time of the registration deadline must submit information confirming their programming, distribution, or availability according to the conditions defined by CINEA FEST.

The submission must be made by an authorized representative of the production or distribution company. The names of the individuals credited as producers must match the official records and the legal credits submitted.
Include the full credits on screen. Complete and authentic, from the opening titles to the closing credits.

Production credits must be clearly displayed and respect the order agreed upon by the production company or distributor, according to the information submitted with the entry.

All eligible films, unless otherwise indicated, must meet the following requirements:
a) Be feature films, defined as works with a running time exceeding 40 minutes.

b) Have been publicly exhibited in 35mm film, 70mm film, or digital cinema format.

Withdrawal of a film after submission, or failure to comply with the established requirements, may result in its exclusion from future editions of the festival.

III. Nominees and Recognition
For the purposes of this category, recognition will be given to those individuals whose work has been fundamental to the creation, coordination, and overall development of the film.

The nomination will be given to the producers or production managers who have had a substantial role in the creative, logistical, technical, and human aspects of the film, as well as other artistic and production departments.

CINEA FEST may recognize up to three nominees per film, provided their contribution has been decisive and consistent with the overall development of the project. The final selection of nominations will be made by the CINEA FEST committee in charge of this category.

Any issues related to the nominees or the validation of credits will be resolved by the corresponding CINEA FEST committee.
IV. Voting
CINEA FEST will publish the list of eligible films along with the corresponding voting materials.

Members eligible to participate in this category will vote confidentially and in order of preference, selecting a maximum of ten films. The works that receive the most votes will advance to the final nomination stage.
The final vote for the Best Production category will be reserved for members designated by CINEA FEST for this phase of the process.

2. Performances, characters, voices, or acting generated by artificial intelligence will not be permitted. All performances must be by human actors, except in works submitted to the animation category, where the use of resources specific to that audiovisual language will be accepted.

3. The Curatorial Committee may reclassify works according to their format, length, genre, origin, or nature, and may decide whether a production participates in a section other than the one initially submitted, or whether it is not selected for any of the festival's sections.

4. The Curatorial Committee's decisions will be final and will be made under the guidance of the Artistic Direction.

5. Participation in a section offers opportunities for visibility, press coverage, public exposure, and contact with the industry, producers, sales agents, exhibitors, distributors, academia, and film enthusiasts.

6. Submitted works must not have had a prior public exhibition in Colombia, either in physical or digital format, unless the specific section indicates an exception. (This would apply to the premiere of a work.)

7. All selected works must have a screening copy in one of the following formats: DCP, Apple ProRes 4444, Blu-ray, or H.264 Full HD or higher.

8. Only works produced and/or released worldwide in 2025 and 2026 will be considered, unless the Curatorial Committee determines an exception due to their significance.

9. The cultural nationality of the works will be determined by the Curatorial Committee based on criteria it deems appropriate.

10. Films spoken in Spanish must have English subtitles; those spoken in English, Spanish subtitles; and those spoken in other languages, both Spanish and English subtitles. For the evaluation stage, all works must be subtitled in English.

11. All submissions must be made through Festhome. The CINEA FEST programming department will be responsible for reviewing, selecting, and inviting the registered works.

12. The Curatorial Committee may, at its discretion, invite works not submitted through the platform if it considers them relevant to the festival's artistic and curatorial vision.

13. The Committee may declare any section void if it deems the submitted works do not meet the required standard.

14. In exceptional cases, the Curatorial Committee may include titles produced before 2025 and 2026 if their artistic, thematic, or cultural value warrants it.

15. Selected works will be subject to the festival's policies regarding coverage, handling, and validity of insurance policies for damage to or loss of submitted materials.

16. Specific Conditions
17. Works submitted to the CINEA FEST sections may be based on live-action footage or any form of animation, and will enjoy absolute freedom of theme, aesthetics, form, and point of view, in accordance with the nature of each section.

18. University Shorts
19. This section is for short fiction, documentary, essay, or animated films made by Colombian students from any university, school, or academy, in Colombia or abroad.

22. Exceptions to the general conditions

For the Ibero-American works and Ibero-American short film sections, as well as for other categories that the festival may determine, the Curatorial Committee may apply exceptional selection and participation criteria, in accordance with artistic relevance and the spirit of the call for entries.

24. Work in Progressa. Works selected in the Work in Progress (WIP) category—including WIP Colombia Feature Film, WIP Colombia Short Film, and WIP Iberoamerica Feature Film—must include explicit mention of the support received, as well as the official CINEA FEST logos, in their opening credits, promotional materials, and press materials.

b. This category is for projects in advanced stages of development and post-production, with at least 30% of funding secured, and is open to Colombian, international, and co-production productions.

c. Each project will be presented to a panel of international experts comprised of programmers, sales agents, and other industry professionals, who will analyze aspects related to completion, distribution, and marketing strategies with the filmmakers.

d. Selected projects will also participate in a professional preparation workshop and will be recognized in three categories: Ibero-American feature films, Colombian feature films, and Colombian short films.

e. The grant must be claimed within one year of being awarded, is non-transferable, and does not constitute any proprietary right other than that expressly stipulated. For post-production services to be provided, winning projects must have completed the editing, sound design, pre-mixing, credits, VFX, and other elements of the final cut.

39. One-Minute Film Call for Submissions with Audiovisual Archive
(Colombian Film Heritage Foundation)
“From page to screen: develop your script, live the experience of filming” is the motto that inspires this call for submissions, conceived as a platform for the development, strengthening, and realization of audiovisual projects through the creative use of the audiovisual archive.

Objective
The call for submissions seeks to promote the creation of original one-minute films made with archival material from the Colombian Film Heritage Foundation, encouraging creative,narrative,and technical proposals that engage with the country's audiovisual memory.
Participation Requirements
1. Participants must submit an original screenplay for evaluation by a committee of industry experts.

2. Each proposal must include a basic artistic and technical team for filming.

3. The application must include a technical sheet, synopsis, logline, and project poster.

4. Selected teams will advance to the next stage, where they will receive guidance from specialized mentors throughout the filming process.

5. Each team member must assume a defined role within the production, such as screenwriter, director, director of photography, art director, etc.

6. The use of audiovisual archives from the Film Heritage collection is a mandatory requirement and the primary narrative tool for the short films.

Participation Requirements

• Proposals that do not meet the established requirements or that are not submitted with a complete team will be automatically disqualified. • Participation implies a commitment to developing a creative, coherent, and technically feasible proposal, in accordance with the objectives of the call for entries.
Awards
The three best short films will receive as a prize their distribution and circulation on the platforms and networks of the Colombian Film Heritage Foundation and Zarpar Producciones Films, in order to boost their visibility and circulation at festivals and other exhibition venues.
Final Note
Participation in this call for entries implies acceptance of the rules and conditions established by the organization.

40. Exceptions to the General Conditions
For the Ibero-American Works and Ibero-American Short Films sections, as well as for other categories that the festival may determine, the Curatorial Committee may apply exceptional selection and participation criteria,in accordance with artistic relevance and the spirit of the call for entries.
