The 2nd CINE RO – Rondônia Film Festival, scheduled to be held from March 1st to 9th, 2024, is a cinematic event that celebrates the diversity and richness of national and international cinema. This unique festival offers a platform for filmmakers from all over Brazil and the world to showcase their work, with a special focus on productions that reflect the various facets of society.

Featuring a hybrid format, the festival will take place both in-person and virtually, providing wide access to a diverse audience through its official website and social media channels. This innovative format allows the festival to reach audiences beyond the geographical borders of Rondônia, promoting a more inclusive and accessible cinematic experience.

CINE RO accepts a wide range of works, including fiction shorts, documentaries, animations, experimental films, student films, music videos, and national feature-length films. With diverse categories, the festival highlights the creativity and talent present in different genres and formats, from short-duration works to more extensive narratives.

The festival is also characterized by its thematic showcases, such as the Women's Showcase, Blackness Showcase, Indigenous Showcase, Diversity Showcase, among others, reflecting its commitment to addressing and giving visibility to relevant social themes and promoting cultural diversity.

The festival's registration process occurs online, through the official website and partner platforms, ensuring a transparent and accessible selection process. The selected films will not only be screened during the festival but will also have the chance to compete in various categories, with awards designed to recognize and honor the highlights in each segment.

The 2nd CINE RO – Rondônia Film Festival is more than an event; it is a celebration of cinema as a medium of artistic, cultural, and social expression. With its wide range of films, thematic showcases, and inclusive approach, the festival establishes itself as an important landmark in the cultural calendar of Rondônia and Brazil.

The short films in the competitive showcase will be competing for the following prizes:

2nd CINE RO – RONDÔNIA FILM FESTIVAL

1. INITIAL PROVISIONS

1.1. The 2nd edition of CINE RO – RONDÔNIA FILM FESTIVAL will be held from March 1st to 9th, 2024.

1.2. The festival will be held in a hybrid format, both in-person and virtually, through the website www.festcinero.com and the event's social networks.

2. ABOUT THE FILMS

2.1. Eligible to participate in CINE RO are:

2.1.1. Works produced in Brazil or abroad, as long as the film is in Portuguese or has Portuguese subtitles.

2.1.2. Works that fit into one of the categories: Fiction Short, Documentary Short, Animation Short, Experimental Short, Student Short, Music Video, and National Feature Film.

2.1.3. Short films must have a minimum duration of 2 (two) minutes and a maximum of 25 (twenty five) minutes (including credits).

2.1.4. Feature films must have a minimum duration of 70 (seventy) minutes.

2.1.5. Music videos must be at least 90 seconds long.

2.1.4. Productions must have been completed from January 2021 onwards.

2.1.5. Productions must have a minimum resolution of 1920 x 1080p (Full HD).

3. REGISTRATION

3.1. Registrations will take place from 01/12/2023 to 15/01/2024 until 23:59h.
3.2. Registrations must be made through the website www.festcinero.com in a specific form, or through the platforms www.Festhome.com

3.4. The link provided in the registration form for viewing the film must be on YouTube or Vimeo. If the film is hosted on another platform, the registration will be disqualified.

3.4.1. If the link has a password and the person responsible for the registration does not provide it, the registration will be disqualified.

3.5. All fields marked as mandatory must be filled.

3.5.1. At the time of registration, it is not mandatory to upload images of the film (thumbnail 1920x1080, vertical poster, horizontal banner, still photos, frames, and director's photo), but if the film is selected, these images will be mandatory for the work to be shown during the festival.

3.6. Registration for the Festival is free.

3.7. Each director/producer may register up to 2 (two) works. It will not be possible to register 2 films on the same form.

3.8. Registrations made after the deadline or with incomplete information will not be accepted.

3.9. The short films registered will become part of the CINE RO collection, but will not be publicly shown without authorization, in any physical or digital space.

4. SELECTION

4.1. The films registered will undergo a specialized curation to choose the works that will be shown at the Festival.

4.2. The selection committee will be composed of professionals directly linked to production, criticism, or audiovisual production.

4.3. The selection result will be sent to the email of the responsible for the short films. The result will also be announced on the website and on the Festival's Facebook Fanpage and Instagram.

4.4. The act of registration does not imply the obligation of selection/exhibition of the work.

4.5. All short films selected for the 2nd CINE RO will be grouped into the following parallel virtual showcases:

• Women's Showcase: Films produced, directed, written, starred by women, or that present discussions about women.

• Blackness Showcase: Films produced, directed, written, starred by black people, or that present discussions about blackness.

• Indigenous Showcase: Films produced, directed, written, starred by black people, or that present discussions about indigenous people.

• Diversity Showcase: Films produced, directed, written, starred by LGBTQIA+, or that contain discussions about the LGBTQIA+ universe.

• Student Showcase: Films produced by students, or by professionals when they were students at some educational institution.

• Environmental Showcase: Films that discuss problems and solutions for the harm caused by humans to our planet.

• International Showcase: Films produced outside Brazil that have Portuguese subtitles.

• Children's Showcase: Films with themes and language aimed at the audience from 0 to 12 years old.

• Future Showcase: Films that make conjectures about what awaits us beyond time.

• Horror Showcase: Films that explore the horror genre, including suspense and horror, through fictional narratives, documentaries, or artistic approaches.

• Animation Showcase: Films that use the technique of animation in its various forms, including traditional animation, digital, stop-motion, among others.

• Experimental Showcase: Films that challenge the traditional conventions of cinema, experimenting with narrative, visual style, sound, and editing approaches.

• Cinema and Literature Showcase: Films based on literary works or that explore themes related to literature and the writing process.

• Accessibility Showcase: Films that contain descriptive captioning, audio description, and/or LIBRAS.

• Rondônia Showcase: Films produced in the state of Rondônia.

4.5.1. The same film may be selected to be part of more than one parallel showcase.

4.5.2. The parallel showcase will last 30 days. Each film will be available for 10 days virtually in the parallel showcase.

4.5.3. The films of the parallel showcase will be hosted on an encrypted host to prevent piracy.

4.5.4. Cine RO may hold parallel in-person showcases.

4.5.5. Among the films selected for the parallel showcases of the festival, which will take place on the official website, the films for the competitive showcase will be chosen, to be shown in-person.

4.6. The short films of the competitive showcase will compete for the following awards:
• Best Fiction Short (R$ 1,000.00 + trophy);
• Best Animation Short (R$ 1,000.00 + trophy);
• Best Documentary Short (R$ 1,000.00 + trophy);
• Best Experimental Short (R$ 1,000.00 + trophy);
• Best Student Short (R$ 1,000.00 + trophy);
• Best Short by Popular Jury (R$ 1,000.00 + trophy);
• Best Rondonian Short (R$ 1,000.00 + trophy);
• Best Direction (certificate);
• Best Screenplay (certificate);
• Best Cinematography (certificate);
• Best Art Direction (certificate);
• Best Performance (certificate);
• Best Sound Design (certificate);
• Best Original Score (certificate);
• Best Editing (certificate);

4.7. All selected feature films will compete for:
• Best Film (R$ 5,000.00 + trophy);
• Best Direction (certificate);
• Best Screenplay (certificate);
• Best Cinematography (certificate);
• Best Art Direction (certificate);
• Best Performance (certificate);
• Best Sound Design (certificate);
• Best Original Score (certificate);
• Best Editing (certificate);

4.8. All selected music videos are competing for:
• Best Music Video (R$ 1,000.00 + trophy);
• Best Direction (certificate);
• Best Screenplay (certificate);
• Best Cinematography (certificate);
• Best Editing (certificate);

5. SELECTED WORKS

5.1. The EXHIBITION of works selected for the 2nd CINE RO – Rondônia Film Festival will occur upon signing the authorization term for exhibition and sending the film file in digital format through sharing platforms (Google Drive, One Drive, DropBox or WeTransfer).

5.2 The works, except feature films, will be available for access and viewing by spectators within a restricted area on the site www.festcinero.com.

5.3. All entrants authorize the organization of CINE RO, from the submission of the registration, to present the short films in free screenings held by CINE RO (between 01/03/2024 and 28/02/2024) – If the work is shown, the filmmaker will receive a certificate of exhibition.

5.4. The responsible for films that fit in the Student category, once selected, must send a copy of the Enrollment Declaration of the director, screenwriter, or producer, whether from a high school, technical or higher education institution, with the possibility of disqualification if they do not comply with this requirement.

6. COMPETITIVE SHOWCASE

6.1. The shorts selected for the competitive showcase will undergo evaluation by a specialized jury that will choose the winners.

6.2. The winners will be announced at the end of the festival.

6.3. The selection committee for the winners will be composed of professionals directly linked to production, criticism, or audiovisual production.

6.4. During the festival, there will be open voting by the public to choose the best films selected by the popular jury.

7. GENERAL PROVISIONS

7.1. The director or responsible for submitting the audiovisual work, by sending the Application, tacitly declares to be authorized and responsible for the rights of sound and image and for the copyright and related rights arising from the realization and exhibition of the short film, as well as declares the assignment of copyright and related rights to the organization of CINE RO for its exhibition in the Showcases and its possible itinerancies within the period established in this regulation.

7.2. Works that do not meet the requirements of this regulation will be disqualified;

7.3. The submission of the duly completed Registration Form binds the director or responsible for the short film to the unrestricted acceptance of the clauses of this regulation;

7.4. Cases not foreseen here will be settled by the Organization of the 2nd CINE RO with jurisdiction in the district of Porto Velho/RO.
