Pulsar Santa Fe will take place between September 26 and 29 at El Molino Fábrica Cultural in the city of Santa Fe and in this fourth edition it incorporates participating projects from Córdoba and Entre Ríos with the aim of promoting the audiovisual integration and cooperation of the Central Region.

This event is considered a platform of opportunities for the sustainable development of the audiovisual industry, producing synergy between those dedicated to direction, production, production, distribution, programming and development; and those who are part of companies, platforms, festivals, media, companies, government and educational institutions.

Selected participants will present in pitch sessions and participate in business meetings with guests linked to the industry.

In addition, Pulsar Santa Fe will include a sample section of audiovisual productions in different cinemas in the province.

In turn, for the third consecutive year it will carry out the 72 Hour Shorts training experience for students from schools with a focus on film and visual arts.

Rules and conditions of participation in Pulsar Santa Fe - Audiovisual Industry Market 2024

1. General framework and objectives

The Ministry of Culture of the Province of Santa Fe, through the Secretariat of Cultural Developments and through its Filming Commission, calls for
people interested in participating in PULSAR Santa Fe 2024 - Audiovisual Industry Market, which will take place between September 26 and 28 in El
Cultural Factory Mill in the city of Santa Fe.
This 2024 edition incorporates participating projects from Córdoba and Entre Ríos with the aim of promoting audiovisual integration and cooperation in the Central Region.

Pulsar Santa Fe is a platform of opportunities for the sustainable development of the Santa Fe audiovisual industry, producing synergy between those dedicated to direction, production, production, distribution, programming and development; and who
They are part of companies, platforms, festivals, media, government and educational institutions.

Under this initiative, tools are provided to generate links between the public and private sectors and the creative community, maintaining a mixed, sustainable and dynamic work scheme that guides the sustained growth of the audiovisual sector. also in a superlative way to the strengthening of the Santa Fe identity. That is why the call aims to accompany the audiovisual sector with
industrial capabilities supporting the development, production and circulation of their projects.


Interested people may apply their projects for participation in PULSAR Santa Fe 2024, they may present projects along the following lines:

PROJECTS IN DEVELOPMENT
Intended for audiovisual projects in development of:

Fiction feature films;
Documentary feature films; Short or long fiction or documentary series; and
Animation in feature film, short film or serial.

The selected Projects in Development will present their projects in a pitch session and participate in business meetings with guests linked to the industry.

Each selected development project will be guaranteed accommodation for 2 (two) people in shared rooms during their stay in the city of Santa Fe.

PROJECTS IN PROGRESS (WIP)
Intended for short or long series projects and feature films, whether fiction or
documentary with filming completed and post-production in progress.

The selected projects in progress will present their projects in a pitch session and participate in business meetings with guests linked to the industry.

Each selected project in process will be guaranteed accommodation for 2 (two) people in shared rooms during their stay in the city of Santa Fe.

PROJECTS IN CIRCULATION
Fiction, documentary or animation audiovisual projects completed as of 2022. Whatever their duration and format for circulation, distribution or marketing.

The projects in circulation will be shared privately to invited people linked to the industry, they will participate in the catalog and have access to business meetings.

2. Recipients and requirements

The following may participate in this call as presenters: human or legal persons who prove verifiable residence in the provinces of Santa Fe, Córdoba or Entre Ríos, as of the opening date of this call:

1) Present a copy of your ID.
2) Prove residence in the corresponding territory through proof of
registration in AFIP where it is specified that the tax domicile is in the declared province.


The legal entities that can apply will be Civil Associations, Foundations, Cooperatives, Limited Liability Companies, Partnerships.
Simplified Shares and Public Limited Companies, provided that their respective domiciles are established in the province of Santa Fe, Córdoba or Entre Ríos.


Conditions of participation:

- Registrations, documentation and/or annexes will not be accepted outside the form established at the end of these rules.

- Registrations that are incomplete or that do not strictly comply with the requirements requested for each line will not be considered.

- Workers from the Ministry of Culture of Santa Fe may not be presenters, whether permanent or temporary staff or staff hired with articles.8 of law 8,525 or article 169 of the law
12,510.

- Registrations will be made through a single form, having the opportunity to upload optional material and/or folders if necessary.

-For cases where a person presents more than one project, he must complete the form again with the corresponding information, that is, one form for each project to be presented.

- For PROJECTS IN CIRCULATION, completed projects may be submitted starting in 2022.

- Development Projects and Projects in Process (WIP) that have participated in previous editions under the same category, may participate
as long as they can prove progress that reflects a process.

- If the project is selected, the information provided will be used to prepare communication pieces.

- In the event that the project is selected, up to 2 (two) people may participate in the proposed instances. Participation is recommended
of those who carry out the management and production roles.

- The organization reserves the right to edit or not consider communication information that does not respect the characteristics requested in the form.

3. Project selection

The selection of participating projects will be carried out by a committee made up of representatives of the Ministry of Culture. They will select up to 40 projects taking into account the following criteria:

a) Comprehensive quality of the proposal.
b) Background of the applicants and journey of the project.
c) Viability and sustainability.
d) Productive impact.
e) Promotion of equal rights and citizenship.
f) Potential for national and international co-production.
g) Confirmed/committed funds
h) Territorial representation

The number of selected projects may be expanded by decision of the committee and the application authority.


4. Enforcement authority

In the event of unforeseen situations arising from these regulatory bases, the Ministry of Culture of the Province of Santa Fe through the Secretariat of
Cultural Developments will have the power to resolve situations that arise according to the criteria considered pertinent.
