Cerro de Pasco, a city that has forged its identity in the depths of the earth, is preparing to welcome a new treasure: the "4 Reales" Film Festival. Inspired by our region's rich mining history, this cinematic event stands as a beacon of hope and creativity, illuminating the deepest corners of our culture. With each frame, we aim to project dreams, inspire talent, and celebrate the cultural diversity that characterizes us. Since time immemorial, stories have been passed down from generation to generation, carved into the walls of mines and resonating in the hearts of their inhabitants. Today, cinema becomes the new medium to tell these stories, to make visible the struggles and dreams of a people who have known how to face challenges with courage. The name "4 Reales" pays homage to the colonial-era currency, a symbol of value and exchange. Just as money connected people in the past, cinema unites us in the present, creating a space for encounter and dialogue where differences are blurred and diversity is celebrated.

1. Competition Objectives

• To promote the production and exhibition of quality cinema in Pasco, positioning the
region as a cultural epicenter.

• To recognize works that contribute to social, cultural and environmental reflection, especially those with Andean or Peruvian themes.

• Include emerging, local and university voices to promote inclusion and the development
of young talent.


2. Competitive Categories
Audiovisual works completed between January 1, 2023, and February 28, 2026, that have
not been commercially exhibited, are eligible for submission. Running times are strictly
enforced and include credits.

• Pasco Short Film (Fiction or Documentary, max. 20 min): Works directed or produced
by people from Pasco. They must prove their origin (see section 5).

• Peruvian University Short Film (Fiction or Documentary, max. 30 min):

Note: Advertising, institutional, or explicitly commercial works are not accepted. Animation and experimental works are permitted in any category, provided they comply with the duration and general theme requirements.

3. Key Dates

• Opening of the Call: December 25, 2025 at 00:00 hours (Peru time, GMT-5).

• Regular Registration Closing Date: February 28, 2026 at 23:59:59 hours. No extensions or late shipments are accepted.

• Official Selection Announcement: April 1, 2026, via social media channels of festival.

• Festival and Exhibitions: May 19-23, 2026, Pasco.


4. Registration Costs
Registration requires prepayment, which is non-refundable. Fees vary by period and category. Proof of payment must be attached to the registration form.

• Early Period (December 25, 2025 to January 24, 2026):

5. Eligibility and Accreditation Requirements

• General: Original works, with copyright held by the registrant. Copies or incomplete versions are not accepted. languages: If not Spanish, subtitles in Spanish or english must be included.

• For Pasco Short Films and Films Made by Pasco Residents:

Proof of Pasco origin is required, such as a national identity document (DNI), birth certificate, or proof of residency (minimum 3 years in Pasco), or a municipal certificate. A minimum of 70% of filming must take place in Pasco (sworn statement + evidence).

• For University Short Film: Proof of current enrollment (2024-2026) or recent graduation (maximum 2 years) through a university certificate or letter from the institution.

• Exclusions: Works with discriminatory or violent content without artistic justification, or that infringe the rights of third parties, will be disqualified.

6. Technical Requirements and Required Documents In the style of festivals like those in Havana or Lima PUCP, the works must meet professional standards:

• Initial Submission Format: Secure viewing link (Vimeo, private YouTube or similar) with password valid until June 2026. Minimum resolution: 1080p.

• Required Documents (attach to form):

- Complete technical specifications (director, screenplay, production, etc.).

- Short synopsis (150 characters) and long synopsis (800 characters).

- Official poster (vertical, min. 2000 px high, JPG/PNG).

- 3-5 frames/stills (min. 3000 px width).

- Trailer (optional, max. 2 min).

- Director's bio and photo (JPG, min. 2000 px).

- Proof of payment

- Affidavit of rights and originality (downloadable template on website).

• For Selected Projects: Final file in DCP or ProRes 422 HQ for projection. Spanish .srt
subtitles. Music and dialogue cue sheet.

7. Registration Process
Registrations are done exclusively through:

Complete the form with all required information. By submitting, the participant agrees to all the terms and conditions of these rules (ToR). Submissions by email or physical mail will not be accepted. Maximum of 2 works per director.


8. Selection Process and Jury

• Selection: An independent curatorial committee will evaluate the works based on
artistic quality, originality, thematic relevance, and technique. There are no appeals.

• Jury: Composed of national and international experts (filmmakers, critics, academics).
Their decisions are final. To be announced in April 2026.

• Notification: Only those selected will be contacted by email.


9. Rights and Authorizations

• By registering, the participant grants the festival non-exclusive rights for non-profit
exhibition during the event and parallel activities (traveling exhibitions in Pasco).

• Those selected must sign an authorization form for exhibition, assigning projection
and promotion rights (up to 10% of the footage for trailers and networks).

• The festival assumes no responsibility for lost or damaged shipments. Copyright is
respected in accordance with Peruvian Law No. 82296 (Copyright Protection).

10. Awards

• Each category will award the best in directing, screenwriting, acting, photography,
etc., with "4 Reales" statuettes and possible cash prizes or equipment (details in
selection announcement).

• Awards Gala: May 23, 2026. Winners must attend or appoint representative.


11. General Provisions

• The festival reserves the right to modify the rules due to force majeure, older, notifying via web.

• Any dispute will be resolved under the jurisdiction of Pasco, Peru.

• Personal data is handled in accordance with Law No. 29733 (Protection of Personal Data).
