The Elche International Independent Film Festival, organized by Mediterraneo Foundation's main objective is to offer a cultural space to filmmakers and moviegoers.

In a constant commitment to the promotion of culture and supporting emerging values of cinema, focusing on innovation, public conversation with the authors and the elimination of technological compete when barriers and vote.

“FUNDACIÓN MEDITERRÁNEO” AWARD FOR DOCUMENTARY SHORT FILM, is endowed with 2,500 euros, Dama Trophy and the preselection for the 36th Edition of the Goya Awards 2022, for which only Spanish authors may choose.

“ELCHE CITY COUNCIL” AWARD FOR THE BEST FICTION SHORT FILM, of any nationality and endowed with 2,000 euros and a Lady Trophy.

BEST ANIMATION SHORT FILM AWARD, of any nationality. It is endowed with 2,000 euros and a Lady Trophy.

BEST DOCUMENTARY SHORT FILM AWARD , of any nationality. Endowed with 2,000 euros and a Lady Trophy.

BEST INTERNATIONAL SHORT FILM AWARD, in any category and nationality (not Spain). Endowed with 1,000 euros and a Lady Trophy.

“FES CURT” AWARD FOR THE BEST SHORT FILM OF THE VALENCIAN COMMUNITY , endowed with 500 euros and the Lady Trophy. Which can be chosen in any of the categories and whose production comes from authors from the Valencian Community or from production companies based in said Autonomous Community and preferably in the Valencian language or subtitled in this language.

"CINECLUB LUIS BUÑUEL" AWARD TO THE BEST NOVEL AUTHOR , endowed with 500 euros and a Lady Trophy. That can be chosen in any of the categories. Both Spanish and international authors who have made up to their third short film will be eligible .

MOBILE FILMMAKER AWARD, endowed with 500 euros and Lady Trophy. They can be Fiction or Documentary, to which both Spanish and international authors whose production has been made by smartphone can choose.

AUDIENCE "HORT DEL XOCOLATER" AWARD , endowed with 500 euros and a Lady Trophy to which those Spanish and international short films that are part of the Official Selection of FICIE will be able to choose and the short film that receives the most votes from the public attending the screenings of the Official Section at the Hort del Xocolater between July 16 and 22, 2021.

FICIE ORIGINALS AWARD , to which students of the Degree in Communication and Journalism of the Miguel Hernández University will choose and who carry out a television series project. The award is endowed with 1,000 euros and the Lady Trophy with the award of the award as an aid for the production of the project.

This year, within the framework of the events planned to commemorate the Berlanga Year that celebrates the Centenary of the birth of one of the most important Spanish filmmakers:

“LUIS GARCÍA BERLANGA” AWARD FOR THE BEST SHORT FILM , in any category. It is endowed with 1,000 euros, the Lady Trophy to which only Spanish authors may choose.

Mediterraneo Foundation, as the organizer of FICIE, wants to reward that work that keeps the spirit of the sense of irony, satire and sharpness characteristic of the Berlanguian style, which are typical features of a way of being and living that characterized this genius of cinema Spanish.


What's more,

● At the discretion of the jury and the organization of the Reykjavík International Film Festival, a Spanish short film from the Official Section or from the Honors will be a finalist in the 2021 edition of this festival.

● The winner of the Mobile Filmmaker Award enters directly as a finalist in the Cinephone Smartphone Film Festival in its 2021 edition.

● At the discretion of the jury and the organization of the Edinburgh Spanish Film Festival, a Spanish short film from the Official Section or from the Honors will be a finalist in the 2021 edition of this festival.

● In addition, as mentioned above, the Amazon Prime Video Channel “TVShorts” will contact, at its discretion, the authors that make up the Official Section to obtain the appropriate permissions to be able to broadcast them on its grid.


Important: The members of the Rating juries have the power to change the category of those short films that deserve to be awarded. It also has the power to declare the award void.

The Selection and Qualification Juries will be made up of members of the “Luis Buñuel” Film Club of Elche (founders of FICIE), of the Miguel Hernández University of Elche and professionals from production, direction, photography and visual arts. Its verdict, which will be final, will be announced at the Closing Ceremony on July 23, 2021 .

KEY DATES OF THIS EDITION

● Mediterraneo Foundation opens the admission period for short films for its Elche International Independent Film Festival: from the date of publication of these rules until 23:59:59 (Spanish time) on May 17, 2021

● Communication Selected Official Section: July 5, 2021

● Submission of selected digital files: July 10, 2021

● Communication of the schedule of the Screening Agenda: July 12, 2021

● Venue for the screenings of the Official Section and the Mostra´t sections: “Hort del Xocolater” Park (Elche) and “Arenales del Sol” Beach (Elche).

● Projections of the Mostra´t Sections (non-competitive): From July 16 to 22, 2021 between 9:30 p.m. and 9:45 p.m. (Spanish time)

● Screenings of the Official Section: From July 16 to 22 , 2021 , from 9:45 p.m. (Spanish time)

● Closing Ceremony: July 23 , 2021 , at 10:00 p.m. (Spanish time)

● The economic endowment of the list of winners amounts to 16,000 euros.


● At the discretion of the jury and with the organization of the collaborating festival, a Spanish short film from the Official Section will go as a finalist to the Reykjavík International Film Festival and also to the Edinburgh Spanish Film Festival, in its editions of 2021. The winner of the Mobile Filmmaker category will go as a finalist for the Cinephone Festival in its 2021 edition. The Amazon Prime Video Channel “TVShorts” will contact the short films selected for the Official Selection at its discretion. See below.


WHO CAN PARTICIPATE?

Any natural person over 18 years of age, any legal person, may participate and / or compete, regardless of their nationality. There is no limit to the number of short films with which an Author / Producer / Distributor can participate.


WHAT KIND OF SHORT FILM CAN PARTICIPATE?

The Author / Producer / Distributor can present all the short films he wants and that have been produced after January 1, 2019.

Important: Short films are audiovisual productions of up to 25 minutes and must be fiction, animation and documentary. The recommended video formats are mov, mp4 and with a resolution of 1080, framing of 16: 9. The recommended sound format is 2: 1 stereo.

In the Mobile Filmmaker category, the same rules apply as for the rest but with the following conditions: only shorts made by smartphones are allowed, indicating the brand and model ; the use of mobile devices (drones, action cameras, etc.) is allowed for a maximum of 10% of the total duration of the short film; the duration will be up to 15 minutes. The use of external elements (microphones, lighting dollies) is allowed during filming and in post-production the use of editing programs or image treatments that the participant deems appropriate.

Failure to indicate the brand and model of the smartphone implies the automatic disqualification of the short film, and the award may be void at the discretion of the Jury and the FICIE Organization.

Important: Reduced, modified or extended versions of other short films will not be accepted, nor may they have been presented in previous editions of FICIE or with another title. Commercial advertisements, video clips or trailers of other films or unfinished works (work in progress) are also not allowed.


Important: If your language is NOT Spanish, you will have to have the subtitles inserted in Spanish, or the subtitles separately in srt. If necessary, a short film in a non-Spanish language is selected, it will be mandatory to provide the subtitles in Spanish in .srt format, otherwise it will be disqualified.


HOW DO I PARTICIPATE?

Important: Digital files on physical media will not be accepted, only links on Vimeo .

Important: The Author / Producer / Distributor can present all the short films he wishes from the date of publication of these bases and until 23:59:59 pm (Spanish time) on May 17, 2021 on the associated official platforms, Festhome . There the bases of this edition of FICIE will also be available in Spanish and english.

At the time of registration in the associated official platforms, the Author / Producer / Distributor will have at their disposal a menu to choose from in the category that they wish to register their short films. You can only enter a short film in one category, NOT in several .

The Organization will contact all participants from the closing of the registration period to confirm or not their effective participation in this edition.

WHEN, WHICH SHORT FILMS ARE SHOWN AND WHERE?

Important: The Selection Jury will select the short films that will be part of the Official Section. Its decision will be known no later than July 5, 2021 . All those short films that have been finally selected will be notified of their participation at least two weeks before the start of the screenings.

Important: The projections of the competitive Official Section and of the Mostra´t Sections (non-competitive) will be from July 16 to 22, 2021 , from 9:45 p.m. and until 00:00 (Spanish time), approximately. in the “Hort del Xocolater” Park (center of the Mediterranean Foundation) and in “Arenales del Sol” Beach.

At the time of communicating the selection, the Organization will send each of the finalists a pdf of the screening conditions and a reminder of the optimal audio and video formats and details of the screening place. In the "Hort del Xocolater" Park (Elche) there is a capacity and attendance of a maximum of a thousand people, but that will be conditioned by the sanitary measures that, for this purpose, are in force at the time of the projections.

At the projection site of “Arenales del Sol” Beach (Elche) there is a capacity and attendance of about three hundred people and the same restrictions will apply as in the previous case.

Important: this year, as a novelty, FICIE will open a channel on Vimeo (or similar, it will be reported when the time comes) where it will be possible to screen those short films from the Official Section that have given their permission . The short films will be screened following all the security measures that will be described to those selected at the time of selection and to the public on the FICIE website .

The Mostra´t Section is NOT competitive and has the objective of supporting short films made by Elche authors, associations, students of educational centers, university students of the Degree in Communication at the “Miguel Hernández” University, as well as those short films provided by Amazon Prime Video Channel “TVShorts” that stand out for having gone through the Oscars of the Hollywood Film Academy.

With this, the aim is to influence values ​​of equality, integration and training in local audiovisual production for both future filmmakers and young people as a film-consuming public. These screenings will be held in the same place and on the same dates but from 9:30 p.m. to 9:45 p.m. (Spanish time) approximately, according to programming criteria.

As with the Official Section, the short films in this section may also be screened online, with your express consent on the FICIE channel on Vimeo (or similar, it will be reported when the time comes).

Likewise, the Amazon Prime Video Channel “TVShorts” will contact the authors of the short films selected in the Official Section to obtain the necessary permissions to be screened on said platform.

The FICIE Organization will publish in its written communication media, on the FICIE website and on social media, the calendar and programming of the screenings.


HOW IS IT PROJECTED?

Important: Once the short films that will be part of the Official Section are known, the Organization will contact the Author / Producer / Distributor to request the high quality projection copies that will have to be in their maximum possession on July 10, 2021 and optimally about two weeks before the start of the screenings.

The selected short films will have to be identical in duration, content and title to those presented on the associated official platforms and on the Vimeo links presented. Failure to do so leads to disqualification .

IImportant: The Organization is committed to the highest quality in projections and will guarantee the satisfaction of the Author / Producer / Distributor. The recommended video formats for this festival are mov, mp4 and with a resolution of 1080, framing of 16:9.

The sound format is 2:1 stereo . The recommended digital file weight to be able to project optimally should not exceed 3 GB. At the time of communicating the selection, the Organization will send each of the finalists a pdf of the screening conditions and a reminder of the optimal audio and video formats.

Important: As indicated above, for those short films in a non-Spanish language and that have been selected at this time, it will be mandatory that they present a copy with inserted subtitles or at least in separate .srt format. Otherwise they will be disqualified and cannot be screened.

The shipping method will be via online : Dropbox, Google Drive, Onedrive, Wetransfer, etc. Shipments by physical means (pendrive memories, etc.) will NOT be accepted.

Important: The Organization wants to facilitate the presentation and networking of the selected Spaniards, in the event that the sanitary conditions derived from the Covid-19 pandemic allow it or otherwise via online .

Consequently, it will organize a series of activities that will be published on the official FICIE website. To do this, it will offer a one-night hotel stay to the Author / Distributor / Producer of the selected Spanish plus accompanying person, informing them of the screening day of their short film.

Important: for the projections on the FICIE channel on Vimeo (or similar), only the links of the short films selected on said platform will be needed, with the previous permission of the selected one.


WHAT CATEGORIES OF CONTESTANTS ARE THERE?

Important : At the time of registering your short films on the official FICIE platforms, the Author / Producer / Distributor will decide in which category to enter your short film. Each short film can be entered in a single category, not in several, however the FICIE Selection Juries will have the power to transfer profile those short films that, according to their criteria, are not in the corresponding category and that, consequently, they can better opt for the prizes of the list of winners.


● Fiction Category: Those who register in this category will be Spanish and international Fiction authors who want to apply for the “Fundación Mediterráneo” Award for Fiction Short Film, “Elche City Council” Award for Best Fiction Short Film, Best International Short Film Award and "Luis García Berlanga" for Best Short Film Award.

● Animation Category: Those who register for this category will be Spanish and international Animation authors who wish to apply for the “Fundación Mediterráneo” Award for Animated Short Film, Best Animated Short Film, Best International Short Film Award and “Luis García Berlanga” for Best Short Film Award.

● Documentary Category: Those who register for this category will be Spanish and international documentary authors who wish to apply for the “Fundación Mediterráneo ” Award for Documentary Short Film, Best Documentary Short Film Award, Best International Short Film Award and “Luis García Berlanga” for Best Short Film Award.

● Fes Curt Category: Those productions that come from authors from the Valencian Community or from production companies based in said Autonomous Community and that may compete for the Best Short Film Award of the Valencian Community and the “Luis García Berlanga” for Best Short Film Award will be entered. They can be works of Fiction, Animation or Documentary and preferably in Valencian language or subtitled in it.

● New Author Category: Spanish and international authors who have made up to their third short film who want to opt for the "Cineclub Luis Buñuel" Award for Best New Short Film and the "Luis García Berlanga" for Best Short Film Award will be eligible . They can be works of Fiction, Animation or Documentary.

● Mobile Filmmaker category: both Spanish and international authors whose production has been made by smartphone will be eligible. It can be Fiction or Documentary.

WHAT awards AND PARTNERSHIPS ARE OFFERED? UP TO 17,500 EUROS

Important: All awards will be given to the authors or they will be collected in their place by the people designated by them and who can attend. The FICIE does not oblige attendance, although it recommends it in order to organize and participate in networking meetings and, for this, it will offer a hotel night to the Author / Director most accompanying.


WHAT IS DONE WITH THE SHORT FILMS AND THE STORED PERSONAL DATA?

The Author / Director / Distributor of the works submitted to the competition declares that they are of his authorship, direction and production and that, being original, they are free from third party claims.

Without prejudice to the use and commercialization that the Author / Director / Distributor makes of the awarded work, the Organization will be empowered to:

● The right to conservation of the works in a digital archive so that they can be viewed only by users during the week of projections at the FICIE headquarters in the “Hort del Xocolater” park (Elche) and on “Arenales del Sol” beach (Elche).

● The restricted projection on Vimeo ( or similar platform, will be announced in due course ) of the Official Section, with the prior consent of those selected. It will be only non-profit, restricted and only during the FICIE projection dates, from July 16 to 22, 2021 . On July 24, access will be deactivated and all data will be deleted.

● The limited rights of public communication of the winning works so that the Mediterranean Foundation, through the activities it organizes or collaborates with, can carry out as many screenings as necessary in order to promote the winning works. The screenings will serve to disseminate the short film and the Festival itself, as long as this does not affect the distribution and possible commercialization of the short film and with the permission of the Author / Producer / Distributor. The Organization will obtain permission to be able to project the works of its Official Section and / or will negotiate the fee or canon to be able to project them.


● The reproduction rights of the winning works so that it can be archived and that the Mediterranean Foundation can make a special edition in cd, dvd , or similar format in which the work is included along with the rest of the works presented. to the present or previous Editions of the International Independent Film Festival of Elche, but always with the authorization of the Author / Director / Distributor in order not to harm its distribution and commercialization. If necessary, the Organization will negotiate a fee or canon for this type of edition.

● The Mediterranean Foundation supports the short film industry by paying copyright to the SGAE (Copyright Management Society) in all its reproductions, whether during the Official Section screenings or in other organized cycles.


● All personal data and only the email addresses of those registered in the FICIE edition will be kept for the purpose of communicating new editions. Those registered in the newsletter on the official FICIE website at www.ficie.fundacionmediterraneo.es will also be used for this purpose.

HOW AND WHEN ARE THE AWARD prizes PAID?

The FICIE Organization will contact all the winners to indicate the payment conditions. The Organization undertakes to make the payment in a maximum of three months after having the corresponding information with the following exceptions:

● If the Organization cannot establish contact with the winner/winners within that period, the amount of the award prize will revert to Mediterraneo Foundation as the organizer of FICIE.

● If the Organization cannot make the bank transfer due to international trade embargoes.

WHAT ABOUT DELIVERY OF THE TROPHIES?

Due to the safety and hygiene conditions provided by the health authorities caused by the Covid-19 pandemic, the trophies will be properly packaged, sanitized and sealed and subsequently sent to the winners through the international courier service SEUR.

After the end of this edition, the Organization will contact the Author / Producer / Distributor to request a postal address and contact telephone number.

If the Organization cannot contact or have a postal address to properly deliver the trophies of the authors who could not come to collect them, they will be returned to the Mediterranean Foundation, which will keep them in deposit.

The same will apply in the event that there are trade embargoes in the destination country and delivery cannot be made.
