The International Short Film Competition, organized by FKM, Fantastic Film Festival of A Coruña, consists of a selection of the best short films of horror, fantasy and science fiction produced in 2018 and 2019. Which objective is to contribute to development of the audiovisual industry and arts, fomented the genre perspectives, the distribution of independent productions and to foster the incorporation of new men and women filmmakers to the film culture.

RULES

1. National and International Film Competition organized by FKM- Fantastic Film Festival of A Coruña, (referred to as FKM, or “Festival Organizers” in these terms and conditions) in which individuals or legal entities may participate. The Production year it will be 2018/19.

2. All short films need to be shown as premieres in Galicia. As a general rule, premieres in Spain will be prioritised. The duration of participating works must not exceed EIGHTEEN minutes including opening and closing credits.

3. Participants eligible for competition must be 18 years of age or over, or in case of a minor, have authorization from a parent or legal guardian.

4. Submission can only be made by means of these platforms:

• Festhome (www.festhome.com) Festival fee: 2,00€
• Film-freeway (https://filmfreeway.com/) Festival fee: 4,00€

The submission deadline is 2019 August 25th.

5. The display format must be Blu-Ray, HDcam, Betacam, H264 (.mov / .mkv) archives or DCP no encrypted.
Each copy must bear a clearly visible label identifying them with the following details: title, format length of time and contact. Likewise the copies must be available for the organization before October 1st. In case that a screening copy could not arrive on that date, for reasons beyond the organization control, the organization could replace the film/fake trailer with other one which guarantees to be available on October 1st in order to undergo the relevant tests.
The cost of transporting copies receive for the purposes of screening is the responsibility of the Festival, except in the case where a copy has to be sent to another Festival. In this case, the other Festival will pay for the cost of transport from our address to theirs.
The return of the copies will not take place before the closing of the festival. If the copies need to be submitted to another festival before the closing of FKM, participants will need to make the dates clear, so that FKM can organise the festival schedule accordingly.
REGULATIONS FOR SUBMITTED FILMS

6. Accepted genres are horror, fantasy and science fiction. Live action or animation, which will participate together and opting for the same prizes. The Contest is also open to films whose originality makes them a new genre by their own.

7. During the selection we will have a special attention to works with a gender perspective: that include main female characters, avoid the representation of women as mere victims and without portraying sexist or demeaning topics

8. In the event that it is necessary to subtitle the film, the company lending it must also provide the appropriate material: download link, DVD or Blu-ray and dialogue and/or subtitle list. The Festival will not return this material, which will be destroyed once the Festival is over. If the film has distribution in Spain, the distribution company must provide the Festival with a screening print in its Original Version with subtitles

9. All the films selected for the ShortFilm Festival official competition will receive a certificate confirming participation in A Coruña’s Fantastic Film Festival.
10. Submitted works shortlisted by Festival Organizers will be eligible for the following prizes:

a) The Jury Prize to the Best Short-Film: will be decided by a special jury chosen by FKM. The members of the jury (who will be cinema and culture professionals) will award the following prizes and awards:

• FKM’s bronze trophy, awarded to the Best Short-film, accompanied by an award certificate signed and sealed by Festival Organizers and Jury members.

• Honorary Mention, The jury will reserve the possibility, if it thinks fit, to grant up to a maximum of 2 Honorary Mention. They will consist of a document accrediting the award, signed and sealed by Festival Organizers and Jury Members

b) The Audience Award
The audience will award the next prize

• Mutant Barnacle’s trophy, made of synthetic resin and hand-painted by an artist selected by the Festival, accompanied by an award certificate signed and sealed by Festival Organizers.

11. The Jury Prize
11a) The FKM Jury members will be no fewer than three and always odd in number.
11b) The Jury will have a President appointed by the Festival Management, who may participate in the deliberations but will have no right to vote.
11c) The FKM's Short Film Jury may establish its own internal rules in agreement with the Festival Management.
11d) The Jury award to The Best Short Film, going to the maker of the film, will be honorary accompanied by a commemorative trophy and without monetary endorwment.
11e) The awards cannot be declared void, or bestowed ex aequo
11f) The decision of the Jury will be final and binding.
11g) The winning distribution company undertakes to clearly indicate on advertising for the film that it received the Jury Award for Best Short Film at the 11th FKM, Fantastic Film Festival of A Coruña

12.The Audience Award.
12a) The people attending the session or sessions will choose which they consider to be the best FKM's Short Film audience award within each session. The award will go to the short film to receive the highest number of audience votes (according to the weighted voting system used).
12b) The Audience award to The Best Short Film, going to the maker of the film, will be honorary accompanied by a commemorative trophy and without monetary endorwment.
12c) The awards cannot be declared void, or bestowed ex aequo
12d) The winning distribution company undertakes to clearly indicate on advertising for the film that it received the Audience Award for Best Short Film at the 11th FKM, Fantastic Film Festival of A Coruña.

13. All FKM’s awards and prizes will be announced and presented at the closing event of the festival, October 21st.


14.The company or person lending the selected works must provide them to the Festival with the necessary advertising material (photographs, posters, press books, trailers, etc.), in order that the Festival may appropriately promote the work. FKM reserves the right not to return these materials.

15. In the event that the print winds up getting damaged as a consequence of its screening at the Festival, the owner must inform the Festival within one month’s time, starting from the date the print was returned. The Festival’s responsibility will not exceed the cost specified on the entry form by the company lending the film.

16. Participants must ensure that works submitted to the festival are original, do not violate the rights of third parties nor will they impede or hinder the full and peaceful exercise of the rights given to Festival Organizers by the present festival terms and conditions. In the case that participants use any pre-existing work not in the public domain as part of works submitted to the festival, they must have prior written consent from their corresponding rights holders. Consequently, participants must respond to festival organizers and sponsors as to any action or claim made by third parties in relation to the cession and/or exercise of rights given by virtue of their participation in the current festival.

17. Personal details provided by festival participants will be processed and incorporated into the relevant Festival Organizers’ data files, as dictated by Spanish data protection law (“Ley Orgánica 15/1999, de 13 de diciembre, de Protección de Datos de Carácter Personal”). The collection and processing of personal information is solely for the purpose of managing a list of festival participants, and also for the purpose of sending participants information about other activities and contests that Festival Organizers may launch in the future. Festival participants give non-profitable and absolute authorization to use their likeness/ photograph in any print or audiovisual notice or marketing campaign arranged by the Festival Organizers, including publication of participants’ names or the moment they were given a prize.
To exercise the right of access, correction, cancellation, or disagreement related to information collected by the Festival Organizers, interested parties must submit claims to the e-mail fkm@festivalfkm.org.

18. The Festival organization will decide each film’s screening dates and times. Festival Organizers will contact directors/producers/distributors of shortlisted short films providing instructions for sending their work in one of the formats described in point 5. Shortlisted participants will be notified at the end of September.

19. Any other issues arising during the festival not included in these terms and conditions will be decided by the festival organisers. Also They may authorize exceptions that may contribute to greater success of the competition or improved management.

20.Taking part in the festival means acceptance of these terms and conditions. Once these Terms of use for participation in FKM are accepted, the participation of any given film in the festival cannot be withdrawn or cancelled under any circumstance.

The International Feature Film Contest, organized by FKM, Fantastic Film Festival of A Coruña, consists of a selection of the best feature films of horror, fantasy and science fiction produced in 2018 and 2019. Which objective is to contribute to development of the audiovisual industry and arts, fomented the genre perspectives, the distribution of independent productions and to foster the incorporation of new men and women filmmakers to the film culture.

RULES

1) National and International Film Competition organized by FKM- Fantastic Film Festival of A Coruña, (referred to as FKM, or “Festival Organizers” in these terms and conditions) in which individual or group film makers. The Production year it will be 2018/19.
2) We will only accept one film per author. All films need to be shown as premieres in Galicia. As a general rule, premieres in Spain will be prioritised. The length of the film must be minimum at least 60’.
3) Participants eligible for competition must be 18 years of age or over, or in case of a minor, have authorization from a parent or legal guardian.
4) To present films for consideration by the Festival Programming Committee, please complete the online questionnaire form and send the film through the FestHome Festival website (www.festhome.com) The deadline for receiving films is 2019 August 25th
5) The display format must be DCP (preferred), Blu-Ray or H264 (.mov / .mkv) archives. If the format is DCP, the cost of generating KDMs or DKDMs will also be the responsibility of the producers or representatives of the film.
Each copy must bear a clearly visible label identifying them with the following details: title, format length of time and contact. Likewise the copies must be available for the organization before October 1st. In case that a screening copy could not arrive on that date, for reasons beyond the organization control, the organization could replace the film/fake trailer with other one which guarantees to be available on October 1st in order to undergo the relevant tests.

1. The AMANDO DE OSSORIO Jury Prize to the best Ópera Prima will be decided by a special jury chosen by FKM. The members of the jury (who will be cinema and culture professionals) will award the following prizes:
• Best Ópera Prima : FKM’s bronze trophy, accompanied by an award certificate signed and sealed by Festival Organizers and Jury members.
• Diplomas:
1. Best Performance
2. Best Script
3. Best Special Effects
4. Best Soundtrack
• Honorary Mention, The jury will reserve the possibility, if it thinks fit, to grant up just one Honorary Mention. They will consist of a document accrediting the award, signed and sealed by Festival Organizers and Jury Members

13) All FKM’s awards and prizes will be announced and presented at the closing event of the festival.

Concurso internacional de Curtametraxes organizado por FKM, Festival de Cinema Fantástico da Coruña.
O concurso está destinado a obras de baixo ou moi baixo orzamento, pero non por iso carentes de calidade, con Versión Orixinal en galego. Trátase dunha nova sección competitiva que busca as producións máis experimentais e arriscadas, onde o enxeño, a capacidade de inventiva e as narrativas non convencionais sexan capaces de ofrecer unha obra que optimice os recursos dispoñibles con talento, creatividade e sentido do humor . Queremos fomentar así a creatividade e a optimización de recursos dispoñibles.
Participa no premio o Concello da Coruña.
REGULAMENTO
1) Poderán presentarse a este certame todos os autores e autoras nacidos en Galicia independentemente do seu lugar de residencia, así como aqueles que actualmente estean empadroados en Galicia.
2) Concurso de ámbito nacional e internacional organizado polo FKM, Festival de Cinema Fantástico da Coruña, (en diante FKM ou a “Organización do Festival”) no que poderán participar persoas físicas ou persoas xurídicas. A data de produción das obras será 2018/19.
3) Non existe límite en canto ao número de obras que se poidan presentar. Todas as curtametraxes teñen que ser estreas en Galicia. Como regra xeral terán prioridade as estreas en España. A duración mínima de cada obra será de 3 min e a máxima non excederá os 18 min, títulos de crédito incluídos.
4) Poderán participar no Concurso os maiores de 18 anos e os menores que conten coa debida autorización dos seus titores legais.
5) A inscrición poderase facer únicamente a través da Plataforma FestHome (www.festhome.com). Cuota de inscripción: 2,00€
A data límite para inscribirse e enviar o material de visionado é o 1 de Setembro de 2018.
6) Admitimos curtametraxes en calquera formato dixital, preferiblemente .mov / .mkv / .mp4 en H264 e tamaño 1080 x 1920 px.
Os gastos de envío e devolución das curtametraxes seleccionadas correrán a cargo dos participantes.
A devolución das copias das curtametraxes seleccionadas polo festival efectuarase posteriormente á data de clausura. Se a copia da película é requirida noutro festival antes de clausura de FKM, deberanse especificar as datas exactas para que sexa tido en conta na programación.
CARACTERÍSTICAS DAS OBRAS
7) As obras enmarcaranse dentro dos xéneros de terror, fantástico e ciencia ficción, con todos os seus subxéneros incluídos (gore, slasher, monstros, etc.) e valoraranse especialmente aquelas obras que conteñan elementos trash ou de serie b, pero facendo gala de gran inventiva nas resolucións e con moito sentido do humor. Aceptaranse obras tanto en imaxe real como animación, que participarán conxuntamente e optando aos mesmos premios.
8) Durante a selección valoraranse especialmente aquelas obras que mostren unha perspectiva de xénero: Obras que inclúan personaxes de mulleres como protagonistas, evitando a representación de mulleres como meras vítimas e sen incorrer en tópicos sexistas ou denigrantes.
9) As obras estarán en V.O Galego e levarán incrustados os subtítulos en Inglés.
10) Todas as obras seleccionadas para a Sección Oficial competitiva de “Cinema Fetus” recibirán un certificado de participación por parte da dirección de FKM, Festival de Cinema Fantástico da Coruña.
11) A Organización do Festival fará unha selección das obras recibidas e entre as seleccionadas realizarase a entrega dos seguintes premios:
• O Premio do Xurado á Mellor Curtametraxe Fetus:
Outorgado por un xurado constituído para o efecto, elixido pola dirección do Festival FKM e que estará composto por profesionais do cinema e da cultura, que outorgarán os seguintes premios e galardóns:
◦ Premio FKM “Gloria Bendita á Realización Máis Salvaxe”:
Establécense 500€ de premio en metálico e un trofeo “FETUS”. A dotación económica será abonada, a partes iguais, aos produtores e aos realizadores da película. No caso de que a mesma persoa sexa produtor e realizador, abonarase a esta a totalidade do premio. A esta cantidade efectuaránselle as retencións fiscais que resulten obrigatorias en aplicación das normas fiscais vixentes. Devandito premio irá acompañado dun diploma acreditativo. O trofeo honorífico entregarase aos realizadores. O premio non poderá outorgarse ex aequo nin ser declarado deserto. No caso de existir empate de votos entre os membros do xurado, o Presidente ou Presidenta do Xurado poderá facer uso do seu voto de calidade para decantar o fallo. A decisión do xurado será inapelable.
◦ Mención de Honra: O xurado reservarase a posibilidade, se o cre conveniente, de conceder ata un máximo de 2 Mencións de Honra. Que consistirán nun documento acreditativo do galardón, asinado e selado por FKM e os membros do xurado.
• Premios do Público:
O público outorgará por votación premios que consistirán nun trofeo “FETUS” e un documento acreditativo do galardón asinado e selado por FKM, nas seguintes categorías:
◦ Morte Máis Lograda
◦ Tremendo Mellor Berro
◦ Caracterización Máis Enxeñosa
◦ Mellor Escena de Sexo Intenso
◦ Mellor Teoría Patafísica.
12) O Premio do Xurado á Mellor Curtametraxe Fetus darase a coñecer e entregarase no evento de clausura do festival.
13) Toda obra seleccionada, deberá proporcionar ao Festival material publicitario (fotos, posters, dossiers de prensa, tráiler, etc.) para poder promocionala adecuadamente. FKM resérvase o dereito a non devolver estes materiais.
14) No caso que a copia resulte danada como consecuencia da súa exhibición no Festival, o propietario comunicarao ao Festival antes dun mes, a contar a partir da data de devolución. A responsabilidade do Festival non superará o custo especificado no Formulario de Inscrición pola empresa que cede a película.
15) Os participantes garanten que as obras que presentan a concurso son orixinais, que non vulneran dereitos de terceiros e que non realizaron nin realizarán ningún acto susceptible de impedir ou dificultar á organización e aos patrocinadores o exercicio pleno e pacífico dos dereitos que se ceden ao seu favor en virtude das presentes bases do concurso. No caso de que os participantes incorporen nas obras presentadas a concurso algunha obra preexistente, que non se atope no dominio público, deberán solicitar a autorización previa e por escrito aos correspondentes titulares de dereitos. En consecuencia, os participantes responderán fronte á organización e os patrocinadores por calquera acción ou reclamación que exerza calquera terceiro en relación coa cesión e/ou exercicio dos dereitos cedidos en virtude da súa participación no presente concurso.
16) Os datos de carácter persoal facilitados ao efecto de poder participar no Concurso, serán obxecto de tratamento e incorporados ao correspondente ficheiro de titularidade da Organización do Festival, todo iso con suxeción ao disposto na Lei Orgánica 15/1999, de 13 de decembro, de Protección de Datos de Carácter Persoal.
A recollida e tratamento dos datos persoais ten como finalidade a xestión dos participantes no Concurso, así como o envío a devanditos participantes de información acerca doutras actividades e concursos que a Organización do Festival poida organizar no futuro. Os participantes do Concurso autorizan de forma irrevogable e gratuíta á Organización do Festival para facer uso da súa imaxe, en calquera publicidade ou aviso que se realice a través de calquera medio escrito ou audiovisual, xa sexa en canto ao seu nome como á recepción dos premios.
Para o exercicio dos dereitos de acceso, rectificación, cancelación e oposición en relación cos datos solicitados con ocasión do Concurso, o interesado deberá dirixirse por correo a fkm@festivalfkm.org.
17) A organización do certame decidirá os días e as horas da proxección dos mesmos durante o festival.
A organización unicamente contactará cos directores/produtores/distribuidores das obras seleccionadas, que recibirán instrucións para o envío das devanditas obras nos formatos de exhibición descritos no punto 6. Esta comunicación pode ter lugar até finais de Setembro.
18) Calquera cuestión que xurda ao longo do Festival, non contemplada no presente Regulamento, será decidida pola organización. Así como poderá autorizar excepcións que poidan contribuír a un maior éxito do concurso ou a unha mellora da xestión.
19) A inscrición ou o envío dunha película ao festival implica a aceptación incondicional destas bases. Unha vez aceptadas a presenza da película enviada ao festival será irrevogable.
