The Associazione 400 Colpi is a non-profit organisation created with the aim of promoting films that, due to their language, style, story and themes, are intended for both young and adult audiences. Vvfilmf stands for quality films and is a window on the world of youth. It is not simply a film festival. It is an experience. It is a great cultural moment for young people that unites and culture.
Over the years, vvfilmf has created events that discover spaces for young people, workshops for the study of new forms of visual expression.
For eight years, it is the only international children's and youth film festival in the world that brings a group of young jurors to the Venice Film Festival each year.
vvfilmf Award to the Best Film for each section (Santa Augusta, Monte Baldo, Monte Pizzoc, Monte Visentin) and QUALITY AWARD confers by the Quality Jury to the best movie, between the movies taking part to the contest. It is composed by experts, critics, journalists, film producers and distributors.

1. INTRODUCTION
The vvfilmf – Kids and Teens International Film Festival, organized by the no prot Social Promotion Association, 400 colpi, – registered oce Piazza della Fontana n.11- 31029 Vittorio Veneto (Treviso) and operating oce Via Roma n.13 – 31029 Vittorio Veneto (Treviso), Italy.
In the last editions vvlmf was promoted and supported by the President of the Italian Republic, oce of the Prime Minister, together with the Minister of Culture and the Minister of Education and the support of all of the Ministers and foreign embassies.
In 2022 the vvlmf is promoted by the European Parliament, the Italian Ministry Of Culture, the Italian Ministry of Tourism, the Italian regions: Abruzzo, Basilicata, Liguria, Marche, Molise, Puglia, Sicilia, Umbria, Veneto, the Province of Treviso and the Comune of Falcade.
The vvlmf is supported by the Veneto Region.
vvlmf is also supported by associations, organizations, institutions and private sponsors.
2. GOALS
The vvlmf – Kids and Teens International Film Festival was founded with the aim of creating a cultural moment for teenagers putting together knowledge and culture. An event capable of identifying welcoming places for young people and workshops dedicated to new forms of artistic expression.
The festival involves children, adolescents and young people as its main audience but is also open to an adult audience and to the entire population interested in cinematographic art and its pedagogical and instructive aspects.
The project is a stable activity supported by many municipalities, organizations and associations, destined to last and develop in time, involving all the national and international countries throughout the whole year.
From 2010 to 2022, the vvlmf projects have pointed out new formative paths, oering a continuous renew of cultural programs
3. THE XIII EDITION
The XIII edition is proposed in a new way, transforming the limits imposed by COVID-19 into opportunities to introduce children from all over Italy and around the world to cinema.
This year the vvlmf will not only take place in the city of Vittorio Veneto, but nationally and internationally, by arriving in schools directly online and becoming a digital festival that oers a series of educational activities from Monday 13 November to Saturday 9 December 2022.
On the dedicated days, the young judges will have the possibility to watch online and in streaming the feature lms coming from the whole world that will be divided into 4 categories depending on the audience age.
The teens, that have always been the judges of the festival, will rate the lms depending on the competences acquired during the training course at vvlmf. The festival will open with a meeting with the president of the quality jury to prepare the children to watch the lms.
After that, there will be meetings online with the leading actors and the authors of every lm.
The direct contact with them is the biggest value for vvlmf, even in this dicult situation we try to bring the big names of the cinema closer to the children.
For the juries, it is compulsory to watch the lms and to participate in the online meetings on all the days of the Festival.
On the last day of vvlmf 2023 there will be the awarding ceremony of the lms attended by the guests of vvlmf 13. All of the jury is invited to take part, online or in presence. The participation in presence will change according to the COVID - 19 regulations communicated by the government.
4. OFFICIAL SELECTIONS
The Festival is aimed at people from 8 to 25 years old.
As it is a very wide age range with dierent formative needs, the vvlmf is organized in dierent and autonomous sections.
The Festival will oer the online viewing of feature lms by contemporary authors chosen from Italy, European and non-European countries.
The lms will be selected by a commission of experts who will try to oer an overview of national and international cinema with cultural depth, ensuring good quality.
The ocial contest is a competition between fteen feature lms, divided into six age ranges:
Fascia Santa Augusta: feature lms for children from eight to ten years, attending the last three years of primary school;
Fascia Monte Baldo: feature lms for kids from eleven to thirteen years, attending middle school; Fascia Monte Pizzoc: feature lms for teens from fourteen to fteen years, attending the rst two years of high school;
Fascia Monte Visentin: feature lms for teens from sixteen to twenty ve years, attending the last three years of high school, University students and others interested;
*the ages and the classes are referred to the Italian school system.
5. JURIES AND AWARDS
For the competition, the Juries will be made up of students from all over the world who will assign the vvlmf AWARD to the best lm in each category.
The Quality Jury, made up of experts, critics, journalists, producers and distributors, will award the
400 colpi PRIZE to the best lm in the children’s category.
The decisions of the juries are nal.
6. FILM SELECTION
- Conditions to be admitted in the selection
Only lms produced from 2018 will be considered.
The lm must be sent with an attachment of the on-line registration (www.vittoriolmfestival.com) and a copy of the signed regulation at lm@vittoriolmfestival.com by 1 August 2022 for the pre-selections.
The sent materials for the pre-selection are at the expense of the participants.
The 400 colpi Association will keep a copy of the lm in the Festival Archive and will use it only for cultural and educational purposes, excluding any commercial use.
Films received after 1 August 2023 or not accompanied by a signed registration and regulation (see above) will not be considered.
- Selections procedure
The lms will be selected by the General Director and the Scientic Commission assisted by a sta of experts (cinema experts, communication experts and pedagogics).
The decision will be communicated directly to the productions/distributions of the selected lms by 18 August 2023.
The vvlmf does not pay secreening fees to the productions and distributions of the lms selected for the competition.
To participate in vvlmf, it is mandatory that a representative of the lm participates in a meeting with the young jurors.
6. SELECTED FILMS
- Participation form
The selected lms must send a copy of the lled in participation form downloadable from our website by 23 August 2023. The form implies the legal acceptance of the invitation by all recipients, acceptance which is considered denitive and irrevocable.
- Programme
The invitation of the lm must remain condential until it is announced by vvlmf.
The Festival Direction team are responsible for general programming and screening times.
- Materials
Once you have received the ocial notication of the participation in the competition, you must send the following materials:
trailer of the lm in digital format no longer than 3 minutes;
complete list of English subtitles in srt le copy of the lm in high denition;
press kit containing: biography, lmography and photos of the director; director's note on the lm and production notes; photo of the lm; brochures and posters.

Be aware: To promote the lms, it is essential that the production authorize the transmission (on national and international TV) of the trailer of the lm.
The lm must be the same as the one sent for the pre-selection.
- Promotional material for the press and the brochure
All the necessary material for the vvlmf brochure (synopsis, artistic and technical cast, biography and complete lmography of the director, photographs of the director and actors and scenes from the lm, brief commentary by the director on the lm) must be sent as soon as possible, before
1 September 2022, and must be indicated as ‘Brochure preparation material’.
The owners of the lms must, by 1 September 2022, send promotional materials (press books, digital images of the lm and the director, video material, audio clips, etc.) to the press and to potential buyers.
The advertising and promotional material must be indicated as "Film selected for the XII edition of the vvlmf" and, in the case of a National and/or World premiere, the words "National and/or World premiere".
7. SENDING
All the feature lms must be sent to lm@vittoriolmfestival.com no later than 1 September 2023.
If the lms are sent in other forms and not with a downloadable link, each lm from abroad must be accompanied by a pro-forma invoice indicating the number of packages, length of the lm in meters, title of the lm and a value for customs purposes only (no more than $ 20 for feature lms) and have the words "NO COMMERCIAL VALUE, FOR CULTURAL PURPOSES ONLY".
At the same time, the sender must send a notice to the Festival via e-mail indicating the title of the lm, the number, the date and the coordinates of the shipment.
8. COSTS AND NEEDS
– Pre-selection
The vvlmf does not include any costs for the admission to the pre-selection.
The submission of the feature lm must be accompanied by a lled in entry form and the signed regulation.
– Transport insurance
The insurance coverage for transport to and from of the projection media is at the expense of the participants.
– vvlmf insurance
The producers and distributors of all the awarded lms are invited to donate a copy of the lm, which will be deposited in the Festival’s Archive, conserved, and used for study purposes, excluding any commercial use.
9. DELEGATIONS
Travel and hospitality expenses
vvlmf reserves the right to invite a delegate for each lm in competition (director, producer, distributor, actors, etc.)
For the guests, hospitality is provided for only a single overnight stay, once the date of the meetings with the jurors has been established, but not travel expenses.
BE AWARE: The production and distribution companies of the lms are invited to support the delegate’s participation in vvlmf for promotional purposes.
10. FINAL PROVISIONS
The participation in vvlmf implies acceptance of this regulation.
It is the responsibility of producers, distributors or other entities presenting the lm to ensure that they are authorized to submit the lm.
For any dispute on the interpretation of the regulation, the original text drawn up in Italian will prevail.
Apart from the cases already provided for in the previous articles, the General Manager of vvlmf will have the right regulate any matter related to the artistic and logistical organization of vvlmf.
It will also have the right to suspend the registration of participants' in particular and justied cases.
Any dispute concerning the interpretation and execution of this regulation, as well as the participation in vvlmf, will be devolved to the functional competence of the Court of Treviso.
Pursuant to and for the purposes of art. 1341, 2nd c. cod. civ. the clauses referred to in art. 8 (functional competence of the Court of Treviso; limitation of liability of the organization; right to withdraw and / or suspend the contract)
The personal data of the participants pursuant to and for the purposes of Legislative Decree 196/2003 on the processing of personal data will be treated in full compliance with the law and will not be disclosed or communicated to third parties. The communication of your email address gives your consent to the processing of data by the organization for the sole purpose of receiving information relating to vvlmf - Kids and Teens International Film Festival and its initiatives.
