ZINEBI- International Festival of Documentary adn Short Film of Bilbao

ZINEBI is the only Class A international festival in the documentary and short film category in Spain. It is accredited by the Hollywood Academy of Motion Picture Arts and Sciences as a qualifier for the Oscars, for the European Film Academy’s awards, for the British BAFTAs and for the Spanish Academy’s Goyas.

Created in 1959 by the Basque Institute of Hispanic Culture, attached to the Spanish Foreign Ministry, the International Ibero-American and Filipino International Documentary Film Contest (its original name) was devised to follow in the steps of San Sebastián, which had been set up six years earlier. It is the third oldest festival in the Spanish State, after San Sebastián and Valladolid, and the first amongst those in its field. Between 1972 and 1981, it became a platform to discuss Spanish short films and a space for the dissemination of productions from all over the world, and particularly Latin America. In 1974, it was recognised by the International Federation of Film Producers Associations (FIAPF) as a contest of the highest international competitive category. Between 1975 and 1980, it was the ideal forum to discuss the arrival of what would be known as Basque cinema.

In 1981, the festival passed to the hands of Bilbao City Council. Since the year 2000, it embarked on a new era under the ZINEBI brand, when it would consolidate its position as one of the most important international festivals in its speciality. It has strived to be a platform for Spanish and Basque producers and directors and has contributed, as one of its fundamental goals, to internationally promoting the quality and independent films made around the world: films whose creative ambition is not exhausted by merely repeating hackneyed stylistic characteristics. Thanks to these very free and exceptional works, ZINEBI continues to renew its commitment each year to formal experimentation, to the interdisciplinary and hybrid of the new audiovisual productions, to support for the up-and-coming producers, and to filmmakers’ aesthetic and ethical scrutiny of the increasingly more complex realities of our contemporary world.

Throughout its long history, the festival has welcomed to Bilbao some of the most prestigious professionals of independent filmmaking worldwide. The accolades of ZINEBI include the names of Jacques Demy, Richard Lester, Pierre Pérrault, Claude Lelouch, Gian Vittorio Baldi, Carroll Ballard, Fernando Birri, Estela Bravo, Santiago Álvarez, Valeria Sarmiento, Robert L. Drew, Felipe Cazals, Peter Watkins, Peter Mullan, Lourdes Portillo, Avi Mograbi, Sergei Loznitsa, Lászsló Nemes, Nele Wohlatz and Luise Donschen. Thanks to its critical debate and specialisation, the festival has been a test bed for the new trends of contemporary cinema and a useful platform for the most daring filmmakers.

A similar headcount of the ranks of Spanish cinema reveals that the Bilbao Festival has been the launchpad of several generations of filmmakers: Carlos Saura, Basilio M. The different ZINEBI directors down through the years have been: Pedro de Ybarra (1959-1968), José Ignacio Uruñuela (1968-1970), Felipe Alfonso Araico and Adolfo Lafarga (1970-1972), Roberto Negro (1972-1981), Manu Pagola (1981-1985), the Executive Committee made up byr José Julián Bakedano, Ernesto del Río, José Antonio Mingolarra y Santos Zunzunegui (1985-1987), Iñaki Acarregui (1987-1988), Luis Iturri (1988-1998) and Ernesto del Río (1999-2017). Vanesa Fernández Guerra has been the director since 2018.

The festival is currently sponsored and institutionally funded by Bilbao City Council – through the Arriaga Theatre – as the organiser, by the Basque Government’s Department of Culture, by the Spanish Ministry of Culture – through the Institute of Cinematography and Audiovisual Arts (ICAA)-, and by Bizkaia Provincial Council. ZINEBI is also supported by private and public entities including Basque Public Television (ETB), Azkuna Zentroa, Golem-Alhóndiga Cinemas, the Fine Arts Museum, Guggenheim Museum, the Sala BBK, the Campos Elíseos Theatre, the University of the Basque Country (UPV/EHU), the French Institute, the Goethe Institute, the SGAE Foundation-Basque Council and the FAS Film Club.


ZINEBI- Festival Internacional de Cine Documental y Cortometraje de Bilbao

ZINEBI es el único festival internacional de Clase A de España en la categoría de documental y cortometraje. Está acreditado por la Academia de Hollywood como calificador para los premios Oscar, para los premios EFA de la Academia del Cine Europeo, para los premios BAFTA de la Academia Británica y para los premios Goya de la Academia Española.

Creado en 1959 por el Instituto Vascongado de Cultura Hispánica, dependiente del Ministerio de Asuntos Exteriores, el Certamen Internacional de Cine Documental Iberoamericano y Filipino de Bilbao (su nombre inicial) fue concebido como hermano menor del Festival de San Sebastián, que había nacido seis años antes. Es, tras el de San Sebastián y el de Valladolid, el tercero más antiguo del Estado y el primero entre los de su especialidad. Entre 1972 y 1981 se convirtió en una plataforma de debate sobre el cortometraje español y en un espacio para la difusión de las cinematografías más variopintas, en especial la latinoamericana. En 1974 obtuvo el reconocimiento de la Federación Internacional de Asociaciones de Productores (FIAPF) como certamen de la máxima categoría internacional competitiva, y entre 1975 y 1980 fue el lugar de debate idóneo para el alumbramiento de lo que empezó a conocerse como cine vasco.

A partir de 1981 el festival fue asumido por el Ayuntamiento de Bilbao y desde el año 2000, bajo la marca de ZINEBI, emprendió una nueva época en la que ha consolidado su posición como uno de los festivales internacionales más importantes de su especialidad, desde la que intenta servir de plataforma a realizadores y directoras de Euskadi y el Estado y ha contribuido, como uno de sus objetivos fundamentales, a la promoción internacional del cine independiente y de calidad que se realiza en los cinco continentes: películas cuya ambición creativa no se agota en la repetición de rasgos estilísticos estereotipados, obras muy libres y singulares que permiten a ZINEBI renovar anualmente su apuesta por la experimentación formal, por la condición híbrida e interdisciplinar de las nuevas producciones audiovisuales, el apoyo a los realizadores emergentes, y la indagación ética y estética de los cineastas en las cada vez más complejas realidades de nuestro mundo contemporáneo.

REGULATIONS // ENGLISH

OFFICIAL SELECTION – ZIFF – ZINEBI FIRST FILM INTERNATIONAL COMPETITION

1. The International Festival of Documentary and Short Film of Bilbao – ZINEBI is an international cinema event of a competitive nature recognized by FIAPF, the International Federation of Film Producers Associations, and organized according to FIAPF regulations and the regulations of the Festival. The Festival presents competitions (International Short Films, and International First Feature Films -ZIFF-) and curated programmes.

2. The 66th International Festival of Documentary and Short Film of Bilbao – ZINEBI will be held in Bilbao, 8 – 15 November 2024.

3. Organizer of the Festival is the Bilbao City Council, in cooperation with the Spanish Ministry of Education, Culture and Sports (through the Spanish Cinema and Audiovisual Arts Institute - ICAA), the Basque Government Department of Culture, and the Regional Council of Biscay (Bizkaiko Foru Aldundia - Diputación Foral de Bizkaia).

CONDITIONS

4. The International Festival of Documentary and Short Film of Bilbao – ZINEBI accepts fiction, documentary and animation feature film submissions for Official Selection – ZIFF – ZINEBI First Film International Competition. Only films directed by debutant filmmakers will be accepted. Films directed by a filmmaker who has already co-directed a feature film will also be accepted.

5. Films must be entered by their producers or their legal representatives.

6. Productions entering this competition must have been completed after 1 January 2024 and must be submitted via Festhome platform (www.festhome.com) no later than 31 August 2024 (date of receipt). Submissions must include the official entry form of the Festival, and the information the production company may consider necessary. All documents must be in Basque, Spanish or English.

7. Admitted works will have a running time of more than 60 minutes.

8. Only first feature films are eligible that have not been shown at any Spanish festival before ZINEBI.

9. The producers or legal representatives of the submitted films will keep ZINEBI informed of any changes to the film after the submission.

10. Films with spoken languages other than English must be submitted with English subtitles. Films that are unreadable or damaged preview files will not be considered for selection. It is the applicant’s responsibility to ensure that the preview file is in full working order.

11. All the submitted first feature films will be watched by the Selection Committee in order to be admitted by the Festival. The Selection Committee will be appointed by the Direction of the Festival, and will advise in the selection of the films in competition. The Direction of the Festival will be responsible for the final decision on the election of the first feature films.


12. The Direction of the Festival decides dates and times in which the selected films will be presented. Each film will be screened twice during the Festival.

13. The Festival may organise virtual screenings of the feature films included in the Official Selection – ZIFF ZINEBI First Film International Competition in an online platform geo-blocked to Spain, within a limited availability during the Festival, enabling restrictions in the days or number of screenings, in discussion with the producers or the legal representatives of the films.

14. All submitters will be informed of the selection results during the last week of September 2024. ZINEBI will announce the films included in the official selection before the end of October 2024. Disclosure of a film’s selection to third parties is not allowed before the official announcement.

SCREENING COPY AND DOCUMENTATION

15. For their public showing, all the films shall be compulsory subtitled in English. Admitted screening format is non-encrypted DCP.

16. Screening materials will be checked and compiled on hard drives for screening purposes at the Festival venues.

17. The hard drives shall be stored in the Festival’s archives and they shall not be used for any other screening unless the proper authorization of the rights holders.

18. Screening copies delivered through digital ways will be treated with the highest security standards to prevent piracy.

19. The screening copies (DCP) of the selected films must arrive on ZINEBI’s private and internal server by 11 October 2024 at the very latest. This deadline must be respected without fail in order for the Festival to ensure the best screening and subtitling possible during the Festival.

20. The producers or legal representatives of the selected films will send the following materials before 15 October 2024. ZINEBI reserves the right to use these materials for the promotion of the film and the Festival:

a. At least three horizontal stills from the film (JPG or TIFF format, 10 cm x 15 cm, 300 DPI).

b. A photo of the filmmaker(s) (JPG or TIFF format, 10 cm x 15 cm, 300 DPI).

c. Posters, flyers and other promotional material.

d. A dialogue list with timecodes in English.

e. A file or a link to the film trailer (three minutes maximum).

f. A file or a password-protected link of the final version of the film in high quality with English subtitles.


INTERNATIONAL JURY AND AWARDS

21. The official awards are given by an International Jury appointed by the Festival Management. The three members of the Jury for ZIFF – ZINEBI First Film International Competition will be appointed by the Festival Management. The Secretary will be appointed by the Festival Management and will take part in deliberations, though with no vote.

22. The International Jury will lay down its own internal rules in accordance with the Festival Management. Its decision will be final, and in the list of awards, prizes may not be left void or be shared ex aequo.

23. The International Jury for ZIFF – ZINEBI First Film International Competition will award the ZIFF Grand Award (12,000€).

24. The ZIFF - Youth Jury Award (UPV/EHU) (2,000€) will be awarded by a jury consisting of students coming from University and other educational institutions.

25. The awards money amount will be shared equally between the producer and the director of the bestowed film.

26. All awarded films at the International Festival of Documentary and Short Film of Bilbao - ZINEBI will compulsory and explicitly include the received acknowledgement in every single poster, communication, publicity and credits from all the copies once the Festival is over, including communication in social networks and other multimedia formats.

27. Prizes given at the 66th International Festival of Documentary and Short Film of Bilbao – ZINEBI shall be paid in 2024 with the tax reduction applicable on every single situation. For this purpose, and in order to avoid the double imposition, the payment shall be done after the winners had provided, by the 16 December 2024 at the latest, a tax certificate of residence issued by the proper authorities of their residence country.

28. These regulations are published in English, Basque and Spanish. In the event of a discrepancy, the Spanish-language version prevails.

29. The submission of any film to the International Festival of Documentary and Short Film of Bilbao – ZINEBI implies acceptance of the terms of these regulations, which will be construed and applied by the Festival Management, in compliance with the International Regulations of the FIAPF for festivals.

SECCIÓN OFICIAL – CONCURSO INTERNACIONAL ZIFF - ZINEBI FIRST FILM

1. El Festival Internacional de Cine Documental y Cortometraje de Bilbao – ZINEBI es una manifestación cinematográfica internacional de carácter competitiva reconocida por la Federación Internacional de Asociaciones de Productores de Films (FIAPF). El Festival presenta competiciones (Concurso Internacional de Cortometraje, y ZIFF – Concurso Internacional de Largometrajes opera prima) y programación paralela.

2. La 66ª edición del Festival Internacional de Cine Documental y Cortometraje de Bilbao – ZINEBI tendrá lugar en Bilbao entre los días 8 y 15 de noviembre de 2024.

3. El organizador del Festival es el Ayuntamiento de Bilbao, en colaboración con el Ministerio de Educación, Cultura y Deporte (a través del Instituto de la Cinematografía y de las Artes Audiovisuales – ICAA), el Departamento de Cultura del Gobierno Vasco y la Diputación Foral de Bizkaia.

CONDICIONES

4. El Festival Internacional de Cine Documental y Cortometraje de Bilbao – ZINEBI acepta largometrajes de las categorías de ficción, animación y documental para su Sección Oficial – Concurso Internacional ZIFF-ZINEBI First Film. Para ser admitidos, los largometrajes deberán ser opera prima. Es decir, deberán haber sido dirigidos por realizadoras y/o directores que no hayan dirigido en solitario previamente otro largometraje. Es decir, se aceptarán películas opera prima dirigidas por personas que ya hayan codirigido un largometraje.

5. Las inscripciones de los largometrajes serán formalizadas por los/as productores/as o sus representantes legales.

6. Los largometrajes de la Sección Oficial – Concurso Internacional ZIFF-ZINEBI First Film deberán haber sido producidos con fecha posterior al 1 de enero de 2024, y para su selección deberán haber sido remitidos a través de la plataforma Festhome (www.festhome.com) hasta el día 31 de agosto de 2024. Las inscripciones deberán incluir el formulario y la información complementaria sobre el largometraje que la productora considere oportuna. Los textos deberán estar redactados en euskera, español o inglés.

7. Se admitirán únicamente películas con una duración superior a 60 minutos.

8. Únicamente serán admitidos en la Sección Oficial – Concurso Internacional ZIFF-ZINEBI First Film primeros largometrajes de directores y realizadoras que garanticen su estreno en el Estado en el Festival Internacional de Cine Documental y Cortometraje de Bilbao – ZINEBI.

9. Los/as productores/as o responsables legales de las películas enviadas se comprometen a informar al ZINEBI de cualquier cambio que se produjera en la película una vez inscrita.

10. Todos los largometrajes opera prima hablados en idiomas distinto del inglés deberán ser remitidos con subtítulos en inglés. Las películas remitidas que sean ilegibles o que estén incluidas en archivos dañados no serán consideradas para su selección. Es responsabilidad del remitente asegurarse de que los archivos enviados se encuentran en correcto estado.

11. El Comité de Selección deberá visionar todos los largometrajes opera prima para ser seleccionados. El Comité de Selección será nombrado por la dirección del Festival Internacional de Cine Documental y Cortometraje de Bilbao – ZINEBI, y tendrá como función el asesoramiento en la elección de las películas integrantes de su Sección Oficial – Concurso Internacional ZIFF-ZINEBI First Film. La decisión última sobre dicha elección será responsabilidad de la dirección del Festival.

12. La dirección del Festival decide las fechas y horas en las que las películas participantes son exhibidas. Cada película será exhibida dos veces durante el Festival.

13. El Festival se reserva el derecho de exhibir los largometrajes seleccionados en la Sección Oficial – Concurso Internacional ZIFF ZINEBI First Film en una plataforma online geobloqueada para España. La exhibición de los mismos quedará limitada a los días de celebración del Festival, pudiendo limitarse el número de pases o días de exhibición, de acuerdo con los/as productores/as o sus representantes legales.

14. Todos los remitentes de largometrajes serán informados durante la última semana de septiembre de 2024 respecto a su inclusión (o no) en la Sección Oficial – Concurso Internacional ZIFF-ZINEBI First Film. ZINEBI hará pública la selección de las películas antes de la finalización del mes de octubre de 2024. Las personas responsables de las películas seleccionadas no harán pública la selección antes.

COPIAS DE PROYECCIÓN Y MATERIALES

15. Para su exhibición pública, todas las películas participantes en la Sección Oficial deberán estar obligatoriamente subtituladas en inglés. El formato de proyección es DCP no encriptado.

16. Las copias enviadas serán revisadas y agrupadas en discos duros para su posterior proyección en las salas del Festival.

17. Estos discos duros quedarán depositados en el archivo del festival y no serán utilizados para otra proyección salvo autorización expresa de los propietarios de los derechos.

18. Las copias de proyección enviadas digitalmente serán protegidas con las máximas medidas de seguridad para evitar la piratería.


19. Las copias de proyección (DCP) de las películas seleccionadas para participar en la Sección Oficial deberán estar depositadas en el servidor interno de ZINEBI el 11 de octubre de 2024. Esta fecha límite debe ser respetada escrupulosamente con el objeto de que el Festival pueda garantizar la mejor exhibición y subtitulado posible durante las proyecciones del Festival.

20. Los/as productores/as o representantes legales de dada una de las películas seleccionadas deberá remitir los siguientes materiales antes del 15 de octubre de 2024, que ZINEBI podrá utilizar para la promoción de las películas y del Festival:

a. Al menos tres imágenes fijas horizontales de la película (en formato JPG o TIFF, con un tamaño de 10 cm x 15 cm y 300 puntos por pulgada).

b. Una fotografía de la persona o personas directoras de la película (en formato JPG o TIFF, con un tamaño de 10 cm x 15 cm y 300 puntos por pulgada).

c. Posters, flyers y material promocional de la película.

d. Una lista de diálogos de la película en inglés con sus correspondientes códigos de tiempo.

e. Un archivo o el enlace a un tráiler de la película (de una duración máxima de tres minutos).

f. Un archivo o un enlace protegido por contraseña a la versión final de la película subtitulada en inglés en alta calidad.

JURADO INTERNACIONAL Y PREMIOS

21. La decisión sobre los premios oficiales recaerá en un Jurado Internacional nombrado por la dirección del Festival Internacional de Cine Documental y Cortometraje de Bilbao – ZINEBI. Los tres miembros del Jurado de la Sección Oficial – Concurso Internacional ZIFF-ZINEBI First Film serán nombrados por la dirección del Festival. El Secretario del Jurado será designado también por la dirección del Festival y podrá intervenir en sus deliberaciones sin derecho a voto.

22. El Jurado Internacional establecerá su Reglamento interno de acuerdo con la dirección del Festival. Su decisión será definitiva, y no podrá ni dejar desierto ningún premio ni conceder premios ex aequo.

23. El Jurado Internacional de la Sección Oficial – Concurso Internacional ZIFF-ZINEBI First Film concederá el Gran Premio ZIFF (12.000€).

24. El Premio del Jurado Joven – ZIFF (2.000€) será concedido por un jurado integrado por estudiantes universitarios y de otros centros de formación.

25. La cuantía económica de los premios será distribuida al 50% entre la compañía productora y el realizador o directora.

26. Las películas premiadas en la 66ª edición del Festival Internacional de Cine Documental y Cortometraje de Bilbao – ZINEBI deberán especificar, de forma obligatoria e inexcusable, el reconocimiento obtenido en el Festival en todos los posters, comunicaciones y publicidad, así como en los títulos de crédito de las copias en su comunicación posterior al Festival, incluidas comunicación en redes sociales y otros soportes.

27. Los premios de la 66ª edición del Festival Internacional de Cine Documental y Cortometraje de Bilbao – ZINEBI serán abonados en 2024 con las deducciones fiscales que, en su caso, pudieran corresponderles tras la aportación, por parte del premiado/a, antes del 16 de diciembre de 2024, de un certificado de residencia fiscal que, a efectos de evitar la doble imposición, deberá ser expedido por las autoridades fiscales de su país de residencia.

28. El presente reglamento se edita en inglés, euskera y español. En caso de duda, la versión prevalente es la española.

29. La inscripción de cualquier largometraje en la 66ª edición del Festival Internacional de Cine Documental y Cortometraje de Bilbao – ZINEBI implica a la aceptación de las condiciones del presente reglamento, cuya interpretación y aplicación corresponde a la dirección del Festival, que se atendrá para ello a lo dispuesto en el Reglamento Internacional de Festivales de la FIAPF.

SAIL OFIZIALA – ZIFF – ZINEBI FIRST FILM NAZIOARTEKO LEHIAKETA

1. Bilboko Dokumentalen eta Film Laburren Nazioarteko Jaialdia – ZINEBI izaera lehiakorreko nazioarteko adierazpen zinematografikoa da, eta Film Ekoizleen Elkarteen Nazioarteko Federazioaren (FIAPF) aintzatespena du. Jaialdiak lehiaketak (Film Laburren Nazioarteko Lehiaketa, eta ZIFF – Opera prima Film Luzeen Nazioarteko Lehiaketa) eta programazio paraleloa ditu.

2. Bilboko Dokumentalen eta Film Laburren Nazioarteko Jaialdiaren – ZINEBIren 66. edizioa Bilbon egingo da, 2024ko azaroaren 8etatik 15era.

3. Jaialdiaren antolatzailea Bilboko Udala da, honako erakunde hauen lankidetzarekin: Bizkaiko Foru Aldundia, Eusko Jaurlaritzako Kultura Saila eta Hezkuntza, Kultura eta Kirol Ministerioa (ICAA – Zinematografiaren eta Ikus-entzunezko Arteen Institutuaren bidez).

BALDINTZAK

4. Bilboko Dokumentalen eta Film Laburren Nazioarteko Jaialdiak – ZINEBIk fikzio, animazio eta dokumental kategorietako film luzeak onartzen ditu Sail Ofizialeko ZIFF-ZINEBI First Film Nazioarteko Lehiaketarako. Onartuak izateko, film luzeek opera prima izan behar dute. Hau da, aurretik beste film luzerik zuzendu ez duten errealizatzaile edota zuzendariek bakarka zuzendutakoak izan behar dute. Hau da, film luze bat beste zuzendariekin zuzendu duten pertsonek zuzendutako opera prima filmak onartuko dira.

5. Ekoizleek beraiek edo bere legezko ordezkariek formalizatu behar dituzte film luzeen izen emateak.

6. Sail Ofizialeko ZIFF-ZINEBI FIRST FILM Nazioarteko Lehiaketako film luzeak 2024ko urtarrilaren 1etik aurrera egindakoak izan behar dira, eta horiek hautatzeko beharrezkoa da filmak Festhome plataformaren bidez bidaltzea (www.festhome.com) 2024ko abuztuaren 31ra arte. Honako hau aurkeztu behar da izena ematean: izena emateko formularioa eta ekoizleak film luzeari buruz gehitu nahi duen informazio egokia. Testuak euskaraz, gaztelaniaz edo ingelesez idatzita egon behar dira.

7. Soilik 60 minututik gorako iraupena duten filmak onartuko dira.

8. Sail Ofizialeko ZIFF-ZINEBI First Film Nazioarteko Lehiaketan soilik onartuko dira zuzendari eta errealizadoreen lehen film luzeak, estatuko estreinaldia Bilboko Dokumentalen eta Film Laburren Nazioarteko Jaialdian – ZINEBIn egingo dela bermatzen dutenak.

9. Bidalitako filmen ekoizleek edo legezko arduradunek konpromisoa hartzen dute ZINEBIri jakinarazteko izena eman ondoren filmean gertatzen den edozein aldaketa.

10. Ingelesaz bestelako hizkuntzetan hitz egiten diren opera prima film luze guztiak ingelesezko azpitituluekin bidali behar dira. Bidalitako filmak irakurtezinak badira edo kaltetutako artxiboetan badaude, ez dira kontuan hartuko hautaketarako. Bidaltzailearen ardura da bidaltzen dituen artxiboak egoera onean daudela bermatzea.

11. Hautaketa Batzordeak opera prima film luze guztiak ikusi behar ditu onartuak izan aurretik. Hautaketa Batzordea Bilboko Dokumentalen eta Film Laburren Nazioarteko Jaialdiaren – ZINEBIren zuzendaritzak berak izendatuko du, eta Sail Ofiziala – ZIFF-ZINEBI FIRST FILM Nazioarteko Lehiaketa ataleko filmen aukeraketan aholkatuko du. Hautaketaren azken erabakiaren erantzukizuna jaialdiaren zuzendaritzak izango du.

12. Jaialdiaren zuzendaritzak erabakitzen du zein egunetan eta ordutan erakutsiko diren film parte-hartzaileak. Film bakoitza bi aldiz erakutsiko da Jaialdian.

13. Jaialdiak beretzat gordetzen du eskubidea, Sail Ofizialeko ZIFF ZINEBI First Film Nazioarteko Lehiaketan hautatutako film luzeak Espainian geoblokeatutako online plataforma batean ikusgai jartzekoa. Horiek Jaialdia egiten den egunetan soilik egon ahal izango dira ikusgai, eta emanaldi edo ikusgai egoteko egunak mugatzeko aukera egongo da ekoizleekin edo haien legezko ordezkariekin ados jarrita.

14. Filmen bidaltzaile guztiei 2024ko irailaren azken astean jakinaraziko zaie ZIFF-ZINEBI First Film Nazioarteko Lehiaketa – Sail Ofizialean sartu diren ala ez. ZINEBIk 2024ko urria amaitu baino lehen emango du jakitera filmen aukeraketa. Hautatutako filmen arduradunek ez dute aurretik hautaketaren berri emango.

PROIEKZIOETARAKO KOPIAK

15. Jendaurrean erakusteko, derrigorrezkoa da Sail Ofizialean parte hartzen duten film guztiek ingelesezko azpitituluak edukitzea. Proiekzioetarako formatua koderik gabeko DCP formatua da. Beste formatu digital batzuk ere kontuan hartuko dira.

16. Bidalitako kopiak errebisatu egingo dira eta disko gogorretan multzokatuko dira geroago jaialdiko aretoetan proiektatzeko.

17. Disko gogorrak jaialdiko artxiboetan gordailututa geratuko dira eta ez dira inolaz ere erabiliko beste proiekzioetarako eskubideen jabeen berariazko baimenik jaso ezean.

19. Sail Ofizialean parte hartzeko hautatutako filmen proiekzio-kopiak (DCP) 2024ko urriaren 11n egon beharko dira ZINEBIren barne-zerbitzarian. Epemuga hori zorrotz errespetatu behar da, Jaialdiak ahalik eta erakustaldi eta azpititulurik onena bermatu ahal izan dezan Jaialdiaren proiekzioetan.

20. Hautatutako filmetako baten ekoizleek edo legezko ordezkariek honako material hauek bidali beharko dituzte 2024ko urriaren 15a baino lehen, eta ZINEBIk filmak eta Jaialdia sustatzeko erabili ahal izango ditu:

a. Filmaren hiru irudi finko horizontal gutxienez (JPG edo TIFF formatuan, 10 zm x 15 zm-ko tamainarekin eta 300 puntu hazbeteko).

b. Filmaren zuzendariaren edo zuzendarien argazki bat (JPG edo TIFF formatuan, 10 zm x 15 czm-ko tamainarekin eta 300 puntu hazbeteko).

c. Filmaren posterrak, flyerrak eta sustapen-materiala.

d. Ingelesezko filmaren elkarrizketen zerrenda bat, dagozkien denbora-kodeekin.

e. Filmaren trailer baterako fitxategia edo esteka (gehienez hiru minutukoa).

f. Kalitate handiko ingelesezko azpitituluak dituen filmaren azken bertsiora pasahitz bidez babestutako fitxategi edo esteka bat.

NAZIOARTEKO EPAIMAHAIA ETA SARIAK

21. Sari ofizialak Bilboko Dokumentalen eta Film Laburren Nazioarteko Jaialdiaren – ZINEBIren zuzendaritzak izendatutako Nazioarteko Epaimahaiak erabakiko ditu. Sail Ofizialeko ZIFF-ZINEBI First Film Nazioarteko Lehiaketako hiru Epaimahaikideak Jaialdiko zuzendaritzak izendatuko ditu. Epaimahaiko Idazkaria ere Jaialdiko zuzendaritzak izendatuko du, eta deliberazioetan parte hartu ahal izango du, bozkatzeko eskubiderik gabe.

22. Nazioarteko Epaimahaiak bere barne araudia ezarriko du, jaialdiko zuzendaritzarekin batera. Beren erabakia behin betikoa izango da eta ezingo dute saririk hutsik utzi, ezta ex aequo banatu ere.

23. Sail Ofizialeko ZIFF-ZINEBI First Film Nazioarteko Lehiaketako Nazioarteko Epaimahaiak ZIFF Sari Nagusia (12.000 €) emango du.

24. ZIFF-Gazte Epaimahaiaren Saria (UPV/EHU) (2.000 €) unibertsitateko eta beste prestakuntza zentro batzuetako ikaslez osatutako epaimahaiak emango du.

25. Sarien zenbateko ekonomikoa % 50ean banatuko da konpainia ekoizlearen eta errealizadorearen edo zuzendariaren artean.

26. Bilboko Dokumentalen eta Film Laburren Nazioarteko Jaialdiaren – ZINEBIren 66. edizioan saritutako filmek nahitaez eta ezinbestean zehaztu beharko dute Jaialdian lortutako aintzatespena jaialdiaren ondorengo poster, komunikazio, publizitate eta komunikazioko kopien kreditu-tituluetan, Sare Sozialetako komunikazioa eta gainerako euskarrietakoa barne.

27. Bilboko Dokumentalen eta Film Laburren Nazioarteko Jaialdiaren – ZINEBIren 66. edizioko sariak 2024an ordainduko dira, kasu bakoitzean egokitu litezkeen kenkari fiskalak aplikatuta. Bestalde, saridunak, zergapeko bikoitza saihesteari begira, bizileku duen herrialdeko agintaritza fiskalak igorritako egoitza fiskaleko agiri bat aurkeztu behar du 2024ko abenduaren 16a baino lehen.

28. Araudia ingelesez, euskaraz eta gaztelaniaz argitaratzen da. Zalantzarik sortuko balitz, gaztelaniazkoa izango da bertsio nagusia.

29. Bilboko Dokumentalen eta Film Laburren – ZINEBIren 66. edizioan film luze baten izena emateak araudi honetan ezarritako baldintzak onartzea dakar. Era berean, Jaialdiko zuzendaritzak interpretatu eta ezarriko du araudia. Horretarako, FIAPFren Jaialdien Nazioarteko Araudian xedatutakoa hartuko du kontuan.
