NIFF is a space for criticism, denunciation, impact and social growth through the dissemination and promotion of cinema.

NIFF aims to be a statement against non-involvement, disregard and lack of commitment, which is the real disease of this century, where we produce more than we can consume, and happiness is subject to the law of supply and demand.

NIFF was born with the intention of triggering, debating the issues that are hidden under appearances and confronting the public with the social realities that show each individual as a part of those that make us complex, unique and human.



• The Official Section Jury will award the following prizes:
• Golden Melitón for the best Short Film of the Festival
• Golden Melitón for the best Spanish short film
• Golden Melitón for Best Animated Short Film
• Golden Melitón for Best Documentary Short Film
• Silver Meliton for Best Director
• Silver Meliton for Best Performance
• Jury Award for Best Screenplay
• Jury Prize for Best Photography
• Jury Award for Best Editing
• Jury Award for Best Original Music

The following prizes will also be awarded within the official section:
• Young Jury Award for Best Short Film
• Jury Prize “Save the Earth”
• Jury Award for Best Ibero-American Short Film
• CIMA Jury Award for Best Filmmaker who promotes with their work the values of equality and gender perspective.


• Golden Melitón for the Best Navarre Short Film

The decision of the Juries in each of the awards will be final.

The winners undertake that subsequent screenings will include a mention of the award received at the 5th NIFF - Navarra Film Festival 2023.

In addition, the festival will award the Meliton of Honor and the Meliton Social Values


1st Prize: Best NIFF New Generation Short Film Trophy, plus a stay as a listener at one of the face-to-face meetings of LRN - La Residencia Navarra www.laresidencianavarra.com, plus a batch to be confirmed.

2nd Prize: Second Best Short Film NIFF New Generation Trophy, plus a batch to be confirmed.


Rules 5th NIFF - Navarra International Film Festival 2023

1. General rules and sections

The fifth edition of the Navarra International Film Festival is called Navarra International Short Film Festival 2023, to be held in Pamplona between September 21 and 23, 2023.

Participation is open to all Spanish and international short films produced and made as of January 1, 2021.

The duration must not exceed 35 minutes (including credits).

All genres (fiction, animation, documentary, experimental), themes and original production formats are admitted.

The short films in the competition must not have been submitted to previous calls of the festival.

The works will be presented by a person, organization or company that holds the rights over them or that legally represents them.

The person who submits works to the contest will be responsible for making the copyright payments generated by their works.

2. Selection

The Selection Committee, made up of professionals from the world of audiovisual arts and the organization, will be in charge of selecting works for the different sections of the festival.

The organization will notify the final result of the selection by e-mail to the contact person.

In the event that a work is selected, the organization will contact the representative to request all the necessary material.

The screening copy of the selected works will be sent within the period and in the manner requested by the organization. In any case, the shipment will be online.

The projection format will be digital. The technical characteristics are:

1. Master Full HD (1920 x 1080) at 25 or 24 fps, H264 codec
- AVG Bitrate: 10MBPS or more.
- Sound: AAC 48Hz 320 or stereo.
2. Trailer.
3. Layered poster and 3 or 4 photos or stills of the short film.

The screening copies of the selected works will be sent in their original version. In case the language is different from Spanish, it will be presented with subtitles embedded in the image in this language.

Copies of the selected works may be used in limited viewings for the selection committee and in the Festival's Palmarés samples that are organized by the festival, always for cultural and non-profit purposes, prior notification to the producers to what the material is used for.

The selected films will be shown at the times and places that appear on the festival's official website (www.navarrafestival.com), assuming that the participants authorize these projections from the moment of their registration in the Festival.

The selected films will also participate, if they wish, in the online edition of the contest, through the online film platform Filmin. The films can be seen on Filmin during the dates established by the festival. The benefits obtained will be distributed as follows: 60% for the participating films, 40% for Filmin.

In any case, express authorization will be requested for its online broadcast through the festival's official platform in the event that they also opt for this modality. The acceptance of participation in online format will not be mandatory to participate in the face-to-face version of the contest.

With the registration of a work and the consequent acceptance of these rules, the owners of the works that are selected to participate in competitive sections give the Festival the right to project said works —always for exclusively cultural and non-commercial purposes— throughout the year and a half following the celebration of the Festival in the different extraordinary activities held outside the official week, whose purpose is the promotion of the festival.

In any case, these possible projections will always be notified to the owner of the work and will always be free for the public.

3. Sections

The Navarra International Film Festival 2023 will have the following sections:

• Official Section (International Competition)
• New Generation Section (International Competition)
• Navarre Short Film
• Parallel sections


In the Official Section, international and Spanish short films* will compete on equal terms, and all of them are eligible for the Official Section awards indicated below.

The Official Section will have its own specific Jury, which will award the corresponding prizes independently from the rest of the sections.

(*) Spanish short films are considered to be all Spanish productions, co-productions where the Spanish participation is greater than 40% and those works directed by filmmakers of Spanish nationality, even if they have been produced by other countries.


New Generation is a new competitive section whose main objective is to encourage the creation and audiovisual training of young people. We believe that the future of our cinema lies in the new generations and that is why the NIFF New Generation wants to look for those looks that will be the cinema of tomorrow.

This section may attend European works by young people between 18 and 25 years. All team leaders must be within this age range.

The works may not exceed 10 minutes in length, not including credits and in no case may the total duration of the work exceed 12 minutes.

Attendance at the festival by the finalists is mandatory in order to receive one of the prizes. In the event that the director or the director cannot attend, any of the team leaders may attend.

The other criteria for this section are the same as those set forth in the general considerations.

New Generation will have its own specific Jury, which will award the corresponding prizes independently from the rest of the sections.

Dynamics of the New Generation section
A. Until June 15, 2023, all people may submit their works following the requirements established in the bases.

B. On July 1, 2023, the short films selected as candidates will be published on the festival website.

C. Five short finalists will be selected from among the candidate short films. Four of these short films will be selected by the jury. The fifth will be selected by popular vote.

D. During the second week of August the five short films selected as finalists will be published. A representative of each project will be invited to the NIFF to present their short film in person and attend other activities.

Popular vote for New Generation

A. On July 1st, the
short films selected as candidates. There will be one post for each
short film.

B. To vote, each person must "Like" their favorite short film and
follow the festival account @navarrafestival. If the person who "likes"
does not follow the festival account, the vote will be invalid. 1 like in the publication of the favorite short film + follow the account = 1 vote

C. On July 31 at 11:59 p.m. the period for popular voting closes. The work that
has obtained more votes will be the winner and will obtain a direct pass as


Five finalists will be selected from the short films selected as candidates and will be announced during the second week of August.

The five finalist short films will be screened on the big screen within the fifth edition of the NIFF that takes place from September 21 to 23, 2023.

The NIFF will take care of the accommodation and half board of the five
representatives of the short films selected as finalists.

The finalists will obtain a mentorship with industry professionals linked to LRN - La Residencia Navarra www.laresidencianavarra.com on their works presented to NIFF New Generation.

They will also be accredited to access the festival activities.

New Generation Awards

1st Prize: Best NIFF New Generation Short Film Trophy, plus a stay as a listener at one of the face-to-face meetings of LRN - La Residencia Navarra www.laresidencianavarra.com, plus a batch to be confirmed.

2nd Prize: Second Best Short Film NIFF New Generation Trophy, plus a batch to be confirmed.


All works that meet at least one of the following requirements may participate in this competition:

• Be directed or produced by a person born in Navarra.

• To have been filmed in a substantial part or in its entirety in Navarra.

• Be produced by a production company based in Navarra.

• Be directed or produced by a person who has resided for five consecutive years or seven alternate years in Navarra.

Also eligible for this award are works that meet any of the aforementioned requirements and have been selected in the Official Section or New Generation Section competitions.

In the registration it will be necessary to indicate that the short film is eligible for the Navarro Short Film Award and prove this condition if the organization requires it.

The Navarre Short Film Section will have its own specific Jury, which will award the corresponding prize independently from the rest of the sections.


The 5th NIFF - Navarra Film Festival 2023 completes its program with a series of parallel and informative sections out of competition.

4. Acceptance of the bases and Data Protection Law

Registration implies acceptance of these rules, as well as the decisions of the organization, selection committee and juries. Any issue not provided in the rules will be resolved by the organization of the festival.

The organization reserves, exceptionally, the right to be able to admit works that do not meet some of the criteria detailed above.

The organization undertakes and obliges that the personal data belonging to the data file of the participants, will be treated in accordance with article 12 of Organic Law 15/1999, of December 13, Protection of Personal Data (LOPD).
