Colombia National and International Film Festival (FNICC)
The Colombia National and International Film Festival celebrates both national and international cinema with the purpose of recognizing, promoting, and supporting audiovisual creators, while also strengthening the dissemination, understanding, accessibility, and appreciation of social and cultural issues among a broad and diverse audience.
FNICC is an initiative organized by Sendero Entertainment Records (SER), the entity responsible for the direction, coordination, and development of the festival in Colombia, with the support of organizations, institutions, and strategic partners committed to strengthening the audiovisual industry and fostering cultural exchange.
The festival is an innovative platform designed to offer high-quality entertainment with social awareness, encouraging dialogue, reflection, and diverse perspectives through the language of cinema.
The festival will be held in an in-person format, allowing the participation of filmmakers, producers, students, and audiovisual professionals from different regions of Colombia and around the world.
Registration and participation in the Colombia National and International Film Festival imply full acceptance of these rules, regulations, and terms established by the festival organization.
All expenses incurred by participants to attend the festival, participate in on-site activities, receive awards, or collect prizes—including transportation, accommodation, meals, and any other related costs—shall be borne exclusively by the participants.
Once awards have been presented to the winners, neither the festival organization nor the jury shall assume any responsibility regarding the use, transportation, preservation, or disposition of the awards granted in each category.
Awards will be presented during the festival’s official closing ceremony at a venue, date, and time that will be announced through the Festival’s official communication channels and social media platforms.
Any matter not expressly covered by these regulations shall be resolved by the Festival Organization, whose decisions shall be final and binding.

AWARDS AND RECOGNITIONS
The Festival will grant awards, recognitions, honorary distinctions, and special mentions as determined by the Festival Organization and Official Jury.
The complete list of awards, categories, prizes, partnerships, sponsorships, and special recognitions will be officially announced through the Festival's communication channels in the weeks leading up to the event.
The Festival reserves the right to create, modify, add, replace, or remove award categories, recognitions, prizes, and benefits at any time before the official awards ceremony.
Selected films and award recipients may receive, among other recognitions:
• Official Festival Laurels.
• Official Certificates of Participation, Selection, Nomination, or Award.
• Jury Special Mentions.
• Sponsor Awards and Partner Recognitions.
• Additional benefits provided by institutional, cultural, educational, or commercial partners.
Any prizes, products, services, scholarships, grants, professional opportunities, or other benefits provided by sponsors, partners, or third-party organizations shall be subject to the conditions established by those entities.
The Festival shall not be responsible for shipping costs, customs duties, taxes, insurance, import fees, or any other expenses related to the delivery of prizes or benefits awarded by sponsors or collaborators.
Award recipients may be requested to participate in promotional activities related to the Festival and its official partners, including interviews, social media announcements, photographs, and publicity materials.
Winners authorize the Festival to publicly announce their names, images, and awarded works through its official communication channels.
Colombia National and International Film Festival (FNICC)
1. INTRODUCTION
The Colombia National and International Film Festival (FNICC) is a cinematic event dedicated to the promotion, dissemination, and exhibition of independent and professional audiovisual works from around the world.
Its mission is to recognize, support, and showcase the talent of emerging and established filmmakers while fostering cultural exchange and promoting cinema as a tool for artistic expression, social reflection, and audience development.
The Festival serves as a meeting platform for filmmakers, producers, students, audiovisual industry professionals, and the general public, encouraging the diversity of cinematic voices and perspectives.
2. GENERAL CONDITIONS OF PARTICIPATION
2.1.
The call for entries is open to national and international productions from any country.
### 2.2.
Short films completed on or after January 1, 2022, are eligible for submission.
2.3.
Works in progress, unfinished versions, or incomplete materials will not be accepted.
2.4.
Films whose original language is not Spanish must include subtitles in either Spanish or English.
2.5.
Each participant may submit more than one work, provided that each submission is registered separately and complies with all Festival requirements.
2.6.
Entries must be submitted exclusively through the Festival's authorized submission platform.
### 2.7.
Submissions received after the official deadline will not be considered.
2.8.
Submission fees, when applicable, are mandatory and non-refundable under any circumstances.
2.9.
Submitting a film constitutes full and unconditional acceptance of these Rules and Regulations.
3. TECHNICAL REQUIREMENTS AND ELIGIBILITY
3.1.
The Festival accepts short films in the following categories: fiction, documentary, animation, experimental, and other audiovisual formats.
3.2.
The maximum running time for submitted works is thirty (30) minutes, including end credits.
3.3.
The Programming Committee may grant exceptions regarding running time or production date when artistic or cultural merit justifies such consideration.
3.4.
Productions created using any capture format are eligible, including digital formats, 35mm, 16mm, 8mm, and mobile devices.
3.5.
Selected films must be provided in HD digital format or higher quality for exhibition purposes, according to the technical specifications communicated by the Festival organization.
3.6.
Once officially selected, a film may not be withdrawn from the Festival program under any circumstances.
4. SELECTION AND EVALUATION PROCESS
4.1.
All submitted works will be reviewed by a Selection Committee appointed by the Festival Organization.
4.2.
Films will be evaluated according to, but not limited to, the following criteria:
* Originality and creativity.
* Artistic and technical quality.
* Narrative strength.
* Direction and mise-en-scène.
* Performances and acting.
* Cinematography, sound, and editing.
* Use of cinematic language.
* Cultural, social, or artistic impact.
4.3.
The decisions of the Selection Committee and the Official Jury shall be final, binding, and not subject to appeal.
4.4.
The Festival is under no obligation to provide feedback, reports, or explanations regarding its selection decisions.
5. OFFICIAL SELECTION AND SCREENINGS
5.1.
Selected participants will be notified through the email address provided during the submission process.
5.2.
Selected films may be included in the Festival's official in-person screening program.
5.3.
Rights holders authorize the Festival to use excerpts of their works exclusively for promotional purposes.
5.4.
The Festival may use excerpts of up to three (3) minutes or ten percent (10%) of the total running time of the film, whichever is shorter.
5.5.
Such materials may be used in media outlets, digital platforms, social networks, catalogs, press materials, and any other promotional activities related to the Festival.
6. AWARDS AND RECOGNITIONS
6.1.
The Festival will present awards, honors, and special recognitions, which will be announced through its official channels.
6.2.
The Jury may grant, among others, the following awards:
* Best Short Film
* Best Director
* Best Screenplay
* Best Cinematography
* Best Editing
* Best Original Score or Soundtrack
* Best Production Design
* Best Performance
* Jury Award
* Special Mentions
6.3.
All selected films and award winners will receive official laurels and digital certificates of participation or recognition.
6.4.
Selected and award-winning projects agree to include the Festival's official laurels in future screenings, promotional materials, digital platforms, and any form of distribution or exhibition of the work.
7. AWARD DELIVERY AND RESPONSIBILITIES
7.1.
Awards will be presented during the Festival's official closing ceremony or through alternative methods determined by the Festival Organization.
7.2.
Award recipients shall be solely responsible for any expenses related to receiving, shipping, or collecting awards.
7.3.
The Festival shall not cover transportation, packaging, shipping, insurance, taxes, customs duties, or administrative costs associated with the delivery of awards.
7.4.
Awards provided by sponsors or partner organizations shall be subject to the terms and conditions established by those entities.
7.5.
Additional benefits arising from institutional or commercial partnerships may be announced by the Festival Organization at a later date.
### 7.6.
Award recipients authorize the Festival to publicly promote their names, images, and works for informational, promotional, and archival purposes.
8. COPYRIGHT AND LEGAL RESPONSIBILITY
8.1.
Participants declare that they hold all necessary rights required for the submission, exhibition, and promotion of the submitted works.
8.2.
The Festival Organization shall not be held responsible for any claims related to copyright infringement, intellectual property disputes, unauthorized use of images, music, trademarks, screenplays, or any other legally protected material.
8.3.
Any legal dispute arising from the content of a submitted work shall be the sole responsibility of its producers, directors, or legal representatives.
8.4.
Submission of a film grants the Festival authorization to exhibit the work as part of its official program.
9. PARTICIPATION EXPENSES
9.1.
The Festival does not cover travel, accommodation, meals, visas, insurance, shipping, promotional materials, or any other expenses related to participation.
9.2.
All costs associated with submission, selection, attendance, or representation of a work shall be borne exclusively by the participants.
10. FINAL PROVISIONS
10.1.
The Festival Organization reserves the right to interpret and resolve any matters not expressly covered by these Rules and Regulations.
10.2.
The Festival may amend these Rules and Regulations, in whole or in part, whenever circumstances require, provided participants are duly informed through official channels.
10.3.
Submission of a film confirms that the participant has read, understood, and fully accepted these Rules and Regulations.
10.4.
All decisions made by the Festival Directorate, Selection Committee, and Official Jury shall be final and not subject to appeal.
