The Hon. City Council of Doña Mencía, through its Departments of Youth and Tourism, together with the “Cinema and Rural Environments” Association, and with the sponsorship of the Regional Government of Andalusia and the Provincial Council of Córdoba, hereby announces the rules and guidelines for the 1st Edition of the Doña Mencía Short Film Contest, “MENCITOPÍA”.

Premi in contanti: 2,300€

1st Prize – Official Section: €1,000

2nd Prize – Official Section: €500

Audience Award – “Corto Express: Mencitopía 3 en 1” Section: €800

1. Objective
To promote audiovisual creativity and showcase Doña Mencía as a cinematic destination, supporting both professional and amateur creators.

2. Participants
Participation is open to individuals over the age of 18, of any nationality, residing in Spain, whether professionals or amateurs.

3. Participation Conditions
Each participant may submit as many short films as they wish.

Works must be submitted in their original language, and if this is not Spanish, they must include Spanish subtitles.

The maximum length of the short films must not exceed 5 minutes. The theme and genre (fiction, documentary, experimental, animation) are open.

The release date of the short films must be after September 1, 2024.

Awarded short films will be screened during the closing gala on November 1, 2025.

To receive the prize, it is mandatory that a representative of the short film attends the event.

4. Registration
Via the Festhome platform.

Participants must submit a technical sheet, synopsis, and 3 stills, along with the corresponding short film.

Registration is free of charge.

The submission deadline is September 15, 2025.

5. Originality of the Works
Submitted short films must be original and unpublished.

Participants will be solely responsible for any claims related to copyright, related rights, or third-party intellectual or industrial property.

6. Screening and Closing Gala
The screening and awards gala will take place on Saturday, November 1, 2025, at the Juan Valera Cultural Center in Doña Mencía.

7. Jury and Prizes
The jury will be composed of professionals from the audiovisual field and city council members of Doña Mencía. The jury’s decision will be final.

The jury may declare one or more prizes void or grant ex aequo prizes, in which case the monetary amount will be divided among the winners.

1st Prize: €1,000

2nd Prize: €500

8. Rights Assignment
Participants grant the organization non-exclusive rights to reproduce, distribute, and publicly communicate the works, strictly for cultural, promotional, or documentary purposes related to the festival.

9. Authorization of Use
The creators of the selected films that are included in the festival program authorize the Cinema and Rural Environments Association (organizing body of the event) to screen them during the festival for non-profit cultural purposes.

10. Acceptance of the Terms
Participation in this contest implies full and unconditional acceptance of all the terms outlined in these rules.

BENEFICIARIES, PAYMENT METHOD FOR PRIZES, AND INVOICING

Prize recipients: Prizes will be paid to the person or production company listed on the registration form.

Payment and invoicing: Prizes will be paid by bank transfer upon submission of an invoice, where applicable. Prizes will be subject to the applicable tax regulations.
