The Minute International Short Film Festival is initiated by eyepetizer. Focusing on short films up to 60 minutes in length, entries may be presented via mobile, small screen, streaming media and video websites. The Minute International Short Film Festival showcases short films under 60 minutes from all over the world, covering dramas, documentaries, and animations, as well as experimental and commercial short films

- M (Modern): With the power of eyepetizer, a short video media platform, the Minute International Short Film Festival will utilize mobile, small screen, streaming media and video websites as the stage for short films. In addition the Festival will also integrate technology and art, focusing on new video technology such as VR, holographic film, virtual production, and even artificial intelligence creations, to explore new multimedia possibilities.

- I (Inspiration): The Minute International Short Film Festival is not only an exchange and clash of inspiration, but also a discussion on the value of short films themselves.

- N (Navigator): The Minute International Short Film Festival will facilitate high-end appreciation of the arts, enhance cultural exchange and cooperation between various fields and even different countries and regions, and establish a standard evaluation system for the short video industry by way of a professional, focused and innovative short film festival competition.

Minute International
Short Film Festival Competition Rules

1. About Competition
The Minute International Short Film Festival hopes to raise awareness among audiences
of the value of short films. Powered by new technology and new models, supported by
marketing and promotion, the Festival seeks to explore interactive short film creation to
present creativity and aesthetics that blend technology and art.

The Festival’s ultimate aims are to gather sound and influence, leading the industry to re-explore and rethink the meaning of short films. This will also help promote the establishment of industry standards and judging protocols to form a sustainable
following and market for short films across China and the world. In order to explore and build an independent and innovative force for the Chinese short film creative industry, and to promote cultural exchange between China and other countries, there will be a global call for entries as well as prospective judges for the international art committee.

The Competition contains three units including Fiction, Non-fiction and Video art.

The call for entries covers narrative short films, documentaries, and animations, as well as experimental short films (including but not limited to visual creativity, contemporary art,
experimental videos, etc.), and commercial short films (including but not limited to commercials, commercial microfilms, etc.)
 
2. Award setting

- AWARDS TITLE
The awards in the film category are given to the film's creative collective and will be
awarded by the art committee among the finalists.
In-venue awards [7]
Fiction Short Film:[3]

1)BEST NARRATIVE SHORT FILM
A trophy and a certificate will be awarded to the winning film. The winning films will
receive a prize of RMB 50,000.

2)BEST ANIMATED SHORT FILM
A trophy and a certificate will be awarded to the winning film. The winning films will
receive a prize of RMB 50,000.

3)EYE FICTION SHORT FILM
A trophy and a certificate will be awarded to the winning film. The winning films will
receive a prize of RMB 30,000.
Non-Fiction Short Film:[2]

1) BEST DOCUMENTARY SHORT FILM
  
A trophy and a certificate will be awarded to the winning film. The winning films will
receive a prize of RMB 50,000.

2) EYE NON-FICTION SHORT FILM
A trophy and a certificate will be awarded to the winning film. The winning films will
receive a prize of RMB 30,000.
Art Short Film:[2]

1) BEST ART SHORT FILM
A trophy and a certificate will be awarded to the winning film. The winning films will
receive a prize of RMB 50,000.

2) EYE ART SHORT FILM
A trophy and a certificate will be awarded to the winning film. The winning films will
receive a prize of RMB 30,000.

*Winners will be required to pay taxes, including but not limited to personal income tax,
in accordance with the law. A trophy and a certificate will be awarded to the winning film.
Special awards [3]

1) COMMITTEE SELECTION SHORT FILM
A trophy and a certificate will be awarded to the winning film. The prize is subject to the
final announcement by the Committee of the Festival.
  
The Committee of the Festival will select a short film from all the shortlisted films in the
competition section as the special recommendation of the Committee. Participants are
not required to apply for this section separately. Whether or not a film is selected for this
section does not affect the selection of the film in the original competition section.

2) AUDIENCE SELECTION SHORT FILM
A trophy and a certificate will be awarded to the winning film.

It will be selected by the Committee of the Festival among the films which have been
entered in the competition. The winner will be selected based on the results of an online
vote submitted by the audience following the viewing of each film at the festival. All
shortlisted films whose authors have authorized online screening will be broadcast
online simultaneously during the festival. The Committee will contact the authors of
shortlisted films to confirm authorization prior to October 25, 2021.The authorized films
cannot withdraw authorization or quit.

3) BEST COMMERICAL SHORT FILM
A trophy and a certificate will be awarded to the winning film.

The Committee of the Festival will select a commercial short film which has brand
exposure and advertising from all the shortlisted short films in the competition section as
the special recommendation of the Committee. Participants are not required to apply for
this section separately. Whether or not a commercial film is selected for this section does
not affect the selection of the commercial film in the original competition section.

*The Organizing Committee of the Minute International Short Film Festival reserves the right to change the names of the awards during the call for entries, subject to the latest version of the regulations and announcements on the official website of the Minute
International Short Film Festival.

3. Qualification
Registration for the first Minute International Short Film Festival in 2021 is now open for
short films from all over the world, including feature, documentary, animation,
experimental or commercial short films.

1) Film length: not exceeding 60 minutes (including full credits at the beginning and
end of the film);

2) Creation time is not limited;

3) Subtitles: Chinese or English subtitles are required (except movies without
dialogue);

4) Resolution & File size: Resolution should not be less than 1920*1080, file size not
more than 3GB MOV/MP4 file format. For official screenings, digital file carriers or
physical media such as 8mm, 16mm, 35mm film, VHS video DVD(R), Blu-ray disc will
be accepted only for special presentation purposes.

5) If you need to add watermark, please mark "Minute International Short Film Festival"
or "Minute Preview" in the top right corner. In addition, there should not be any
other watermark mark on the picture content, so as not to affect the judges' viewing.

6) No version of the film (including in the case of re-editing) may be re-submitted to the Minute International Short Film Festival.
Re-submissions will not qualify for entry.

7) If the film has won awards in other film festivals (including but not limited to all kinds
of short film festivals, video festivals, short films or film exhibitions), the specific
information of the awards should be listed on the application form (the year and the
award should be indicated).

4. Conditions

1) There is no registration and submission fee.

2) Participants shall guarantee that the music, sound, video, text and other materials
used in the film are original or have been authorized by the original copyright owner.

The recording materials shall have the right of
portrait and license of the photographed person. The Organizing Committee will not be held responsible for
any legal disputes caused by the films. The Organizing Committee reserves the right
to reject the film in case of infringement of copyright or portrait right. In case of
infringement of copyright or portrait right, the Organizing Committee has the right
to revoke the award.

3) If the network transmission method fails, DCP, DVD, USB flash disk or mobile hard
disk and other storage media can be accepted. Please forward the media to the Organizing Committee together with all additional materials. In addition to the film review version and other registration materials required by the Organizing
Committee, the storage media should not contain any other documents or materials.
  
4) If a film sample is forwarded to the Organizing Committee of the Festival, all delivery fees and associated taxes shall be borne by the applicant. Samples sent by express mail will not be accepted.

*Please note: Allow sufficient time for entries to be received by post. The registration
period is based on the arrival time of all registration materials (including online
registration information and mailing materials) to the Organizing Committee.

5) Each film may only be entered for one competition unit. Duplicate registrations are
forbidden. If the Organizing Committee decides the film does not match the submitted competition unit, the Organizing Committee has the right to reassign the selected competition unit of the film.

6) Please take care when completing the registration form to ensure all necessary fields
are correctly answered. In the event that registration materials were not immediately
uploaded, these can still be submitted before the deadline of midnight on July 31, 2021). Any film that does not meet the requirements will not be included in the review process. All information disclosed on the registration form will be necessary for the process of shortlisting, evaluation, awarding and other work corresponding to the Festival. Any responsibility for errors in the information submitted shall be borne by the applicant. To edit registration information following the submission of
registration materials, please send an email to min@eyepetizer.net. Information may only be altered following consultation and approval by the Organizing Committee.

*Following the deadline (Midnight on September 30, 2021 China Standard Time UTC+8, the registered films may not withdraw their registration or withdraw from the competition for any reason.

5. Submission
Online form:
Please register at the Minute International Short Film Festival website (http://minute.eyepetizer.net/). Please fill in the registration form correctly and
completely. If the registration materials fail to upload, submissions may also be sent by
mail or express delivery (the deadline for submissions is midnight on September 30,
2021). Any films that do not meet the requirements of the Festival will not be included in
the review process.

Please fill in the online form as required, and upload the required documents as stated
below:

a) Films (please name in the style [the Name of Film – Director], MOV/MP4 file size not
exceeding 3GB, resolution no less than 1920*1080)

b) Photos (compressed package should be named in the style [title - director - photo -
serial number] in JPG format, including the director's photos and posters at a minimum.
Still photos from the film may be attached if available; 3-5 still photos should be
sufficient with resolution above 300 dpi)

c) Text (please name the file in the style [title - director - supplementary information], in
Word format, and complete using the template)
  
* In order to avoid file upload failures, you can may attach the file's network disk address
and password as a backup (online link is limited to Vimeo and YouTube. Any online encrypted viewing link and network disk links, with their associated passwords, should be valid until at least October 31, 2021).

[If the attachment of the online form fails to submit, you may forward all materials by one
of the following methods]

A. Email Submission:
Please register at the official website of the Minute International Short Film Festival, complete and submit the online registration form in its entirety, and include the following sentence in the comments area [failed to upload, sent by email].

The subject line of the email should be: [title + director + supplementary submission of materials of the 1st Minute International Short Film Festival]. Please forward this to the email address of the Organizing Committee: mincompetition@eyepetizer.net.

B. Express Delivery:
Please register for the contest on the official website of the Minute International Short
Film Festival, complete and submit the online registration form completely, and include
the following sentence in the comments area "Failure to upload, sent by express delivery".

Please send a copy of the film to the Organizing Committee on USB flash disk, portable
hard disk, CD-ROM, etc. In order to ensure the registration materials arrive at the
Organizing Committee on time, please use a signed and tracked delivery service. Please
do not use surface mail. If sending from overseas, please use an international Courier
service (such as FedEx or DHL) and mark the package as having "no commercial value" and "for cultural purposes only", with a declared value of $10 or less. We are unable to return any submitted registration materials. The Organizing Committee is not
responsible for shipping costs and reserves the right to reject the receipt of items bearing insufficient postage. All postage and other expenses incurred in registration will be borne by the participants.

6. The review process
The review process is divided into preliminary examination and the final selection, judged
by Minute Art Committee composed of famous directors, film and television industry veteran practitioners, film critics, culture and art professionals and artists. All submissions will be selected and graded by a public appraisal process that will be fair, impartial and respectful to each submission.

The deadline for entries in the competition is at midnight on September 30, 2021.

From August to October 2021, more information relating to the host city, industrial unit,
and venture capital unit will be announced successively.

The shortlist of preliminary examination will be announced before October 25,2021.

The final selection of the submissions will be held in November 2021, and the final
winners will be announced at the closing ceremony.

7. Shortlisted short films
The Organizing Committee will announce the results by October 25, 2021 at the latest. The selected films should help to promote the short film festival. Involvement and cooperation with the Festival is not allowed to be publicized prior to the Organizing
Committee announcing the film list.

1. Screening version
Once a submission has been shortlisted, the Organizing Committee will inform the
author to provide the official version of the submission. Except for technical adjustments, the editing of the official exhibition version shall be consistent with the review version previously submitted. All official versions of the selected works will be retained as materials after the event. Please create a backup for your personal use if needed. The Organizing Committee will not be responsible for any loss or damage to the works.

2. Use of information
Once shortlisted, the online registration form, registration materials and information
provided with the registration materials will be presented in the Festival brochure, and
showcased on the official website and in online and offline media materials. The author
will be expected to cooperate with the Organizing Committee to provide the necessary
publicity materials for the Festival (including but not limited to: film brochures, film
posters, leaflets, etc.). The Organizing Committee has the right to edit and publicly use
the film information presented by the official channel of the Festival. If any information
or materials are found to be incomplete or missing during the registration period, all
materials must be fully completed and submitted during the shortlisting period.

All text, data and images submitted by the author to the Organizing Committee of the
Festival through the registration platform and other channels will be used as material and
reference materials for both online and offline publication and release (such as the
Festival Manual, Festival Guide, website, WeChat official account, other social network
media, etc.). Such content may be edited, translated or adjusted for publication purposes.
Shortlisted authors may be interviewed, filmed or recorded during their participation in
the short film. The Organizing Committee must obtain permission to use the images, videos or recordings for non-commercial purposes.

The Organizing Committee may broadcast and display segments of the films through cinemas, cable TV, the Internet and other platforms for non-commercial purposes, such as the promotion of the short film industry and the film itself, and program previews. Any such segments will amount to no more than 10% of the total duration of the film and will have a maximum time limit of 3 minutes. This license will be renewed for one year following the successful registration of the film, and can be automatically renewed by default until the exhibitor revokes the license.

3. Screening schedule
All finalists will have at least one off-line public screening of their submitted film during the Festival. The date, time and venue of the screening will be determined by the Organizing Committee. If the film wins an award, the Organizing Committee has the right to arrange at least one, but no more than two, additional screenings of the film during
the Festival.

Prior to September 25, 2021, the Organizing Committee will contact the finalists to conform the online screening platform and other related matters. The final announcement will be made by the Organizing Committee during the Festival via the
eyepetizer App (https://home.eyepetizer.net), and other platforms for online screening.
Once the author has authorized the online screening of their submission, such authorization may not be withdrawn for any reason.

4. Extra screenings
The Festival may include entries in special non-profit screenings at other events outside
of the competition (such as a college tour). We will contact the authors prior to the event
to obtain authorization. If the participant agrees to participate in the online screening, the Organizing Committee will contact the author for authorization of the subsequent online screening plan.

5. Promotional messages
After the film is shortlisted and receives an award, the Organizing Committee will provide
the corresponding laurel logo. The film must present the award logo of the Minute Short
Film Festival in all subsequent publicity materials. Modification of the award logo is
strictly prohibited.

* If any of the above rules fail to be stipulated, the final explanation of the Organizing
Committee shall prevail. The delivery of the film shall be deemed as acceptance of the
terms set out in the Articles of Association. The time stated in the Articles of Association
is China Standard Time (UTC+8)
