The 3rd CINE RO – Rondônia Film Festival, to be held in August 2025, is a cinematic event that celebrates the diversity and richness of national and international cinema. This festival provides a platform for filmmakers from across Brazil and around the world to showcase their work, with a special focus on productions that reflect the various facets of society.

With a hybrid format, the festival will be held both in-person and virtually, offering broad access to a diverse audience through its official website and social media channels. This format enables the festival to reach viewers beyond the geographic borders of Rondônia, fostering a more inclusive and accessible cinematic experience.

CINE RO welcomes a wide range of works, including fiction shorts, documentaries, animations, experimental films, student projects, music videos, and national feature films. With diverse categories, the festival highlights the creativity and talent across different genres and formats, from short works to more extensive narratives.

The festival is also distinguished by its thematic showcases, addressing topics and experiences related to femininity, Black culture, Indigenous identity, and more. This reflects its commitment to tackling and bringing visibility to relevant social issues and promoting cultural diversity.

Submissions for the festival are made online via Google Forms, and Festhome, ensuring a transparent and accessible selection process. Selected films will not only be screened during the festival but will also compete in various categories, with awards aimed at recognizing and honoring excellence in each segment.

1. The short films in the competitive showcase will be competing for the following prizes:

Best Fiction Short (R$ 1,000.00 + trophy);

Best Animation Short (R$ 1,000.00 + trophy);

Best Documentary Short (R$ 1,000.00 + trophy);

Best Experimental Short (R$ 1,000.00 + trophy);

Best Student Short (R$ 1,000.00 + trophy);

Best Short by Popular Jury (R$ 1,000.00 + trophy);

Best Rondonian Short (R$ 1,000.00 + trophy);

1 – INITIAL PROVISIONS

1.1. CINE RO – RONDÔNIA FILM FESTIVAL, in its third edition, will take place in August 2025.

1.2. The festival will be held in a hybrid format, both in-person and online, via the website www.festcinero.com and the event's social media channels.


2 – ELIGIBILITY

2.1. Eligible films for the CINE RO are:

2.1.1. Works produced in Brazil or abroad, provided that the film is either in Portuguese or has Portuguese subtitles;

2.1.2. Works in one of the following categories: Fiction Short, Documentary Short, Animation Short, Experimental Short, Student Short, Music Video, and National Feature Film;

2.1.3. Shorts must be between 2 (two) and 25 (twenty-five) minutes long (including credits);

2.1.4. Feature films must have a minimum duration of 70 (seventy) minutes;

2.1.5. Music videos must be at least 75 seconds long;

2.1.6. Productions must have been completed after January 2023;

2.1.7. Productions must have a minimum resolution of 1920 x 1080p (Full HD).


3 – SUBMISSIONS

3.1. Submissions will be accepted from January 18, 2025, to February 28, 2025, until 11:59 PM.

3.2. Submissions must be made using specific forms via Google Forms or Festhome.

3.3. The LINK provided in the submission form for viewing the film must be hosted on YOUTUBE or VIMEO. Films hosted on other platforms will be DISQUALIFIED.

3.3.1. If the link is password-protected and the password is not provided, the submission will be disqualified.

3.4. All fields marked as mandatory must be completed.

3.4.1. Uploading film images (thumbnail 1920x1080, vertical poster, horizontal banner, still photos, frames, and director’s photo) is not mandatory during submission. However, if selected, these images will be required for screening during the festival.

3.5. Each director/producer may submit multiple films, provided they were produced after January 2023. Each film must be submitted individually.

3.6. Submissions made outside the deadline or with incomplete information will not be accepted.

3.7. Selected short films will become part of the CINE RO collection but will NOT be publicly screened without prior authorization in any physical or digital space.


4 – SELECTION PROCESS

4.1. Submitted films will undergo evaluation by a specialized curatorial team to select the works to be screened at the festival.

4.2. The selection committee will comprise professionals directly linked to film production, critique, or audiovisual creation.

4.3. Results will be emailed to the responsible parties and published on the festival’s website, Facebook Fanpage, and Instagram.

4.4. Submission does not guarantee selection or screening of the work, nor does selection guarantee screening.

4.5. Selected short films will be grouped into the following virtual parallel showcases:

T(d)elas Showcase: Films created by or featuring women or discussing women’s issues;
Pan-Africanism Showcase: Films created by or featuring Black individuals or discussing Black culture;
Forest Peoples Showcase: Films created by or featuring Indigenous individuals or discussing Indigenous issues;
Cine Plural Showcase: Films created by or featuring LGBTQIA+ individuals or exploring LGBTQIA+ themes;
Student Showcase: Films produced by students or professionals during their studies;
Environmental Showcase: Films addressing environmental issues and solutions;
Cosmo Cine Showcase: International films with Portuguese subtitles;
Curumim Showcase: Films targeting audiences aged 0-12 years;
Future’s Horizon Showcase: Films speculating about the future;
Chill Showcase: Horror, suspense, and artistic explorations of terror;
Animatopia Showcase: Animation films using various techniques (traditional, digital, stop-motion, etc.);
Experiment.MOV Showcase: Experimental films challenging traditional cinema conventions;
Inter-Arts Showcase: Films interacting with other art forms;
Cinema for All Showcase: Films with descriptive subtitles, audiodescription, or LIBRAS;
Rondônia Showcase: Films produced in Rondônia;
Amazon Showcase: Films produced in the Amazon.

4.5.1. A single film may feature in multiple showcases, and new showcases may be created as needed.

4.5.2. Virtual screenings will occur over 30 days, with each film available for 10 days.

4.6. CINE RO may hold parallel in-person showcases.

4.7. Films selected for virtual parallel showcases may also compete in the competitive showcase, screened in-person.

4.8. Competitive showcase awards include:
Short Films: Fiction, Animation, Documentary, Experimental, Student, and Rondônia Shorts (R$ 1,000 + trophy);
Features: Best Film (R$ 5,000 + trophy);
Music Videos: Best Music Video (R$ 1,000 + trophy).

4.9. All entries compete for the Popular Jury Award.


5 – SCREENING REQUIREMENTS

5.1. Screening will require an authorization form and the digital film file via Google Drive, OneDrive, Dropbox, or WeTransfer.

5.2. Films, except feature films, will be accessible in a restricted area on the website.

5.3. Participants authorize CINE RO to hold free screenings for one year, with advance notice and certification.


6 – COMPETITIVE SHOWCASE

6.1. Selected short films will be evaluated by a specialized jury.

6.2. Winners will be announced at the festival's closing.

6.3. A popular vote will decide the Popular Jury Award.


7 – GENERAL PROVISIONS

7.1. The director/representative declares responsibility for all copyrights and image rights related to the film.

7.2. Non-compliance with regulations results in disqualification.

7.3. Submission implies acceptance of all terms.

7.4. Unforeseen cases will be resolved by the festival organizers.
