8th EUREKA UNIVERSITY FILM FESTIVAL 2023
The conditions described below correspond to the requirements proposed by EUREKA University Film Festival and its programming team. The registration and selection of audiovisual pieces sent by those students and filmmakers who would like to be part of the official programming depend on these requirements, bases and conditions.
EUREKA University Film Festival is an event initially organized by students from the University Jorge Tadeo Lozano of Bogota and students from different universities in Colombia. The festival will take place from October 19 to 26, 2023 in the city of Bogotá D.C., Colombia.
Our 7th edition took us on a journey of introspection, reversing the eye and looking inside. This process ended up with an exploration that has shaken our bodies and made us scream. Because of this, the curatory proposal of the 8th edition of EUREKA University Film Festival will have in its center the act of Screaming, a process which we believe is a natural segway after looking inside. After introspection comes the need to take what we believe to the outside, giving a place on the space-time to everything that we have discovered inside; to think the scream as a catalyst of the creative energy that wants to expand cinema and audiovisual production, just as the sound waves that travel and claim the space, shaking as they go the skin of the ones who listen.
The call for entries will be open from April 3rd until August 1st, 2023. The only platform we will enable to receive the audiovisual material will be :
We will not receive short films through other channels unless the platform may present an inconvenience around your application, in this case you can send us the materials of your short film to the following email:

The materials to be sent in those cases are:
-Two (2) copies of the short film
One (1) in códec ProRes 422, contained as .MOV o .MP4 with a minimum resolution of Full HD 1920x1080px.
One (1) in códec H264, contained as .MOV o .MP4 with a minimum resolution of full HD 1920x1080px.
-Subtitles in Spanish and English in a .srt file
-Synopsis
-PDF file with the Technical Sheet
-Trailer (if available)
-Official Poster
-3 Stills
-Director and Producer’s picture
-PDF file with Profiles for both Director and Producer
-Instagram account of Director, Producer or Short Film Distributor
You can attach these materials through the platform of your preference, for example: WeTransfer, MyAirBridge, Filemail, etc.
Additionally, the programming team may request short films that they consider should be part of the call by means of the official mail and the festival reserves the power to make direct invitations to outstanding works.
AWARDS
1. The only short films who will be awarded are the ones part of the initial two (2) competitions: OFFICIAL NATIONAL COMPETITION and OFFICIAL INTERNATIONAL COMPETITION.
2. Some short films may receive a Honorable Mention or other types of recognition taking into consideration the interests and decisions made by the jury.
REGISTRATION AND PARTICIPATION
1. The call for applications opens on April 03, 2023 and closes on August 01, 2023.
2. We receive audiovisual pieces produced between January 2021 until August 2023.
3. EUREKA University Film Festival is a festival that promotes and recognizes the aesthetic, narrative and technical achievements of a film. The festival will therefore award the winning short films chosen by the jury in the main competitions of the festival: NATIONAL COMPETITION and INTERNATIONAL COMPETITION. In addition, once the short film has been selected, the director will not be able to retract the registration and must commit to the use of his / her audiovisual piece at the festival.
4. The selected short films will sign an exhibition and accommodation authorization with defined clauses that will be made available to the filmmakers. This will allow Eureka University Film Festival to exhibit and preserve the short films that are part of the festival each year. When doing their registration, the filmmaker must download the exhibition rights, sign and send them to the email programación.eureka@gmail.com, which are available in the following link: Exhibition Rights. In case that your short film is selected, EUREKA University Film Festival will collect and use these rights, nonetheless if the film is not selected, the release contract will be deleted.
5. Given the case that different activities are carried out about the winning pieces, the directors of the shorts are likely to be invited to these meetings as Q & As and screenings.
6. Short films in National and International Competition must be by students of a university program and / or a national or international university institution. That said, filmmakers can apply as long as their student status is verifiable.
7. Registered short films DO NOT necessarily have to belong to Film and Television faculties or those related to visual art, they can belong to any academic program and at any level of study that is being studied (Undergraduate, graduate, specializations, diplomas, among others).
8. Registered short films may have been made outside of their academic schedules and activities.
9. All applicants are subject to be distributed according to the interests and internal decisions of the programming team in other sections of the official programming, that is, those short films that are not selected in any of the competitions (NATIONAL OR INTERNATIONAL), can be screened in our selection of Audiovisual Panoramas or Cinematographic Focus if applicable.
10. We receive short films with a maximum duration of thirty (30) minutes, including credits.
11. The formal and narrative diversity of the short films entered in the festival's competitions will be taken into account, the short films can belong to one of multiple of the following genres and formats: FICTION, DOCUMENTARY, EXPERIMENTAL, ANIMATION AND HYBRID.
12. We receive projects of video art, video essay, video installation and fashion films, as long as they are short films faithful to the genre. For this reason, we will not receive advertising works, web series or commercials.
13. Short films with dialogues in Spanish must have English subtitle files available. Likewise, short films with dialogues in English or any other language must have Spanish subtitle files available. The festival will not be responsible for the subtitling of any aspiring or selected short film within the festival's official programming, this is the responsibility of the filmmakers.
14. A maximum of two (2) short films will be received per director.
15. We are not responsible for the copyright and copyright of the short film, this is the responsibility of the filmmakers and their respective legal processes.
16. Applicants must bear in mind that being selected within the official programming means —if applicable— a premiere in the city of Bogotá D.C., Colombia.
17. Short films selected in previous editions of the festival will not be taken into account for the official selection, nor for discussion.
18. The selected short films will be arranged by Eureka University Film Festival for their different communication intentions. To use frames and clips of these to build audiovisual pieces that will function as a communication bridge between the audience and the festival.
19. The short films will be screened by the Eureka University Film Festival in different alternative activities carried out by the festival (the use of the short films for alternative screenings will be previously communicated).
20. The selected short films will be kept on an official archive of the festival, without public access. These materials will be reserved for the internal processes of exhibition and distribution of the festival.
TECHNICAL REGULATIONS
1. We receive short films that make free use of the aspect ratio as long as they can have a copy in formats: ProRes 422 or H264, with a minimum resolution of Full HD 1920x1080px, or higher, at 24 fps.
2. Sound in Mono, Stereo or 5.1 surround.
3. We accept audiovisual pieces filmed in analog formats (Super-8, 16mm, 35mm, others); short films filmed on videotape, handycams or other technical resources as long as they can have a copy telecinated and processed in high resolution digital format.
4. The registered short films must be finished works, not work in progress. These short films will have the priority of being considered within the official programming.
5. With the exception of those filmmakers who send in advance the annotation that their works are in the post-production process, the short films may be considered. However, this exception is subject to the interests and considerations of the programming team regarding the registered work.
EXHIBITION AND PROMOTIONAL MATERIAL
If the short film is selected by the curator group, those responsible for the short film must send one (1) compressed .zip folder with the following items:
1. Two (2) copies of the short film:
One (1) in ProRes 422 codec, container .MOV or .MP4 with a minimum resolution of Full HD 1920x1080px, at 24 fps.
One (1) in H264 codec, .MOV or .MP4 container with a minimum resolution of full HD 1920x1080px, at 24 fps.
2. One (1) photo in .JPG or .TIFF, 300 dpi of director and producer.
3. Attach one (1) file in .PDF format with technical sheet, synopsis and director and producer profiles.
4. Subtitle files in English or Spanish, as required, or with both lines if you prefer.
5. Attach one (1) high resolution scanned copy of the signed exhibition authorization.
6. Three (3) photos in .JPG or .TIFF, 300 dpi of the STILL PHOTO of the short film.
7. Poster in high resolution export, .JPG or .TIFF, 300 dpi.
8. Official trailer with a minimum resolution of Full HD 1920x1080px, at 24 fps. (If available)
9. For work in progress works: attach one (1) document commenting on the current state of the short film and what formal, editing and finishing elements need to be completed. We do not receive, nor do we read documents of those works that are registered as finished works.
