Curtocircuíto was born on 2004. But since 2013, we performed structural, aesthetic and programming changes to redefine the festival, giving it a new identity that seeks dialogue with the most innovative trends of film language.

The in-competition Official Section is divided into the following subsections:

RADAR: Works of any genre and nationality. A varied selection of titles that set trends at a global level, whether in fiction or animation or the documentary genre. Experienced film- makers share this space with up-and-coming directors: short films that arrive at Curtocircuíto backed by multiple awards received in international festivals, and new works that Curtocircuíto wishes to promote.

EXPLORA: Works of any genre and nationality. A section that focuses on the search for new filmmaking signatures. Pieces that can hardly be catalogued in specific genres, and that dilute the traditional idea of cinema by exploring innovative avenues that are close to video art, documentary or avant-garde cinema.

The participation of a work in one section or another, in its case, will be a decision of the Organisation, regardless of the type of registration of such work.!

12th International Short Film Festival – CURTOCIRCUITO 2015

Santiago de Compostela, Galicia, Spain

TERMS AND CONDITIONS OF ENTRY

GENERAL TERMS AND CONDITIONS

1. The 11th edition of Curtocircuíto will take place in Santiago de Compostela from 6 to 11 October 2015. The Festival is open to international participants and entry is free.

2. Any short film that was completed after 1 January 2014 and was not submitted to previous editions of the Festival may participate. Although such films may have been previously shown publicly, the Festival will welcome works that have not been released in Spain.

3. Each author/production company may submit as many short films as they wish, regardless of the nationality or language of the works.

4. The Organisation will accept any genres, while reserving the right to assign the selected works to the category that the Organisation deems fit. Approval will be sought from the authors before the programme is closed.

5. The maximum length of submitted short films will be 30 minutes (including credits).

6. Commercial and advertising works are expressly excluded.

REGISTRATION

7. Registration must be completed via the online platform https://festhome.com. While participation in the Festival is free, the platform will charge the user a variable amount for processing his/her registration. All the steps indicated in said platform must be completed. The registration deadline is 20th May 2015.

8. Works must be uploaded in any of the following formats for preselection:
- MPEG-4 AVC (H.264 decoder)
- Maximum bitrate: 3000 kbps
- Minimum resolution: 480 p
- Audio: AAC
- Embedded subtitles
- Files must not be larger than 2 Gb

NOTE: For more information on how to convert films available in formats supported by Apple TV, please visit http://festhome.com.

Submissions made in physical media via post mail such as DVDs, tapes or hard drives will not be accepted.

9. For the registration and viewing of short films in languages other than Galician and Spanish, it is mandatory for these films to be at least subtitled in English or one of the aforementioned two languages.

10. Any files uploaded will become part of the Festival collection. The Festival undertakes to use these copies for exclusively cultural, non-commercial purposes. Therefore, the files should be of the highest possible quality and must not contain any logos, watermarks or advertisements whatsoever.

11. The short films that are eventually selected (in and out of competition) will be made public on the Festival website (curtocircuito.org) approximately one month before the start of the Festival.

SCREENING COPIES OF THE SELECTED SHORT FILMS

12. Screening formats will be .mov or .mp4 (H.264 codec), resolution: 1920 × 1080 or 1280 × 720, maximum bitrate: 20,000 kbps; audio: AAC; Galician or Spanish subtitles embedded or in .srt format.

13. Screening copies must be subtitled in Galician or Spanish. Screening copies with embedded subtitles in languages other than Galician or Spanish will not be accepted.

14. By registering a short film and thus agreeing with these terms and conditions, the owners of the works that are selected to participate in competitive sections assign the Festival the right to screen such works – with exclusively cultural, non-commercial purposes at all times – for one and a half years after the Festival is held, as part of the different special activities that will take place outside the official week. Such use of the films refers basically to any potential CURTOCIRCUÍTO OFF sessions (for award-winning films or any appropriate selection of films). In any event, the owners of the works will always be notified of these potential screenings, which will always be free of charge.

CATEGORIES AND AWARDS

15. The in-competition Official Section is divided into the following subsections:

RADAR: Works of any genre and nationality. A varied selection of titles that set trends at a global level, whether in fiction or animation or the documentary genre. Experienced film-makers share this space with up-and-coming directors: short films that arrive at Curtocir-cuíto backed by multiple awards received in international festivals, and new works that Curtocircuíto wishes to promote.

The participation of a work in one section or another, in its case, will be a decision of the Organisation, regardless of the type of registration of such work.

16. Both the films produced in Spain and those produced in the autonomous community of Galicia will compete in these two categories alongside international works.

17. The following awards and mentions have been established:
Best Short Film RADAR: €3,000
Special Mention(s) RADAR: no monetary prize
Best Explora Short Film: €3,000
Explora Special Mention: no monetary prize
Best Galician Short Film: €2,000
Galicia Special Mention: no monetary prize
Audience Award for Best Short Film: €2,000
Young Jury Award for Best Short Film: €1,500
CREA Award for Best Galician Director: €500
AGAG Award for Best Galician Screenplay: €500

Any Galician short films that participate in the international categories may opt to both the overall award or a special mention in each of these international categories and to the specific awards for Galician works.

Regardless of the awards and/or mentions given by the official juries, any work may opt to the Audience Award and the Young Jury Award.

If there is a tie between two short films (award ex aequo), the monetary amount of the award will be divided between the two winners.

The amounts of the awards are subject to the taxes and regulations established under Spanish law.

18. The Organisation reserves the right to limit or expand the categories and awards, as well as the monetary amounts of the awards.

JURIES

19. The panel of juries will be composed of professionals of the audiovisual industry who have a proven track record, and their decisions will not be open to appeal.

20. The panel of juries may decide not to give the award pertaining to any category, to grant special mentions, give awards ex aequo and make any decision on matters not provided for in these terms and conditions.

MISCELLANEA

21. Ever since the Festival was created, the Organisation has assumed the mission of preserving the short films that are received. To this end, all the films are stored and archived every year, and might therefore be converted to other digital formats for best storage, while ensuring that the materials can be safely accessed at all times.

22. The use of the short films by the Organisation outside the Festival days will be re-stricted to cultural and promotional initiatives of the Festival itself (compilations on DVD or other supports). Consequently, the short films may be included in the film distribution network of the Festival.

23. By participating in the Festival, the authors agree that television channels are entitled to broadcast extracts of their short films (up to 10% of any given film, with a duration that will not exceed 3 minutes). This clause applies also to the Internet.

24. The Organisation will also publish graphic materials with information about the short films that make up the programme.

25. The Organisation assumes that the participants own the rights on the short films that they submit. In any event, the Organisation accepts no responsibility for any violations that may result from the ownership of the films.

26. The selected films will be screened publicly during the Festival, according to a predefined schedule and assuming that the participants authorise such screenings from the time of their registration for the Festival.

27. The Organisation of the Festival (or its representatives) will resolve on any cases not specified within these terms and conditions, and may grant special waivers in relation to specific, justified requests.

28. The Organisation reserves the right to cancel any registration or take any measures as it deems fit if there is a breach of the rules or in response to any behaviour that disrupts the development of the Festival. In case of litigation, these terms and conditions will be governed by their own clauses and, in default thereof, by the Spanish law that applies from time to time. In the event of disagreement on the compliance with or the interpretation of these terms and conditions, the parties waive their right to any jurisdiction that might cor-respond to them by reason of their domicile, and will submit their controversies to the courts of the city of Santiago de Compostela.

29. Participation in the Festival implies the full acceptance of all the terms and conditions included herein.
